RE: Harris & Associates Agreement for PM/CM Services (Gonzales Community Center Complex) Dear Patrick:
I am writing this narrative, to outline the compensation breakdown by Fiscal Year on Harris' Agreement with the City of Gonzales for PMCM services on the Gonzales Community Center. This breakdown is being provided as backup for the FY24-25 PMCM fee request in the amount of $517,633.03.
During Fiscal Year 2023 (FY23-24) the City of Gonzales selected Harris & Associates as a consultant for Project Management and Construction Management services (PMCM) on the Gonzales Community Center Complex project, through a competitive RFP process. Harris' Proposed Fee for the project included in our RFP response was for $1,552,890.00. After some Agreement negotiations, the City and Harris agreed on a T&M not to exceed fee in the amount of $1,433,510.88.
The City awarded Harris' Master Service agreement with compensation broken out by fiscal year (FY23-24, FY24- 25 and FY25-26). Each fiscal year equates to a separate task order (three total task orders). The Master Service agreement included compensation for Task Order 1 (FY23-24) in the amount of $452,876.00. Though the agreement between the City and Harris references $500,000.00 for Task Order 1, only $452,876.00 was authorized to Harris, the balance $47,124.00 is a City contingency.
Out of the initial $452,876.00 authorization, Harris is projected to expend $227,507.15 through the end of FY23- 24, with a projected savings of $225,368.00. These costs savings were largely attributable to assumptions made about the start date of construction, and the overall project duration referenced in our RFP response. Utilizing the savings from Task Order 1, Harris was able to onboard Group 4 Architecture, Albion Environmental and Cypress Engineering as subconsultants on the project, with no additional fee increase. These subconsultants were onboarded by Harris via Amendments 1 through 3, respectively. Harris' total projected costs associated with these amendments is reflected in the table below:
Amendment Cost
1 $33,000.00
2 $45,815.33
3 $24,600.00
Subtotal: $103,415.33
Harris' projected fee PMCM services for FY24-25 (Task Order 2) is $639,586.50, however the abalance of funds from Task Order 1 that are projected to be unused ($121,953.47) will roll over to FY24-25, therefore the FY24-25 (Task Order 2) request will be in the amount of $517,633.03. 60 W. The final authorization for FY25-26 (Task order 3) will be in the amount of $463,001.90. The breakdown by Task Order is provided in the table below: U
