Subject: Proposal for Engineering Support Services During Construction for Industrial Wastewater Treatment Facility Project
Dear Patrick Dobbins:

We are pleased to provide this proposal for engineering support services during construction (ESDC) for the Industrial Wastewater Treatment Facility (IWTF) project. Included in this proposal are the following sections:

1. General Information, providing general information and primary point of contact

2. Project Understanding and Approach, describing project background and objectives

3. Scope of Work, defining specific work elements

4. Fee Proposal, quantifying our anticipated level of effort Our proposal demonstrates our thorough understanding of your project goals and offers a comprehensive approach and dedicated project team for its successful completion. 1 General Information
The Dudek team presented within this proposal has the resources to perform the work required for each of the Project Tasks, as included in the Project Scope of Work. Tasks to be completed by subcontractors are also defined in the Scope of Work. Subcontractors are the same as utilized during the design phases of the project. The primary point of contact for proposal and project correspondence is Kate Palmer, P.E., Principal Engineer, available at 760.479.4160 and [email protected].
2 Project Understanding and Approach
The final design bid documents were completed by the Dudek team and advertised for bidding for the City of Gonzales (City) Industrial Wastewater Treatment Facility. Bidding of the project was completed on February 26, 2025.

Following review of the bids and confirmation of the lowest responsive and qualified contractor, construction is expected to start in June 2025 (assumes NTP March 2025).

As Engineer of Record (EOR), Dudek understands the full scope of project construction activities for the project.

Supply chain issues may continue to impact the ability of the contractor to successfully complete construction within the anticipated contract duration. To assist in successful completion of the contract within the contract duration, Dudek will work with the City to prioritize submittal review of materials with the longest lead times, thereby allowing those to be ordered as soon as possible. These specific topics and any other critical path items may be discussed at the kick-off meeting to collaborate on potential solutions and mitigate potential delays. 3 Scope of Services
Dudek will follow the detailed scope of work tasks outlined below. In preparation, Dudek assumes that the City will employ the services of a construction management (CM) team that will provide field staff to the construction site daily, and thus we have not included scope/hours for a daily onsite presence. Use of a CM will assure constant communication between the contractor, the City and EOR, as well as assure smoother completion of construction activities. Dudek assumes that environmental monitoring services (i.e., cultural monitoring) will be provided under separate contract.

In accordance with the City’s request, Dudek proposes to provide the following services:

Task 1 Deliverables:
• (30) Progress Reports
TASK 2 ENGINEERING SERVICES DURING CONSTRUCTION
Task 2.1 Pre-Construction Meeting

members of the design team. Structural engineer (Kelsey Structural) will attend up to two (2) on-site construction meetings. Electrical engineer (DTN) will attend up to five (5) on-site construction meetings and four (4) separate site visits. Architect (MBN) will attend one (1) site visit.

Kelsey Structural, will perform a maximum of six (6) structural observations during construction per California Building Code requirements to verify general conformance with the contract documents. A written structural observation report will be provided with comments and action items to be addressed by the Contractor.

Suggested observations would occur at the following construction milestones:
• Prior to cast-in-place concrete pours to observe dimensioning, rebar placement, waterstops, embedments, etc.
• Prior to CMU wall grouting to observe dimensioning, rebar placement, embedments, etc. • During structural steel erection to observe dimensioning, member sizing, bolting, welding, etc.

Task 2.8 Deliverables:

Kelsey Structural will review and respond to a maximum of one (1) change order related to structural work. DTN will review and respond to up to fifteen (15) change orders related to electrical work. MBN will review and assist with up to one (1) change order related to architecture / HVAC / plumbing work.

Task 2.7 Design Deviation Review
Dudek will assist the City with evaluation of Contractor-proposed design deviations and substitutions to support the activities of the Construction Manager. Dudek will evaluate the proposed design changes relative to consistency with the original design intention and capability. As the extent and nature of any Contractor-proposed design deviations are currently undefined, an allowance is assumed for this contract item. Services will be provided at City direction within the available allowance.
