SUBJECT: Consider Adding a Finance Manager Position to the Position Allocations for FY 2025-2026
RECOMMENDATION
It is recommended that the City Council allow the City Manager to add a Finance Manager Position to the Authorized Position Allocations for FY 2025-2026.
BACKGROUND
With Greens Accounting giving the City notice of their release of contract and withdrawing Finance Director services, it is imperative that the City Manager be allowed to start looking at other options to fill the gaps left behind. Approving the addition of a Finance Manager will allow the City Manager to assess and confer with the current Finance Director about the City’s needs, available budget and the type of position that best meets the growing needs of the City. Adding this now gives the City Manager the flexibility needed to be able to move forward as soon as possible with the process of recruitment with the intent of having someone potentially overlap with the current Finance Director before he departs at the end of March.
REVIEW AND ANALYSIS
A job description, compensation study, and budget analysis are currently being conducted to assess what type of position makes the most sense to bring on as the City fills the gaps left behind with the departure of Greens Accounting. The City will have to figure out how to continue with Accounts Payable, Payroll and Finance through other means. Because these things can be complex and require differing specialties, the City Manager needs to be given some flexibility as to how to best address these needs going forward. Having the ability to recruit and hire a Finance Manager, if that is the best option, allows the City to move forward with the transition.

ALTERNATIVES
The City Council can determine that this is not the best course of action and ask staff to go back and reevaluate. This is not ideal as it would take up more time and reduce any potential overlap we may have with the current Finance Director and Greens Accounting.
BUDGET IMPACT
The impact to the budget is still being determined given that the compensation study is still in process and the City Manager and Finance Director are still determining which position best fits the City’s needs and what it can afford.
CONCLUSION
It is recommended that the City Council allow the City Manager to add a Finance Manager Position to the Authorized Position Allocations for FY 2025-2026.
