RESOLUTION NO. 2024-65
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GONZALES
AUTHORIZING EXECUTION OF A PROFESSIONAL SERVICES AGREEMENT WITH
EARTH SYSTEMS FOR SOIL AND GROUNDWATER SAMPLING AND RELATED
LABORATORY ANALYSIS FOR THE INDUSTRIAL WASTEWATER TREATMENT FACILITY IN THE AMOUNT OF $55,000
WHEREAS, the City will expand the City’s wastewater system by constructing an Industrial Wastewater System (IW System) with an initial capacity of 1.0 million gallons/day; and
WHEREAS, an EIR for the IW System was adopted in October 2021 and construction documents (plans, technical specifications, and cost estimate) were completed in September 2022, and as such, no further CEQA analysis is needed for the agreement contemplated in this resolution; and
WHEREAS, the EIR included a Mitigation Monitoring and Reporting Program that must be complied with prior to and during construction of the IW Pipeline and IW Treatment Facility; and
WHEREAS, The EIR Mitigation and Monitoring Program includes a subsurface investigation that must be performed prior to construction to determine if there are any impacts to soil, soil vapor, and groundwater at the project site; and WHEREAS, Dudek, the Design Consultant, is finalizing the construction documents for the IW Treatment Facility (IWTF) and the subsurface investigation must be performed prior to construction; and
WHEREAS, On September 3, 2024, staff issued a Request for Proposals to consultants for the Soil and Groundwater Sampling for the IWTF and on October 25, 2024 staff received proposals from two firms (Earth Systems and Pacific Crest Engineering); and WHEREAS, Staff recommends that Earth Systems be selected for this contract based on their detailed scope of work, lower estimated fee and an expected timeframe of six weeks to complete the work; and
NOW THEREFORE, BE IT HEREBY RESOLVED by the City Council of the City of Gonzales that the Council authorizes execution of a Professional Services Agreement with Earth Systems to perform the Soil and Groundwater Sampling and related Laboratory Analysis for the Industrial Wastewater Treatment Facility in the amount of $55,000 which includes a contingency budget of $5,900.
