• On May 20th, the City Council heard the final hearing on the proposed changes to the City Code that would amend the local sign ordinance allowing for a digital billboard company to propose a project.

Freeway Sign Proposal. Following the adoption of the City’s updated Sign Ordinance to allow a freestanding freeway-oriented electronic reader board to be proposed within the City, a conditional use permit application was made by Legacy Signs. The application is now being circulated among city departments and Caltrans for comment, and a committee will soon be convened to make a recommendation to the Planning Commission on design. Thematically, Legacy Signs has drawn from the architectural character of the Alta Street Archway at Fourth Street. The new Ordinance requires that a development agreement be negotiated with the City that would determine the rent and financial return to the City for the use of public property. Additional revenue could be gained by local businesses who may advertise on such a new changing-message sign.
Valdez Auto Sales. Valdez Auto Sales conducted a very successful special event on Memorial Day Weekend that included use of
some portions of the city rightof-way (with an encroachment permit). Seems that offering
free hotdogs can really bring in
the business.
Anecdotally, Mr. Valdez

Housing Element. The City has now received the first official comments from the State Department of Housing and Community Development (HCD) and is responding to dozens of questions and having to engage additional research and evaluations and will be making numerous additions and revisions. City staff has 60 days (from May 29, 2024) to revise and respond before posting changes on the City’s website and then sending our second set of revisions back to HCD. Staff will be posting our responses and edits and share the changes publicly through the website. As the consultant contract was completed in 2023, up the value of a previous $65,000 grant secured by the City, the Community Development Director is having to personally respond to the HCD and is working these efforts into his regular (and diverse) workload. It is quite the lift. Once we achieve Certification, the City has secured modest funding through LAFCo (Reap 2.0) to be applied towards the implementation of Housing Element policies, programs, and outreach efforts. Again, the Community Development Director will do as much as he can towards implementing the Housing Element, but consultant and environmental review assistance may be needed.
Vista Lucia Specific Plan. The VLSP Draft Environmental Impact Report completed its 45-day public review and staff and consultants are preparing responses to the comments received. A copy of the EIR is available on the City of Gonzales website (https://gonzalesca.gov/services/communitydevelopment/development-activity-projects) under the Vista Lucia Project section. A separate update on the Vista Lucia Specific Plan Project is agendized.
Senior Housing Proposal on S. Alta. On Tuesday, May 14, 2024, the Community Development Director met with CHISPA at a recent senior housing project constructed in Salinas as a potential example of a senior housing proposal they may wish the City to consider for the city-owned property on S. Alta Street.
Staff is encouraging CHISPA to intensify and increase density in whatever manner they can to provide new roofs for our seniors.
CODE ENFORCEMENT
The City continues to meet with property owners, inspect potential violations and start documentation to progress to remedies.
BUILDING DIVISION ACTIVITY
From May 1, 2024, to May 31, 2024 (31 reporting days), the City issued 9 permits from the Building Division for residential additions, signs at the remodeled laundromat, roof repair, duct system replacement, a fire sprinkler system for a new ADU, and the new Community Center! The estimated valuation of all improvements was $ 19,062,392.00.
GENERAL COMMUNITY DEVELOPMENT ACTIVITY
Potential mini storage and vehicle storage opportunity. The Community Development Department continues to work with an applicant as his proposal takes shape for new commercial/industrial uses on Gonzales River road on the western city edge. The potential here is to provide support for our major agricultural processing giants but will include mini storage and vehicle storage opportunities for the greater public.
City’s Business License Ordinances. The Economic Development staff is looking into an update to the City’s Business License Ordinances that have not been revisited since 1972 (52 years).

Kid Power
• Kid Power was busy during the last month of the afterschool program as we approached the end of the school year and got ready for summer. We helped the kids wrap up their last homework packets. Nevertheless, we still made some time for fun activities such as arts and crafts and water balloon fights.
• For the first time, we also made each child a Kid Power Memory Book (yearbook) which was very fun to make and filled with memories from this school year. The kids enjoyed getting to take a small keepsake home with them!
• In preparation for Summer Camp, we closed out the interview process earlier in the month and in total we will be moving forward with 14 staff for this summer. Of all our employees, 9 were AGENDA

already employed with us during the Kid Power After School program. This is great to see because that ensures we will have a strong team for our Summer Camp. • Currently, Summer Camp has gone live on Teamsideline and we are now accepting registrations for kids up to 8th grade.
• This year we are taking full advantage of all our local organizations and inviting them to present to our Summer Camp Kids. Some of the organizations include Gonzales Fire, PD, Public Works, Save the Whales, Salinas Valley Recycle and Sun Street Center. The organizations will each have their own day in which they will get to come out and talk to the kids about what their organization does, while also integrating fun activities for them to participate in.
City Sports League
• We had a special event on May 6th for our 10U softball teams. Our two 10U teams were playing each other and our very own Gonzales High School Varsity Girls Softball team came out to the game and helped warm up the teams. It was a lot of fun watching the varsity team work with the future softball players of Gonzales High. I am sure there was a moment there where the varsity girls looked back and remembered when they were that age playing the sport they love. • Gonzales Mini T-Ball season has ended. The season ended on May 11th. It was another successful season. We had great coaches and enthusiastic players. At the last game medals and certificates were passed out. The kiddos were so excited to wear their mini t-ball medals around their necks.
• The South County Girls Softball league season officially ended on May 20th, with our closing ceremony. Medals and certificates were distributed. After the ceremony was over, we all shared a potluck meal together and played a short game of softball. The game was parents vs. players. It was a blast. We all had a wonderful time.
• Adult co-ed softball registration is coming along slowly this month. We were able to get 9 teams to register during May. We will have two brackets this season. We will have a higher and lower bracket level. Games are scheduled to play June 10th. With a Coaches meeting on June 4th. • Gonzales Youth flag football registration is going well. We have 56 participants registered so far as of May. We are looking to have at least 10 teams in total. • Summer Tiny Tots Sports program is coming along well. We had 14 little ones registered so far in May. We are looking looking forward to seeing how this program goes.
Gonzales Youth Council
• The Gonzales Youth Council, in collaboration with the Soledad and Greenfield Youth Councils, hosted the first South County Youth Summit in Soledad on Saturday, May 11th . The event entailed an opening speech by former GYC Alum, Fabiola Moreno Ruelas, followed by a day of workshop centered around College and Career Readiness, Mental Health, and Environmentalism.
They also hosted a resource fair where they invited many local organizations, some of which included: Cal State Monterey Bay, Girls Health in Girls Hands, Salinas Valley Recycles and Packet Pg. 21
many more! They wrapped up their day by having table talks in which students got to go around providing their input regarding different topics and changes they would like to see in their communities. Overall, the event was a success, and we look forward to having it take place again next year!
• Before wrapping up their year, the Gonzales Youth Council also executed 2 of their projects: one being the tenant rights survey and the second being the Parents Mental Health Survey. They will be presenting their findings during the June 17 Council Meeting.
Recreation/ Community Engagement
• For the month of May, we were able to collaborate with Alliance on Aging, the Monterey County Health Department, Gonzales Adult School and the Blue Zones Project to bring 2 senior classes to Gonzales! The first was a cooking class that was held on Friday May 10th at the Taylor Farms Family Health and Wellness Center and the second was an art class that was held at the Gonzales Adult School on Thursday May 16. Since this is still new to our town, the attendance rate has been, however, through the conversations we were able to have with those attendees, we were able to get feedback about ways to increase the number of participations. • We were able to secure reoccurring dates for senior art, cooking, and ballroom dancing classes to take place in Gonzales. We plan to attend the next Senior SoCo to help advertise for all the classes.
Aquatics
• We went live with our online Aquatics registrations which included: Summer Pool Parties, Summer Pool passes, and our free Junior Lifeguard Class. Pool parties were fully booked for the opening weekend the first day they went live on Teamsideline! Packet Pg. 22
• This year, we decided to do the swim class registrations a little differently by having them available in-person at the Community Pool. We have already been having many residents calling to inquire about dates and pricing.
Activities in the Planning Phase
The Aquatics staff is working on finalizing a schedule for movies at the pool this summer! We hope we can host at least 3-4 throughout the next couple of months.

FROM: Patrick Dobbins, Public Works Director/City Engineer THROUGH: Carmen Gil, City Manager
SUBJECT: Updated Encroachment Permit Application
RECOMMENDATION
Receive updated city encroachment permit application and provide any feedback or direction to staff.
BACKGROUND
Encroachment permits are issued by cities for construction or other “encroachments” in the public rightof-way. The term "encroachment" refers to use of public property by someone other than the city.
Examples include trenching and excavations, installing utilities, and replacing sections of sidewalk.
Contractors with appropriate licenses are required for any work in the public right-of-way.
REVIEW AND ANALYSIS
The current City encroachment permit is attached and has been used for many years. The application is very simple and does not ask for sufficient information regarding the proposed work including the applicant and the contractor who will perform the work.
The new encroachment permit application is attached. It has fields for the applicant to complete with significant more detail. Staff plans to use this new encroachment permit application as of July 1, 2024.
The cost for an encroachment permit for FY2024/25 is $139.10 per day.
In conclusion, the Council should receive the updated city encroachment permit application and provide any feedback or direction to staff.

PUBLIC WORKS / CITY ENGINEER DEPARTMENT
STAFF REPORT
TO: Honorable Mayor Rios and City Council
DATE: June 17, 2024
FROM: Patrick Dobbins, Public Works Director/City Engineer THROUGH: Carmen Gil, City Manager
SUBJECT: Agreement with Dudek Consulting for Wastewater Design Services and Execution of Task Order 1
RECOMMENDATION
It is recommended that the City Council Authorize Execution of a Non-Exclusive Master Services Agreement Between the City of Gonzales and Dudek Consulting for Wastwater Design Services, and Approve Execution of Task Order 1 for Design Support Services During the Bid/Award Phase of the Industrial Wastewater System in the Amount of $219,529
BACKGROUND
The city’s Municipal Wastewater Treatment Plant (MWWTP) operates under a Waste Discharge Permit from the Central Coast Regional Water Quality Control Board (Regional Board). The MWWTP has a permitted capacity of 1.3 million gallons/day and current sewer flows to the plant are approximately 1.2 million gallons/day (MGD). Therefore, the MWWTP is near its permitted capacity and for the last several years has struggled to meet the 2006 discharge permit requirements as the MWWTP wasn’t designed to treat the amount of ag-wash water it receives daily.
Through the preparation of a Long-Term Wastewater Management Plan, the city determined that construction of an Industrial Wastewater (IW) System was the most cost effective and expedient approach to expand the city’s wastewater system. The System will collect the ag-wash water (industrial wastewater) discharged from the large processing facilities in the Business Park and convey them to a new IW Treatment Facility to be constructed on city-owned property just east of the MWWTP.
In April 2023 the Regional Board issued a new Waste Discharge Permit that contains requirements the MWWTP is not capable of meeting. Therefore, in addition to constructing the IW System, the city needs to upgrade the MWWTP to comply with the new RWQCB permit.
AGENDA
ITEM
14 Packet Pg. 38
The city will expand the wastewater system through the following phases:
Phase 1 – The IW System will be delivered under three contracts:
1. Construct the IW Pipeline along Fermin Lane
2. Construct the IW Treatment Facility.
3. While the IWTF is under construction, issue a contract to rehabilitate the existing 21-inch sewer main by shifting sewer flows to the new IW Pipeline.
The CEQA-Plus document for the IW System was completed in October 2021 and construction documents (plans, technical specifications, and cost estimate) were completed in September 2022. Over the last two years, the city pursued a $29M State Revolving Fund (SRF) loan for project financing.
Currently staff is finalizing the construction documents for the IW Pipeline contract for public bidding.
Phase 2 - Upon completion of the IW System, 800,000 gallons of ag-wash water will be shifted from the MWWTP to the IW Treatment Facility. The city will then begin rehabilitating the MWWTP which includes removing accumulated sludge, lining the treatment ponds, upgrading the aeration system and constructing a new treatment process. When this phase is completed, the MWWTP will meet the Regional Board permit requirements.
Phase 3 - Add additional treatment processes at the MWWTP to expand the wastewater system capacity to 2.9MGD which will accommodate projected housing growth through 2050.
Phase 4 - Expand the IW System treatment capacity to 3.5 MGD to accommodate additional processing facilities in the city’s Industrial Business Park and add a recycled water component.
REVIEW & ANALYSIS
To obtain consultant services, staff prepared a Request for Qualifications (RFQ) for Design Services for Wastewater Projects. The RFQ listed the following services:
1. Design support during the public bid/award phase and construction phase of the IW System.
2. Feasibility Analysis, Preliminary and Final design of a new treatment process at the MWWTP to comply with 2023 RWQCB WDR Permit. Includes design support during the public bid/award phase and construction phase.
3. Design services to rehabilitate the MWWTP (i.e., sludge removal, add aeration, line ponds, add groundwater monitoring wells).
4. Assess the existing 21-inch sewer trunk main along Fermin Lane from Alta Street to the MWWTP. This includes video inspection, condition assessment, and preparation of bid documents for recommended repair work.
5. Grant applications to the State Water Resource Control Board, Economic Development Agency, and other entities.
Packet Pg. 39
On March 28, 2024, Staff issued the RFQ to 12 consultant firms and staff held a preproposal meeting on April 9. Statements of Qualifications were received from the following five firms by the May 8 deadline:
• Ardurra
• Black & Veatch
• Dudek
• HydroScience
• MNS Engineers
City staff and two outside panelists (Don Wilcox, City of Soledad and Andy Sterbenz, Schaaf & Wheeler) interviewed the five consultant teams on June 4. Upon completion of the interviews, the panel ranked Dudek Consulting as the top firm for Wastewater Design Services.
Staff anticipates executing the following Task Orders under Dudek’s Master Services Agreement:
Project Phase Estimated
Consultant fee
Task Order 1 Design support during the public bid/award phase of the Industrial Wastewater System $219,529
Task Order 2 Feasibility Analysis of new treatment process at the MWWTP to comply with 2023 RWQCB WDR Permit. $100,000

Therefore, staff recommends the City Council authorize the City Manager to approve a Master Services Agreement with Dudek Consulting including Task Order 1 for Design Support Services in the amount of $219,529 to support the city’s efforts to construct the Industrial Wastewater System.
At an upcoming Council meeting, staff will present Task Order 2 for Council approval under Dudek’s Master Service Agreement for a Feasibility Analysis to evaluate the alternatives for a new treatment process at the MWWTP to comply with 2023 RWQCB WDR Permit.
Also, at an upcoming Council meeting, staff will present a recommendation for the Council to approve a Master Service Agreement with MNS Engineers with Task Order 1 for the assessment of the existing 21- inch sewer trunk main from Alta Street to the MWWTP. This includes video inspection, condition assessment, and preparation of bid documents for recommended repair work.

INTRODUCTION
The City of Gonzales is located 17 miles south of Salinas and is in the heart of the 90-mile-long Salinas Valley (aka: “Salad Bowl of the World”). The City of Gonzales is referred to as the “Wine Capital of Monterey County” and the 2020 Federal Census lists a population of 8,650. The city prides itself on being a net-importer of jobs due to the city’s Industrial Business Park attracting a variety of ag-related businesses including Taylor Farms and Del Monte Fresh processing facilities. More information about the city can be found at our website: www.GonzalesCA.gov The City of Gonzales is seeking Statements of Qualifications from consultants to provide Wastewater Design Services to support the city’s efforts to expand the wastewater system beyond the current 1.3MGD permitted capacity.
OVERVIEW
The city operates a wastewater system including a municipal wastewater treatment plant (MWWTP) to collect and treat domestic, commercial, and industrial wastewaterin the city. Current wastewater flows are:
Dischargers Gallons/day
Industrial wastewater 750,000
Domestic wastewater 400,000
Commercial wastewater 50,000
Total = 1,200,000
The first step in increasing the capacity of the city’s wastewater system is constructing an Industrial Wastewater (IW) system. The project is fully designed, and the city is close to executing a State Revolving Fund loan. Completing the IW system will allow the city to shift 750,000 gallons/day from the MWWTP, greatly reducing flows to the MWWTP. This will allow the city to take one of the two treatment trains at the MWWTP offline to rehabilitate and upgrade the MWWTP.
While constructing the IW System, a consultant will design the upgrades for the treatment processes to ensure the MWWTP meets the new Waste Discharge Requirementsissued in April 2023.
WASTEWATER PHASING
Phase 1 - Build the 1.0 MGD IW System on city owned parcels adjacent to the MWWTP. The IW System will be constructed under two contracts:
• IW Conveyance Contract (10,000 LF of 24/27-inch pipe) • IW Treatment Facility
Once the IW Conveyance Contract is complete, the city will temporarily shift WW/IW flows to the new IW Pipeline to perform video inspection and maintenance work (ie, epoxy coat manholes) on the existing 21- inch WW Trunk Main that was constructed in 1981.
Phase 2 - Upon completion of the IW Treatment Facility (IWTF) 750,000 gallons/day of ag-wash water will be shifted from the MWWTP to the IWTF. This will allow the city to rehabilitate and upgrade the treatment process at the MWWTP to meet new WDR requirements. When that work is completed, the city WW system will have a capacity of 2.3MGD.

1.3 Assignment of Personnel. Consultant shall assign only competent personnel to perform services pursuant to this Agreement. BACKGROUND
In 2021, the City received a $150,000 grant from the California Office of Emergency Services to replace the emergency generators at City Hall & the Police Department. The generator at the California Breeze Sewer Lift Station was added to the project as the original generator stopped working and a temporary trailer mounted generator was used during power outages. Replacement of this generator will be funded by Sewer Impact monies.
The construction documents (plans, technical specifications, and cost estimate) for the project were prepared by Fehr Engineering. The project was issued for public bid on December 17, 2021, and pre-bid site visits were held on January 4 and January 19 to allow interested bidders the opportunity to visit the three locations and ask questions.
REVIEW & ANALYSIS
On January 27, 2022, the City received seven bids for the project and the lowest responsive and responsible bid was provided by Alltech Services of Atascadero, CA. At the February 7, 2022, City AGENDA

SUBJECT: Salinas Valley Safe Routes to School Plan and Participatory Budget Process
RECOMMENDATION
Receive a presentation on the Salinas Valley Safe Routes to School Plan and the Results of the Participatory Budget Process and provide any feedback or direction to staff.
BACKGROUND
The Salinas Valley Safe Routes to School Plan has been a two-year effort to develop recommendations for pedestrian safety improvements in the vicinity of the public K-12 schools in the Cities of Gonzales, Soledad, Greenfield, and King City. This program is funded through a $664,000 Caltrans Sustainable Communities Transportation Planning Grant and $126,500 of TAMC’s Measure X funds.
The goal of the Safe Routes to School Plan was to increase school-based active transportation and access to public transit based on community input. The program included a resident steering committee to identify and discuss infrastructure and non-infrastructure recommendations for safe routes to schools.
These Steering Committee recommendations will provide the basis for future investments through the countywide Safe Routes to School Program (funded through TAMC’s Measure X) as well as state and federal grant applications.
The Salinas Valley Safe Routes to School Plan was sponsored by TAMC. The planning team (Team) was comprised of staff from TAMC, Ecology Action (a non-profit organization), and the Monterey County Health Department.

Gonzales’ portion of the Salinas Valley Safe Routes to School Plan (SRTS) was formally kicked-off when staff with Ecology Action made a presentation at the August 15, 2022 City Council meeting.
School audits occurred on October 26, 2022, when City staff, TAMC, Ecology Action and the Gonzales Youth Council observed students arrive and leave La Gloria Elementary, Fairview Middle School and Gonzales High School.
The planning process included a “pilot project” which was the temporary installation of separated bike lanes on 5th Street between Elko Street and Rincon Road last summer.
To provide context to the Steering Committee, the Team reviewed previous planning documents relevant to SRTS to ensure consistency with past plans and projects. The Team was tasked with noting concerns or issues collected through parent survey data, reviewing crash data history near the schools, consulting with the School Staff, and observing if there are any infrastructure deficiencies and/or dangerous behaviors. All input from the community members and data collected were used to develop the draft street safety recommendations.
A participatory budgeting process was used by the Gonzales Steering Committee. The Participatory Budgeting Process included:
1. Creating the Ballot - the Gonzales Safe Routes to School Steering Committee, made up of residents and community advocates in coordination with Safe Routes to School program partners developed a list of projects for residents to vote on.
2. Election Strategy Plan - The election started with a strategy plan that took place at the Gonzales Police Department on March 20, 2024, in which the committee discussed the collection locations, duration of the voting period, and the different plans for outreach.
3. Voting - The Public was given four weeks during April and May with a deadline of May 18th to vote on their preferred safety improvement projects. Voting was provided in the form of inperson voting ballots at various places such as the Gonzales Car Show, City Hall, and participating school locations, as well as online.
4. Election Results - The top projects will be announced at the June 17th City of Gonzales Council meeting.
TAMC staff will make a presentation at the Council meeting as part of this report.
