PREPARATION OF TRAFFIC CALMING POLICY
ASSUMPTIONS & UNDERSTANDING:
The City of Gonzales (City) is looking to prepare a traffic calming policy for the City. Caltrans has prepared a Traffic Calming Guide. Various other cities have also implemented such documents. A combination of these documents can be used as templates for the preparation of the City traffic calming policy. Based on this information, below are our assumptions and understanding for the scope of work to be performed by TLE:
• TLE will gather information from Caltrans' Traffic Calming Guide, as well as traffic calming policy documents from various cities to prepare a traffic calming policy for the City. • TLE staff will collaborate with city staff to compile a list and description of the traffic calming measures that are relevant, adequate, and desired and that fit the character of the City of Gonzales. These will then be included in the policy document. The policy will also include procedures and forms necessary for neighborhood petitions to install such traffic calming measures.

SCOPE OF SERVICES:
TASK 1: COORDINATION & PROJECT MANAGEMENT
As part of the project management and coordination, regular communication will be maintained with city staff. TLE will participate in individual phone calls, team conference calls, and email correspondence as necessary to discuss and resolve project issues.
TASK 2: DATA COMPILATION
TLE will compile reference traffic calming data from previously prepared traffic calming policy documents. This includes the Caltrans' Traffic Calming Guide, as well as other local city traffic calming policy documents. A list and description of the traffic calming measures that are relevant, adequate, and desired and that fit the character of the City of Gonzales will be compiled and discussed with city staff.
TASK 3: PREPARATION OF DRAFT TRAFFIC CALMING POLICY DOCUMENT TLE staff will collaborate with city staff to select the traffic calming measures that are appropriate for the City of Gonzales. A draft traffic calming policy document will be prepared to include the list and description of the potential traffic calming measures and devices. The policy will also include procedures and forms necessary for neighborhood petitions to install such traffic calming measures and devices. Once completed, the Draft policy document will be sent to the City for review and comment.
TASK 4: PREPARATION OF FINAL TRAFFIC CALMING POLICY DOCUMENT Upon receipt of City comments from the previous policy document submittal, TLE will make all appropriate revisions and prepare final version of the traffic calming policy document. The final document will be sent to the City for review and approval.
