BACKGROUND

In 2021, the City received a $150,000 grant from the California Office of Emergency Services to replace the emergency generators at City Hall & the Police Department. The generator at the California Breeze Sewer Lift Station was added to the project as the original generator stopped working and a temporary trailer mounted generator was used during power outages. Replacement of this generator will be funded by Sewer Impact monies.

The construction documents (plans, technical specifications, and cost estimate) for the project were prepared by Fehr Engineering. The project was issued for public bid on December 17, 2021, and pre-bid site visits were held on January 4 and January 19 to allow interested bidders the opportunity to visit the three locations and ask questions.

REVIEW & ANALYSIS
On January 27, 2022, the City received seven bids for the project and the lowest responsive and responsible bid was provided by Alltech Services of Atascadero, CA. At the February 7, 2022, City AGENDA
ITEM
15 Council Meeting, the contract for this project was awarded to Alltech Services in the amount of $157,225 with a contingency of $17,225 for a total authorization of $175,000.

Construction consisted of the following work:

1. Procure the new emergency generators after receiving approval of the material submittals

2. Remove and dispose of the emergency generators and appurtenances

3. Install the new emergency generators at City Hall, Police Station and the California Breeze Sewer Lift Station
The emergency generators were installed in the fall of 2022 and the project was substantially complete in December 2022. The contractor had to order a new transfer switch for the generator at the Police Station which took over a year to receive. The transfer switch was installed on May 9, 2024, and this project is now complete.

Staff recommends that Council accept project, direct staff to file a Notice of Completion with the County Recorder and release retention monies held by the City to the Contractor 35 days after the Notice of Completion is recorded
