PUBLIC WORKS / CITY ENGINEER DEPARTMENT

STAFF REPORT
TO: Honorable Mayor Rios and City Council
DATE: August 21, 2023
FROM: Patrick Dobbins, Public Works Director/City Engineer THROUGH: Carmen Gil, City Manager
SUBJECT: MOU with County Assessor for APN Data for GIS

RECOMMENDATION
Staff recommends the City Council authorize the City Manager to execute a Memorandum of Understanding with County of Monterey’s Assessor Office for the City to receive Parcel Records for use in the City’s GIS Program.

BACKGROUND
Over the last three years, the City has been creating various maps in a Geographic Information System (GIS) program. The primary focus has been creating maps for the water, sewer and storm drain systems.

Staff have also created GIS layers showing the City Zoning Map and proposed development maps in the city’s Sphere of Influence. Staff would like to add County assessor parcel data as a GIS map.

REVIEW AND ANALYSIS
The County of Monterey’s Assessor Office maintains all parcel records and city staff would like to be able to download the current assessor parcel information for use with the city’s GIS. The County Assessor staff recently provided this information to GIS staff with the City of Salinas. In order to obtain the assessor parcel data, County staff asked us to execute the attached Memorandum of Understanding.

Therefore, staff recommends that the City Council authorize the City Manager to execute a Memorandum of Understanding with County of Monterey Assessor for the city to receive Parcel Records for use in City’s GIS Program.
