Presentation of the Vista Lucia Water Supply Assessment - February 21, 2023 Receive a presentation of the Water Supply Assessment for the Vista Lucia Specific Plan.
The Water Supply Assessment will be used to inform environmental review for the Vista Lucia Specific Plan Project and may be used as a foundation for other projects under review, including the Rianda Family Cooler Project, the Puente Del Monte Specific Plan, the development of the D’Arrigo 138 acres within City Limits east of Hwy 101, and future buildout of the Gonzales Agricultural Industrial Park.
Engineers with Zanjero and Schaaf & Wheeler are present and online to speak to technical questions should the Commission and Council have questions.

Presentation of the Vista Lucia Water Supply Assessment - February 21, 2023 The report has a focus on net consumptive water use.
At its most basic level this is a measure of how much water is presently used for agricultural production, and an exploration of how much would be used for future urban uses on the same land areas. What is the net change? • Well pumping and irrigation
• Normal rainfall years and drought years
• Evapotranspiration

• 995 designated low density,
• 1,239 designated medium density,
• 540 designated as medium-high density,
• 620 designated as high density, and
• 104 designated as mixed-use

Presentation of the Vista Lucia Water Supply Assessment - February 21, 2023 Proposed Project Estimated Water Demands
Current water consumption from applied water at the site = 1,100 – 1,280 af/year Future water consumption from applied water at the site = 423 af/year The project is expected to consume less groundwater than the site’s current agricultural land use.

Presentation of the Vista Lucia Water Supply Assessment - February 21, 2023 Estimated Water Demands for Existing and Other Planned Uses (1 of 2) In 2021, the City of Gonzales served 1,958 service connections • Of these connections, 1,599 were single-family residential, 176 were multi-family residential, 132 were commercial or institutional, 39 were industrial, and 12 were landscaping.
The City of Gonzales will continue to serve its existing customers and will extend water service to other planned developments (Puente Del Monte, Rianda Cooler, D’Arrigo, and Franscioni).
The existing City and other planned developments are expected to generate 4,992 acre-feet of water demand annually at full buildout.

Presentation of the Vista Lucia Water Supply Assessment - February 21, 2023 Water Supply Characterization (1of 3)
• The City of Gonzales and existing
agriculture uses on the site share
groundwater beneath the Proposed
Project.
• Current pumping by the City of
Gonzales is 1,910 acre-feet per year
and the net consumption of
groundwater after accounting for
recharge is 874 acre-feet per year.

Presentation of the Vista Lucia Water Supply Assessment - February 21, 2023 Water Supply Characterization (2 of 3)
The City could conceivably pump water
from any of the three groundwater
subbasins underlying Gonzales to serve:
• its existing customers,
• the proposed project, and
• other planned uses.

Presentation of the Vista Lucia Water Supply Assessment - February 21, 2023 Water Supply Characterization (3 of 3)
• The total supply of sustainable yield for net consumption is estimated to be 3,946 acre-feet/year.

Presentation of the Vista Lucia Water Supply Assessment - February 21, 2023 Sufficiency Analysis & Conclusions
• ~ 6,500 af of groundwater pumping to meet the combined total demand of the existing City, the Proposed Project, and other planned developments, • ~ 2,400 af is net consumptive use which will primarily leave the basin through evapotranspiration and evaporation.
• ~ 4,100 af is returned to the basin via WWTP percolation and system leakage • ~ 4,100 af is the sustainable yield available to the City, plus new project areas • ~ 2,400 af consumed < 4,100 af available
The WSA finds that there is sufficient groundwater available to sustainably supply the Proposed Project, Existing City, and other planned uses.

• ~ 6,500 af pumped
• ~ 4,100 af recharged
• ~ 2,400 af consumed
