PUBLIC WORKS / CITY ENGINEER DEPARTMENT

STAFF REPORT
TO: Honorable Mayor Rios and City Council
DATE: January 16, 2024
FROM: Patrick Dobbins, Public Works Director/City Engineer THROUGH: Carmen Gil, City Manager
SUBJECT: Award Pool Heater Replacement Contract to GIS Plumbing

RECOMMENDATION
It is recommended that the City Council award the Pool Heater Replacement Contract to GIS Plumbing at a not-to-exceed cost of $80,000, Direct the City Manager to Execute a Contract with GIS Plumbing and Authorize a budget amendment to GL Account 100-515-6530 to increase expenditures by $80,000.

BACKGROUND
The Community Pool is a city-owned facility located at 205 Elko Street. The Community Pool was originally constructed in 1973 and underwent a major renovation in 2016. The City Recreation Department arranges and staffs the following activities at the pool each summer:
• Swim lessons
• Open swimming
• Pool parties on weekends
• Movie nights
• Water Aerobics
The pool heater was replaced during the 2016 renovation and is a Raypac Model P1262B. During the last year, the pool heater struggled to operate. Public Works staff coordinated with Raypac factory representatives to diagnose why the heater was not working. With Raypac’s help, staff replaced several parts only for the heater to continue to struggle to operate consistently.

Staff recently had the pool heater inspected by a local Raypac Service representative, and staff presented their observations to the Raypac factory representatives for their guidance and feedback. Based on AGENDA
ITEM
15 provided photographs, Raypac reps informed staff that the cost to purchase and install replacement parts would not guarantee that the heater would work as designed and it would be better to install a new heater.

At the August 7, 2023 Council meeting, staff was directed to engage the Pool Consultant who designed the 2016 Renovation Project to prepare a Technical Memorandum outlining the options for replacing or upgrading the pool heater. At the November 20, 2023 Council meeting, staff presented the Technical Memorandum along with a recommendation to replace the pool heater with the same make/model.

REVIEW & ANALYSIS
Staff issued the project for public bid on November 28, 2023. The bid document was emailed to local mechanical contractors, pool supply vendors and to the Central Coast Builders Exchange in Salinas and the Santa Clara/San Benito County Builders Exchange for review by interested contractors. On December 20, 2023, city staff received one bid from GIS Plumbing of Salinas with a bid amount of $69,580. Staff reviewed the submitted bid and determined that it was a responsive and responsible bid.

Staff recommends adding a $10,420 contingency for unforeseen efforts for a total $80,000 contract authorization to GIS. The heater is expected to take six to eight weeks to be delivered and installed.

Therefore, staff recommends the City Council award the Pool Heater Replacement Contract to GIS Plumbing at a not-to-exceed cost of $80,000 and authorize a budget amendment to GL Account 100-515- 6530 to increase expenditures by $80,000.
