RE: Harris & Associates Agreement for PM/CM Services FY25-26 (Gonzales Community Center Complex) Dear Patrick:
I am submitting this narrative to outline the compensation breakdown by fiscal year for Harris & Associates’ agreement with the City of Gonzales, covering Project Management and Construction Management (PMCM) services for the Gonzales Community Center project. This breakdown supports our FY25-26 PMCM fee request in the amount of $218,873.
During Fiscal Year 2023 (FY23-24) the City of Gonzales selected Harris & Associates through a competitive RFP process to provide Project Management and Construction Management (PMCM) services for the Gonzales Community Center Complex. Harris’ Proposed Fee for the project was $1,552,890. Following negotiations, the City and Harris agreed upon a time-and-materials (T&M), not-to-exceed fee of $1,433,510.
The City issued Harris a Master Services Agreement with compensation structured across three fiscal years— FY23-24, FY24-25, and FY25-26—corresponding to three separate task orders Task Order 1 (FY23–24) was authorized at $452,876, followed by Task Order 2 (FY24–25) with an additional $517,633, bringing the cumulative authorization through FY24–25 to $970,509. Estimated Harris billings through the end of FY24-25 are projected to be $737,393, leaving a balance of $233,116 that will rollover to FY25-26.
By utilizing the savings to date, Harris was able to onboard the following subconsultants, required for the project, without any additional fee increase:
• Group 4 Architecture (Amendment 1)
• Albion Environmental (Amendment 2)
• Cypress Engineering (Amendment 3)
Estimated costs and expenses associated with these amendments are detailed in the table below.
Amendment Fee Estimate Billings Through April 2025 Balance 1 $33,000.00 $355.35 $32,644.65
2 $45,815.33 $7,354.74 $38,460.59
3 $24,600.00 $4,612.50 $19,987.50
Subtotal: $103,415.33 $12,322.59 $91,092.74
2 For FY25–26 (Task Order 3), Harris’ estimated fee is $451,989, which includes $91,092 in remaining subconsultant fees associated with Amendments 1 through 3. After applying the $233,116 authorization rollover from FY24–25, the net authorization request for Task Order 3 is $218,873, covering services through January 2026.
This authorization brings the total estimated agreement fee to $1,189,382—reflecting a 17% savings compared to the original agreement estimate. A breakdown of the task orders is provided in the table below, along with the original project staffing plan for reference.
Sincerely,
Luis Flores
