PUBLIC WORKS / CITY ENGINEER DEPARTMENT

STAFF REPORT
TO: Honorable Mayor Rios and City Council
DATE: February 5, 2024
FROM: Patrick Dobbins, Public Works Director/City Engineer THROUGH: Carmen Gil, City Manager
SUBJECT: CDBG Amendment for Community Center

RECOMMENDATION
It is recommended that the City Council authorize execution of an Amended Subrecipient Agreement with the County of Monterey to receive an additional $122,912 in Community Development Block Funding for Phase 1 of the Community Center Complex Project.

BACKGROUND

As the Council is aware, the Community Center Complex Project will be constructed in phases based on available funding. Phase 1 includes “Building A” which is comprised of the Teen Innovation Center, County Library, meeting rooms, restrooms, a large courtyard including an amphitheater and site improvements (new driveway, wet/dry utilities, parking lot and landscaping). Phase 2 will construct “Building B” which will be comprised of the Community Center which has a Community Hall, Fitness Center, commercial kitchen, meeting rooms and restrooms.

Funding for Phase 1 includes Community Development Block (CDBG) monies from the County of Monterey.

REVIEW AND ANALYSIS
At your November 20, 2023 meeting, the City Council authorized execution of a Subrecipient Agreement with the County of Monterey for an initial amount of $704,857. As mentioned in the staff report for that meeting, County staff had advised city staff in mid-2023 that a prior CDBG funded project (the 2019 Reroofing of the Council Chambers) was deemed ineligible by the US Department of Housing and Urban Development and the city needed to return $122,912 to the County.

AGENDA
ITEM
10 County staff pledged to “make the city whole” through an Amended Subrecipient Agreement to restore the $122,912 in CDBG funds for use on the Community Center Project. To that end, at their January 9, 2024 meeting, the County Board of Supervisors approved an Amended Subrecipient Agreement with the city to increase the CDBG Funding from $704,857 to $827,769.

In conclusion, staff recommends that the City Council authorize execution of an Amended Subrecipient Agreement with the County of Monterey to increase CDBG funding for Phase 1 of the Community Center Complex Project.
