CITY MANAGER DEPARTMENT

STAFF REPORT
TO: Honorable Mayor Rios and City Council
DATE: June 16, 2025
FROM: Carmen Gil, City Manager
SUBJECT: Public Hearing Regarding Vacancies and Recruitment and Retention Efforts

RECOMMENDATION
It is recommended that the City Council:
• Receive a presentation from staff on City staffing vacancies, recruitment and retention efforts as set forth in Government Code Section 3502.3;
• Open the public hearing, allow for presentations by union representatives, allow for testimony by the public and close the public hearing; and
• Provide any comments or direction to staff.

BACKGROUND
Assembly Bill 2561 was approved by the Governor in September of 2024, and was enacted into law and codified as Government Code Section 3502.3. It came into effect on January 1, 2025, to address the issue of job vacancies in local government, which adversely affects the delivery of public services and employee workload. Among other requirements, the bill mandates that public agencies present the status of vacancies and recruitment, retention efforts during a public hearing before the agency’s governing body at least once per fiscal year. It requires that the public hearing be held prior to the adoption of the budget.
• During the hearing, the public agency shall identify any necessary changes to the policies, procedures, and recruitment efforts that may lead to obstacles in the hiring process.
• The recognized employee organization for a bargaining unit shall be entitled to make a presentation at the public hearing at which the public agency presents the status of vacancies and recruitment and retention efforts for position within the bargaining unit.

AGENDA
ITEM
5 Packet Pg. 11
• If the number of job vacancies within a single bargaining unit meets or exceeds 20 percent of the total number of authorized full-time positions, the public agency shall, upon request of the recognized employee organization, include all of the following information during the public hearing:
o The total number of job vacancies within the bargaining unit. o The total number of applicants for the vacant positions within the bargaining unit.
o The average number of days to complete the hiring process from when a position is posted.
o Opportunities to improve compensation and other working conditions.

REVIEW & ANALYSIS
The City has 44 allocated full-time positions and 11 part-time positions including Volunteer Firefighters and part-time season recreation employees.

Of the 44 full-time positions, 22 are represented by 3 unions and employee associations, which consists of the following:
• Gonzales Police Officers Association
• Local Union #1991 of the International Union of Painters and Allied Trades AFL/CIO • Gonzales Professional Firefighters Local #5388
Full-time staffing is allocated as follows:

Administration 3
Finance 2
Community Development 2
Police Department 16
Fire 7
Public Works 9
Recreation 3
_____________________________
Total 41
Total Vacancies are as follows:

Police Captain 1
Police Officer 1
Community Development
Technician 1
____________________________
Total 3
We currently have a Conditional Offer out to one additional Police Officer, leaving us with one opening within the Police Officer class that would be represented by the Gonzales Police Officers Association.

Recruitment
For certain jobs within the City, like Police Officers and Firefighters, we are always recruiting. Many times, we lose our experienced employees to other Cities that can pay higher wages and offer a richer Packet Pg. 12
benefit package; therefore, we have established a recruitment process that can help us identify and train future employees. Such programs include the Police Explorers Program that currently has seven Explorers in it. We have also established a Police Office Recruit position in which we identify local individuals interested in law enforcement, put them through training and the Police Academy, and employ them once they complete it successfully. This initiative has been successful for us as we are growing our own local workforce. We have had two individuals successfully go through that program and have two others who are interested in going through it this year. Similarly, we offer the Volunteer Firefighters opportunity which functions the same way. Volunteers come work with the Fire Department, go through training and if they are qualified, can apply for our vacant positions once they become available. We have hired three individuals in that manner.

In addition, we host Interns for the same purpose. They get to explore potential career opportunities within the City and if they have the qualities needed, they are able to apply to one of our openings when they become available. We currently have two Interns in City Hall and will be getting another two over the summer months.

As far as the formal recruitment process when there is a job opening within the City, or we are made aware that a vacancy is upcoming, we identify the job description and post it on different hiring websites like Indeed, LinkedIn, and Facebook among others. We also share it with colleagues from other Cities and educational institutions, as well as post it on College Career websites. Moreover, staff periodically attends recruitment fairs at local High Schools and Colleges, and they attend the Fire and Police Academy Graduations, and conduct presentations to future graduates to get the word out about opportunities within the City.

Once we receive applications, they are vetted by our internal HR personnel. The most qualified three to five applicants are then scheduled for an interview. Interviews are typically two rounds and can include a panel of various Department Heads, frontline staff, and community stakeholders. The candidate pool is then narrowed down to two, who are then interviewed by the Hiring Manager or Director.

Once an individual is selected, they are provided with a conditional offer letter which includes a background check and other requirements, depending on the position. Once the background is completed, the individual is given a start date.

Status of Current Recruitment
The position we are currently recruiting for is the Development Services Technician/Administrative Analyst. This position has been open for a while to no avail. We have “hired” two individuals who turned around in the first week and stated they were not up for the job. Staff has since reviewed and revised the job description, and the recruitment process has been re-opened. However, we have not received qualified candidate applications for the role. Staff continues to recruit through various online portals and through the local universities. We will also bring in a Summer Intern that will help with some of the duties in the Community Development Department.

In the Police Department, we have one person currently in background check with a conditional offer, and another two who are interested in pursuing the Police Recruit position so that they can go through the Academy and get hired as Police Officers once they complete.

Salaries and Compensation
Staff salaries are amongst the lowest in the Valley. Over the years, we have made efforts to increase them but due to budget constraints, there is only so much we can do. We do however, provide a generous benefit package. Additionally, we work to make other things appealing to individuals such as creating a cohesive and supportive work environment; one that supports a work/life balance and encourages selfcare.

Packet Pg. 13
We also support development opportunities when possible and offer additional training to staff if they are interested. We have education-based differential pay and have continuing education stipends to help cover the cost of continuing education if the subjects taken apply to their current positions. Staff also benefit from using the pool through summer passes and other discounts at some of our programming.

We now have centralized HR and have established an open-door policy so that staff feels welcome to bring forth concerns, suggestions, and questions at any time.

Future Efforts
Tax Measures:

Staff is proposing that the City Council consider a Parcel Tax Measure to support Fire Department operations. If approved, it would be placed on the ballot in June of 2026. Its passage is critical as we cannot continue to sustain the Department’s growing operational and staffing costs. It will also release some of the strain on our General Fund.

We will also be pursuing a Sales Tax in the near future as well; this will help ensure that our wages stay competitive and will help us retain staff and begin to increase the number of staff so that we can better support our community and its residents.

Explain Recommendation and How it Supports the Vision
Gonzales will continue to be a safe, clean, family-friendly community, diverse in its heritage, and committed to working collaboratively to preserve and retain its small-town charm.

Explain: This report summarizes our efforts regarding current staffing, recruitment, and retention, as it is our staff that helps maintain a thriving, family-friendly community. STAFF REPORT
TO: Honorable Mayor Rios and City Council
DATE: June 16, 2025
FROM: Carmen Gil, City Manager
SUBJECT: FY 2025-2026 City and Successor Agency Budget

RECOMMENDATION
It is recommended that your Council and Successor Agency Board:
• Consider and Adopt Resolution No. 2025-47, A Resolution of the City Council of the City of Gonzales Adopting an Operating Budget for the City for the Fiscal Year July 1, 2025, through June 30, 2026, providing for the Appropriations and Expenditures of All Sums Set Forth Therein; • Consider and Adopt Resolution SA-2025-02, A Resolution of the City Council of the City of Gonzales Acting as Successor Agency for the Gonzales Redevelopment Agency Approving and Adopting a Successor Agency Budget for the Period Between July 1, 2025, and June 30, 2026; • Included in the 2025-2026 Recommended Budget; Approve the Position Allocation and the Salary Schedule of the City Classification and Compensation Plan; • As Included in the 2025-2026 Recommended Budget, Affirm the City’s Reserve (Fund) Balances for all Funds;
• Authorize the City Manager and Finance Director to Realign the Budget for Fiscal Year 2024- 2025 to Reflect the Actual Revenues and Expenditures for the 2024-2025 Fiscal Year; and • If needed, direct staff to make changes as necessary and schedule adoption of the Recommended Budget for the City and Successor Agency on June 23, 2025, at 5:30pm.

BACKGROUND
The annual adoption of the City Budget before the end of the fiscal year (June 30), is a very important step and required by the State Budget Act to establish the fiscal road map for the new fiscal year, which begins July 1st. The budget not only conveys to everyone the spending priorities of the City and fiscal plan, but at its most basic level, it allows the City to continue to operate after July 1st of every year.

AGENDA
ITEM
6 Packet Pg. 16

REVIEW AND ANALYSIS
The Recommended City and Successor Agency Budget for FY 2025-2026 is balanced using $104,440 of the contingency reserve and maintains Council priority. As is mentioned in the FY 2025-2026 Budget Message, the Recommended Budget sets forth total Budget Requirement in the amount of $37.6 million, which is $17.2 million lower than the FY 2024-2025 amount. The main reason for the change is the net result of (a) the Community Center Complex Project, (b) the wastewater expansion and rehabilitation project, (c) increases in workers’ compensation and liability insurance costs, and (d) funding for the first full year of recently approved cost-of-living-adjustments for all employees.

Of the overall budget amount, the General Fund appropriations total $7,424,056, which is $69,417 or 1% lower than the FY 2024-2025 Budget amount of $7,354,639. The change is being driven primarily by the Community Center Complex Project, increase in insurance costs, the recently approved cost-of-livingadjustments for all employees, and removal of General Fund Capital Projects and Measure K supporting more recreation operating costs.

Overall, revenues are $32.8 million; of that, the General Fund is $7,555,630, which is $603,557 or 7% lower than FY 2024-2025.

While the FY 2025-2026 is balanced, it will require cost containment throughout the fiscal year. The City will need to also look for new revenue sources to support the ongoing staffing and services currently provided.

On the capital infrastructure side, the Recommended Budget reflects funds for the construction of the Wastewater Treatment Facility expansion and rehabilitation project and completion the construction of phase 1 of the Dennis and Janice Caprara Community Center Complex.

The Recommended Budget also maintains great emphasis on the City’s youth initiatives.

The General Fund does contemplate the use of Fund Balance in the amount of $104,440, as your Council reviews the budget document, please keep in mind that any increases in expenditures or funding new programs and/or initiatives should be done so cautiously because they will need to be taken from another section of the budget. This approach is recommended, because it is important to preserve our General Reserve and Fund Balance amount.

NOTE: Please refer to the FY 2025-2026 City and Successor Agency Recommended Budget document for a more detailed look at the City’s Budget.

In addition, while included in the Recommended Budget, the recommended actions call out (a) approving the Position Allocations and the Salary Schedule of the City Classification and Compensation Plan and (b) affirming the City’s Reserve (Fund) Balances for all funds.

General Fund include;

1. Maintaining the “Status Quo” with an emphasis on cost containment and declining revenue.

Other Funds include;

1. Changes in both the Water and Sewer Enterprise Funds are driven by actual and expected activity.

June 10, 2025
Honorable Mayor Rios and Council Members
Chairperson Rios and Successor Agency Board Members
Chairperson Rios and Gonzales Municipal Electric Authority P.O. Box 647
Gonzales, California 93926
Dear Council and Board Members:

I present to your Council and Board the Recommended Budget for FY 2025-2026. It goes without saying that our City of Gonzales continues to embody our motto of Love, Care and Connect. In FY 2024-2025, we hit major milestones in our infrastructure that will prepare our city for the future.

The new Dennis and Janice Caprara Community Center Complex that will be completed later this year brings hope to the community and serves as a testament that if we set a goal, no matter how high, we can achieve it – through collaboration. Our youth, families and community will be benefiting from it for years to come. As we prepare for its Grand Opening in January of 2026, we are establishing cost effective ways to run the center and are working to foster partnerships that can help us offer the programming called for by the community. We will also continue to seek funding opportunities to fund its Phase II.

In FY 2024-2025, after securing the State Revolving Fund (SRF) loan in the amount of $34,884,000 we celebrated the groundbreaking of the construction of the new Industrial Wastewater Treatment Plant. A major project for us; enhancing its capacity will allow the City to have the ability to connect new homes and businesses and support the expansion of staple Ag Industrial partners that have been patiently waiting for it so that they can grow their businesses. As of today, the work on the pipeline is about to be completed and the work on Phase II, which is the plant’s renovation and expansion, will be starting later this fall.

In FY 2025-2026, we will also see the development of the newly approved Electronic Billboard that is set to start construction in August of 2025. This will bring in additional unrestricted revenue for the City and will serve as a major landmark for us off the 101 Highway. On the housing front, as one of the Council’s priorities, staff continues to work hard to get everything in order for housing to be built. Staff have worked with the Vista Lucia team to bring the project to the Planning Commission for approval and are working to wrap up environmental work to get the project in front of the City Council for consideration and then, if approved, to LAFCo for annexation. Accessory Dwelling Units (ADUs) are being built throughout town, which help to relieve some of the overcrowding we see in the community. And staff are working diligently with partners from CHISPA, the Monterey County Housing Authority and D’Arrigo to see how we can encourage the development of local housing. Staff are also beginning to process the Puente Del Monte Specific Plan. 147 Fourth Street · PO Box 647, Gonzales, CA 93926· Phone: (831) 675-5000· Fax: (831) 675-2644 Packet Pg. 25
Attachment: FY 2025-2026 Budget (3308 : FY 2025-2026 City and Successor Agency Budget) Moreover, although staff have been working extremely hard to reduce costs and secure revenues, operating costs continue to increase, and local and national uncertainty makes costs harder to predict. Therefore, some fiscal uncertainty is factored into this budget. Staff have established more effective protocols and procedures to recover costs and are diligent about generating grant funding. In FY 2024-2025 the City received $1,172,358 in grants not including the draw down from the California Natural Resources Agency funding in the amount of $2,071,788.20 with another payment of $1,243,462.12 due before the end of June for the Teen Innovation Center. Through partnerships, the City has been able to offer more programming and activities and even got a new mural funded and a community garden that has really started to thrive. Staff also received notice that the Office of Traffic Safety has approved their request for funding for FY 2025-2026 in the amount of $30,000 for the purchase of a new radar trailer that will aid in addressing our speeding vehicle concerns.

The number of City staff continues to be very lean and although many projects are being completed or are well on their way to execution, we must stay mindful of staff’s capacity and workload, to prevent burnout; making it imperative that we encourage self-care and continue to create an environment that supports a work-life balance especially during hard financial times, when we cannot give significant, much-deserved, pay increases or reward their successes.

Overall, revenues are $32.8 million; of that, the General Fund appropriations for FY 2025-2026 total $7,424,056. A slight decrease of 1% from FY 2024-2025. Despite escalating costs to worker’s compensation and liability insurance, as well as the employee and management salaries and benefits, and increases to the County Communications 911 System, adjustments have been made to programming and services to balance the budget.

Undoubtedly, the FY 2025-2026 budget continues to reflect the Council’s priorities. For example, it funds all authorized positions, maintains core operations, and it supports the continuation of our major projects: the Dennis and Janice Caprara Community Center Complex, the expansion of the Industrial Wastewater System and our efforts to expand the local housing stock. It also covers our critical infrastructure needs like the purchase of a new fire truck and puts the “Truck Ban” in place and kicks off other road and street repair projects. As your Council reviews the budget document, please keep in mind that our general fund balance is fragile and any unexpected purchase/initiative should be considered cautiously.

Finally, I would like to take this opportunity to express my appreciation to all my staff and Mike Howard whose service, cooperation, and commitment to excellence made this document possible.

Michael Rodriquez, City Attorney, who has been a great partner and provided invaluable advice to all departments during the year; Mrs. Mary Villegas for her tireless hard work and to the entire staff of the City of Gonzales for their continued dedication and commitment to our community.

Respectfully submitted,
Carmen Gil, MPA
City Manager
