CITY MANAGER DEPARTMENT

STAFF REPORT
TO: Honorable Mayor Rios and City Council
DATE: December 4, 2023
FROM: Carmen Gil, City Manager
THROUGH: Carmen Gil, City Manager
SUBJECT: Agreement with Olinga Learning for Youth Development Wings of Knowledge Program

RECOMMENDATION
It is recommended that the City Council approve a Consulting Services Agreement between the City of Gonzales and Olinga Learning for its youth development Wings of Knowledge Program in the amount of $20,000 funded by Measure K funds; and authorize the City Manager to sign it.

BACKGROUND
The Measure K Committee recommended that the City Council approve and support the youth development strategy being offered by the Wings of Knowledge Program. On June 20, 2023, the Council approved the recommended list of programs and amount allocations, which included the Wings of Knowledge program offered by Olinga Learning in the amount of $20,000. Olinga Learning submitted their proposal for programming in November, which would provide approximately 170 Gonzales youth an opportunity to engage in hands-on-learning around agricultural engineering. Through collaborations with CSUMB and other agricultural partners, the participants would receive training in the areas of agriculture, research, technology, science, and project management.

The program’s new model supports local sustainability and the Council’s values of ‘growing local talent’.

It hires and trains local “interns”, which then lead and teach a team of six students (grades 5-8) engineering technology. The program will run through the end of June and once completed Olinga will provide a written and oral report on the services rendered and the total number of participants engaged.
