City of Gonzales

PUBLIC WORKS / CITY ENGINEER DEPARTMENT

STAFF REPORT
TO: Honorable Mayor Rios and City Council
DATE: February 20, 2024
FROM: Patrick Dobbins, Public Works Director/City Engineer THROUGH: Carmen Gil, City Manager
SUBJECT: Purchase of John Deer Skid Steer for the WWTP

RECOMMENDATION
Staff recommends that the City Council Authorize the purchase of a John Deere Skid Steer with implements from RDO Equipment Company for $85,283 and approve the surplus sale of the existing John Deere Tractor.

BACKGROUND

The City’s existing John Deere tractor is a 1980 model and is the oldest vehicle in the City fleet. It is primarily used at the Wastewater Treatment Plant to maintain the pond levees and other maintenance work. The California Air Resources Board (CARB) rates the City’s 40-year-old tractor as a Tier 0 vehicle (self-propelled off-road diesel vehicle). In November 2022, CARB began requiring cities to replace Tier 0, 1 and 2 vehicles with Tier 3 or 4 vehicles.

The City’s tractor needs extensive repairs to the hydraulic system, is unsafe due to its age, and must be replaced due to CARB exhaust emission requirements.

REVIEW & ANALYSIS
CARB approved amendments to the In-Use-Off-Road Diesel-fueled Fleets Regulation on November 17, 2022, requiring further reduction of emissions. Recent clarifications required retirement of vehicles that are Tier 0, 1, and 2 and require cities to only purchase Tier 3 and 4 vehicles.

RDO Equipment Company and the City of Gonzales are members of Sourcewell, which is a cooperative sourcing solution for public agencies that provides expedited quotes, significant discounts, and free shipping on products. Attached are the following quotes:
