RESOLUTION NO. 2025-68
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GONZALES AUTHORIZING EXECUTION OF A $6.0M AMENDMENT AGREEMENT TO THE $28.8M STATE REVOLVING
FUND LOAN FOR THE INDUSTRIAL WASTEWATER SYSTEM
WHEREAS, the City of Gonzales is financing the construction of the Industrial Wastewater (IW) System including the treatment facility and pipeline with a low interest loan from the State Water Resources Control Board; and
WHEREAS, the City issued the IW Treatment Facility (IWTF) for public bid on January 15, 2025 and on February 26, 2025 City staff opened six bids for the IWTF contract. Based on the lowest bid, completing the IW System required a $6,000,000 SRF Amendment to fully fund the program; and WHEREAS, on March 18, 2025, staff submitted a $6M loan amendment request to the State Water Resources Control Board to supplement the City’s $29M State Revolving Fund (SRF) loan to cover the increased costs of the project; and
WHEREAS, on May 30, 2025 SWRCB staff emailed City staff that the financial review was completed and the $6M loan amendment was approved. On August 13, 2025 City staff received the SFR Amendment agreement from SWRCB; and
WHEREAS; staff recommends that the City Council authorize the City Manager to execute the $6M SRF Amendment Agreement.
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Gonzales that the City Manager is authorized and directed to execute the $6M SRF Amendment Agreement on behalf of the City of Gonzales.
