PUBLIC WORKS / CITY ENGINEER DEPARTMENT
STAFF REPORT
TO: Honorable Mayor Rios and City Council
DATE: June 20, 2023
FROM: Patrick Dobbins, Public Works Director/City Engineer THROUGH: Carmen Gil, Acting City Manager
SUBJECT: Schaaf & Wheeler Contract for Johnson Cyn Water Line
RECOMMENDATION
It is recommended that the City Council Adopt Resolution No. 2023-36. A Resolution of the City Council of the City of Gonzales Awarding a Master Services Agreement to Schaaf & Wheeler for Engineering Services for the Johnson Canyon Water Main Project.
BACKGROUND
The city operates a community water system serving residents, commercial businesses, and industrial facilities, with 1,968 metered service connections. Water supply is from four active water wells and the city has three water storage tanks with a total of 7.0 million gallons of storage. Water demand has increased as businesses were added to the Industrial Business Park. The City’s water production has increased from 1,400 acre-feet/year (AFY) in 2015 (about 1.25 million gallons per day (mgd)) to 2,000 AFY in 2022 (about 1.8 mgd).
Kimley-Horn prepared the Existing City Plus Sphere of Influence Water Master Plan for the city in 2019.
The Kimley-Horn study includes the City’s Sphere of Influence (SOI) at build-out, which was previously modeled by AECOM in 2011. The system model was skeletonized, meaning it included only the major pipelines and omitted the smaller distribution system pipes. The skeletonized system is adequate for assessing the major system components needed to support the build-out of the SOI (new, wells, tanks and transmission mains). The model did not include sufficient detail to assess issues within the existing distribution system. Over the last year, city staff engaged Schaaf & Wheeler to update the Water Model to add the Rianda Cooler Project and DR Horton’s proposed residential project on the D’Arrigo parcel within the city limits. Schaaf & Wheeler also updated the Water Capital Improvement Program for use in the Water/Sewer Rate Study that is underway.
AGENDA
ITEM
12 From the updated water model, it was determined that water flow from the water tanks to the distribution system is constricted. The city has 7.0 million gallons of water storage, but the tanks are connected to the city water system by a single 12-inch water main which is about 7,000-ft long. The maximum capacity of the pipeline is 2,500 gpm, and less if a well is operating and pressurizing the distribution system. This single 12-inch pipeline is undersized to deliver fire flows or contribute water flow during peak hour.
Based on the modeling, a parallel 18-inch main in Johnson Canyon Road is needed to support the existing customers and build-out of the industrial park.
REVIEW & ANALYSIS
Staff requested Schaaf & Wheeler to provide a proposal for engineering services related to the design and construction of a parallel water main to the storage tanks at the intersection of Johnson Canyon Road/Iverson Road. Their June 6, 2023 letter proposal is attached. Their not-to-exceed fee for design services is $107,500 and an additional $19,000 for engineering support during construction.
Schaaf & Wheeler is on the city’s on-call consultant list as approved at the February 6, 2023 City Council Meeting. Over the last three years, Schaaf & Wheeler has provided excellent engineering services on several city projects. They have an office in Salinas and provide consultant services to numerous cities and water/sewer districts in the Monterey Bay region.
Therefore, City staff recommends awarding a Master Services Agreement to Schaaf & Wheeler for engineering services related to the design and construction of a parallel water main to the storage tanks at the intersection of Johnson Canyon Road/Iverson Road. The attached letter proposal from Schaaf & Wheeler is Task Order #01 for design of water line at a not to-exceed fee of $115,000 which includes a $7,500 contingency. Task Order #02 for design support during construction will be authorized when the construction contract is awarded.
