RESOLUTION NO. 2025-72
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GONZALES AUTHORIZING
AWARD OF A CONTRACT WITH SPECIALIZED UTILITY SERVICE PROGRAM FOR CHIEF PLANT OPERATOR SERVICES OF THE CITY’S WASTEWATER TRATMENT PLANT WHEREAS, the City’s Wastewater Treatment Plant is rated a Class II plant and as such, requires a Grade 2 Wastewater Operator to oversee its operations; and WHEREAS, with the City Public Works Supervisor leaving City employment, on August 28, 2025, staff issued a Request for Proposals for Chief Plant Operator (CPO) Services to engage a contractor to perform those duties; and
WHEREAS, on September 24, 2025, the City received four proposals, and three firms were interviewed on October 7, 2025; and
WHEREAS, based on their proposal, interview and past work for the City, Specialized Utility Services Program was deemed to be the top ranked contractor; and WHEREAS, the Sewer Enterprise Fund has sufficient funds for CPO services and the City’s Wastewater Plant contract for the two-year initial term of the contract; and NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Gonzales that the City hereby;
1. Accepts Specialized Utility Services Program’s proposal to perform CPO duties at the City’s Wastewater Treatment Plant for the monthly lump sum fee of $4,080.
2. Awards a contract to Specialized Utility Services Program for an annual amount not to exceed $48,960 per year two years with a contingency budget of $20,000 for a total authorization of $117,920.
3. Authorizes and directs the City Manager to execute an agreement with Specialized Utility Services Program in substantially the form attached hereto, which by reference, is incorporated herein.
