RESOLUTION NO. 2023-59
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GONZALES
AWARDING A LANDSCAPE MAINTENANCE CONTRACT TO SMITH & ENRIGHT,
REJECTING THE OTHER SUBMITTED PROPOSALS, AND AUTHORIZING AND
DIRECTING THE CITY MANAGER TO EXECUTE A SERVICE CONTRACT WITH
SMITH & ENRIGHT LANDSCAPING FOR AN INITIAL THREE YEAR PERIOD WITH AN ANNUAL AURHORIZATION OF $82,719 WITH AN ANNUAL
CONTINGENCY BUDGET OF $20,000 FOR UNANTICIPATED FIELD REPAIRS WHEREAS, on July 27, 2023, the City issued a Request for Proposals for the Landscape Maintenance Contract (“Contract”); and
WHEREAS, on August 17, 2023, the City received the following bids for the Contract:

2 Barrera Landscaping, Gonzales $155,210
3 Radiant Landscaping, Salinas $184,432
WHEREAS, staff determined that Smith & Enright Landscape provided the lowest responsive and responsible bid, and that Smith & Enright Landscape is qualified to undertake the proposed work and willing to perform the same on a timely basis; and NOW THEREFORE, BE IT HEREBY RESOLVED by the City Council of the City of Gonzales that the City hereby determines that Smith & Enright Landscape submitted the lowest responsive and responsible bid for work associated with the Landscape Maintenance Contract, that the City accepts Smith & Enright Landscape bid and that the contract is hereby awarded to the Smith & Enright Landscape. All other bids are rejected, and the City Manager is directed to notify all other bidders in writing of the City’s decision.
BE IT FURTHER RESOLVED that the City Manager is authorized and further directed to prepare and execute an appropriate contract for the Landscape Maintenance Service Contract with Smith & Enright Landscaping for an initial three-year period with an annual authorization of $82,719 with an annual contingency budget of $20,000 for unanticipated field repairs.
