PUBLIC WORKS / CITY ENGINEER DEPARTMENT

STAFF REPORT
TO: Honorable Mayor Rios and City Council
DATE: December 2, 2024
FROM: Patrick Dobbins, Public Works Director/City Engineer THROUGH: Carmen Gil, City Manager
SUBJECT: Resolution No. 2024-71 Amendment No. 2 with PSI for Community Center Complex Testing Services

RECOMMENDATION
It is recommended that the City Council Adopt Resolution No. 2024-71, A Resolution of the City Council of the City of Gonzales authorizing the execution of Amendment No. 2 under the executed Master Services Agreement with Professional Service Industries in the amount of $72,000 for Materials Testing and Special Inspection Services which includes a contingency of $7,342 during construction of Phase 1 of the Community Center Complex project.

BACKGROUND

Construction of the Community Center Complex project requires the use of a consultant to provide Materials Testing and Special Inspection services. This includes inspection and/or testing of:
• Soils (sampling, monitoring of excavations and compaction testing) • Asphalt (verify mix design, temperature, and compaction testing) • Concrete (mix design, size and placement of reinforcing steel and compressive strength testing) • Masonry (mix design, confirm reinforcing placement, and mortar mixing) • Structural Steel fabrication and erection
• Structural Wood framing (nailing, anchoring, and fastenings) At the May 6, 2024 Council meeting, a consulting services agreement was approved with Professional Service Industries (PSI) for Materials Testing and Special Inspection services for the Community Center Complex project. The authorized not-to-exceed fee was $135,000 and they began their field work on June 14, 2024.

AGENDA
ITEM
7 To date PSI has provided the following inspection services:
• Soils (sampling, monitoring of excavations and compaction testing) • Concrete (mix design, size and placement of reinforcing steel and compressive strength testing) • Structural Steel (shop fabrication, welding and anchoring) They’ve fulfilled 41 special inspection and material testing requests: with most inspection requests consisting of multi-day inspections.

REVIEW & ANALYSIS
The level of effort for Materials Testing and Special Inspection services has exceeded the initial estimate due to grading observation requirements in the project’s Geotechnical report. PSI budgeted 280 inspection hours for testing of soils, while the Geotechnical report required continuous inspection observation of all grading activities. The number of hours budgeted for Soils inspections has been exceeded by project needs, and thus the need for an amendment to capture inspections and material testing through project completion.

PSI provided the attached Request for an Amendment outlining the expected remaining Materials Testing and Special Inspection services for the Community Center Complex project.

In conclusion, staff recommends the City Council authorize execution of a Contract Amendment with Professional Service Industries under the executed Master Services Agreement in the amount of $70,000 to continue the Materials Testing and Special Inspection services for the Community Center Complex project.
