STAFF REPORT
TO: Honorable Mayor Rios and City Council
DATE: August 4, 2025
FROM: Patrick Dobbins, Public Works Director/City Engineer THROUGH: Carmen Gil, City Manager
SUBJECT: Resolution No. 2025-63 Awarding the 2025 Slurry Seal Contract to Pavement Coatings Company

RECOMMENDATION
Staff recommend that the City Council consider and adopt Resolution No. 2025-63, A Resolution of the City Council of the City of Gonzales awarding the 2025 slurry seal project to pavement coatings company, rejecting other submitted bids, and authorizing and directing City staff to execute a contract with Pavement Coatings Company in the amount of $240,000 which includes a $13,500 contingency for unforeseen field conditions.

BACKGROUND
A slurry seal is a preventive roadway maintenance treatment that involves the application of a mixture of water, asphalt emulsion, aggregate (very small crushed rock), and additives to an existing pavement surface. Applying a slurry seal protects streets from water penetration, provides a new surface with improved skid-resistance, and extends the life of the pavement.

The streets to receive the slurry seal are in the Canyon Creek subdivision, the Industrial Businesses Park and the block of Fourth Street in front of City Hall.

City staff prepared the construction documents (plans, technical specifications, and cost estimate) for this contract. The scope of work consists of surface preparation, crack seal, traffic control, application of the slurry seal, and replacement of traffic striping and markings.
