RESOLUTION NO. 2025-87
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GONZALES TO
ALLOW THE CITY MANAGER TO EXECUTE CONTRACTS WITH WASTE
HAULERS TO REMOVE AND TRANSPORT EFFLUENT FROM THE GONZALES
WASTEWATER TREATMENT FACILITY, RATIFYING PRIOR HAULING
EXPENDITURES, AND ESTABLISHING A NOT-TO-EXCEED AMOUNT OF $300,000
FOR SUCH SERVICES
WHEREAS, the City is in the process of constructing a new Industrial Wastewater Treatment Facility to handle wastewater generated at the City’s Industrial Agricultural Park; and WHEREAS, the City has encountered significant challenges to its efforts to manage the amount and content of effluent that is being deposited into the existing Waste Water Treatment Facility (WWTF) ponds from the Industrial Agriculture Park, with ongoing problems associated with percolation, a high water table, low effluent quality, levee instability, rain, and significant effluent allocation overages, all of which are serving to prevent the WWTF from operating effectively and efficiently; and
WHEREAS, in order to accommodate the afore-referenced conditions, the City has found it necessary to haul wastewater out of the WWTF to another waste treatment facility in Soledad for offsite treatment; and
WHEREAS, without hauling and offsite treatment, the WWTF’s ponds could easily overflow, causing major issues for those who depend on City treatment, as well as potential significant fines imposed by the Regional Water Quality Control Board and the risk of potential liability to adjacent property owners; and
WHEREAS, at the November 17, 2025 City Council meeting, Staff informed the Council that the unexpected confluence of conditions referenced above necessitated the commencement of hauling services and other remedial efforts to address the WWTF; and WHEREAS, services provided by three different haulers, Green Line, A&G Pumping and Mission Portable & Services, have resulted in costs to date of $150,000. Staff anticipates that that there may be need to continue to utilize such services at an additional cost of $150,000 if it encounters a situation where water needs to be removed from the ponds in order to make room for the effluent while maintaining the facility stable, for a total estimated cost of $300,000; and
WHEREAS, Staff is now requesting that the Council adopt a resolution authorizing the City Manager to enter into contracts with various waste haulers, using the City’s standard contract form, setting a not-to-exceed amount of $300,000 for hauling services, and ratifying the previous expenditure of $150,000 for hauling services.
NOW, THEREFORE, be it hereby resolved by the City Council of the City of Gonzales that the Council authorizes the City Manager to enter into contracts with qualified waste haulers, using the City’s standard contract form, to provide hauling services for effluent from the City’s WWTF to the Soledad WWTF. The Council further authorizes expenditures for such services in a total not-to-exceed amount of $300,000, including preceding expenditures for services in the amount of $150,000, which by this action are hereby ratified.
