STAFF REPORT
TO: Honorable Mayor Rios and City Council
DATE: May 5, 2025
FROM: Patrick Dobbins, Public Works Director/City Engineer THROUGH: Carmen Gil, City Manager
SUBJECT: Resolution No. 2025-16 Funding Agreements with the State Water Resource Control Board (SWRCB) for the Alpine Court Water and Sewer Service Extension Project
RECOMMENDATION
Staff recommend that the City Council Adopt Resolution No. 2025-16, A Resolution of the City Council of the City of Gonzales Authorizing the Execution of Funding Agreements with the State Water Resources Control Board (SWRCB) for the Alpine Court Water and Sewer Service Extension Project.
BACKGROUND
Alpine Court is located at 52 Gonzales River Road (just south of Green Valley Farm Supply). Alpine Court is just outside the Gonzales City limits and has private on-site water and sewer systems for the 19 dwelling units. The on-site water system has a well that exceeds drinking water standards for nitrates.
The on-site septic system failed years ago, and the sewage is pumped and trucked for disposal.
Five years ago, the City received grant funding from the SWRCB to design water and sewer improvements to connect Alpine Court to the City water and sewer pipelines along Gonzales River Road, to replace the on-site wet utility systems that don’t meet County or State health standards.
REVIEW & ANALYSIS
Design of the water and sewer improvements were completed by the City consultant in November 2023 and in January 2024, City staff began submitting the project for grant funding to construct the project.
There wasn’t any grant funding available in 2024, but SWRCB staff recently engaged a consultant at no cost to the City to complete the City’s grant funding applications for construction funding when it becomes available.
