RESOLUTION NO. 2025-81
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GONZALES
APPROVING AND AUTHORIZING EXECUTION OF A LEASE AGREEMENT WITH THE
COUNTY OF MONTEREY FOR THE NEW GONZALES BRANCH LIBRARY
WHEREAS, Phase 1 of the Dennis and Janice Caprara Community Center Complex Project includes relocating the County Gonzales Branch Library from leased space in the Gonzales Shopping Center to the Community Center Complex site; and
WHEREAS, the new County Library will occupy approximately 5,000 square feet of space at the Community Center Complex; and
WHEREAS, City and County staff and legal counsel prepared and negotiated the attached lease agreement which includes:
• A 20-year initial term with the option of two additional, 10-year extensions • The County is providing all furniture, fixtures, books, and equipment for the new library • The County will pay all utilities (water, sewer, electricity, solid waste and internet); and WHEREAS, the Lease Agreement will be presented for County approval at the December 9, 2025 Board of Supervisors meeting and County staff plan to begin moving into the new library space on December 15, 2025; and
WHEREAS, approval of this lease agreement is exempt from the California Environmental Quality Act (CEQA) under Section 15332, Class 32 “In-fill Development” as the City Council adopted a Categorical Exemption to CEQA for the Community Center Complex project in May 2022; and WHEREAS, City staff recommends the City Council authorize execution of a lease agreement with the County of Monterey for the new Gonzales Branch Library.
NOW THEREFORE, BE IT HEREBY RESOLVED by the City Council of the City of Gonzales that the “County of Monterey Lease Agreement,” a copy of which is attached hereto as Exhibit A and by this reference incorporated herein, is hereby approved in substantial form and content and the City Manager is authorized to execute the Lease Agreement with the County of Monterey for the new Gonzales Branch Library.
