great event. After attending the grand opening, she went right after to the Fairview Gym to the Rotary Basketball Tournament which was also a great event.
Council Member Funk thanked Finance Director Howard for his time and expertise over the last several years, and wished him good luck on his next adventure.
Mayor Pro Tem Silva thanked Finance Director Howard for taking her calls and wished him the best in his new chapter. She also reported on the issues discussed at the February 25th Legislative Day. She added she was part of the Electronic Billboard opening ceremony and it was great to see all partners there, as well as the Library’s grand opening and she was happy to see everyone enjoying the activities. She asked all those responsible to stop all the graffiti going on in town and asked people to say something if they see something. She announced the Community Garden Day on March 28th.
Council Member Worthy shared she was proud about the Electronic Billboard, and she’s had people tell her they were excited about it. She asked the residents to help clean our community since she’s starting to notice piled up cars on people’s lawns. She agreed with Mr. Barba that we need to do something about the parking situation since it's throughout the community and said we all need to work together to come up with a solution. She mentioned she was proud of all the good things happening in Gonzales and the Youth Council for keeping us informed. She wished Finance Director Howard the best and said she learned a lot from him and appreciated his guidance.
Mayor Rios echoed the Council's comments regarding Finance Director Howard and appreciated his talent and negotiations, and said Soledad was lucky but they deserve someone like him. He asked if the City Manager has called Mr. Amaral so we don't lose that opportunity as he owns the property adjacent to the Wastewater Treatment Plant.
City Manager Gil responded that Public Works Director Hurtado and she have been talking about what to do with the property as there are steps we have to go through, what we need, and what we're going to ask for, but she will be reaching out to him.
Mayor Rios mentioned he had a conversation with Mr. Barba earlier in the day about his comments on the parking issue and said he understood his rational and his frustration but State law said we had to approve ADUs and they don't require parking, and we have to go by that law.

Attachment: Warrants #53491-53557 (3483 : Approve Accounts Payable Warrants #53491-53557) Finally on April 27th we celebrated a day that so many of us have been waiting for – the Electronic Billboard
Gonzales continues to lead. In February, Gonzales held a Ribbon Cutting for the first electronic Billboard in the area. The sign was beautifully designed by Legacy Sings, with Gonzales in mind. Developer Scott Smith worked with City staff and a committee to select the most fitting structure and after a long process, the sign is up and running and now sits just south of the winery off HWY 101. It’s a sight to see if you haven’t seen it yet.
Thank you to Legacy Signs for picking Gonzales as an investment site and thank you to the team at PG&E for helping us get it quickly powered up. If you are interested in advertising on the sign visit Goldenbearoutdoor.com for pricing.
Housing
The Vista Lucia housing application was submited to the Local Agency Formation Commission (LAFCo) for consideration on Feburary 24th. The Commission now has the task to review the application to deteremine if the City’s request for annexation is justified.
If approved, the City will incorporate over 700 acres where the Vista Lucia housing will go. The project will build out over a period of 30 years and it will include parks, green open spaces, a donated school site, a fire substantion and housing at various price points, to include affordable housing appartments and self-help (sweat equity) units.
Thank you to the community that used their voice and subbmitted letters to share their stories around housing in support of the project. Your voices and experiences matter! For more information on the project and its status, contact our Community Development Director Taven Kinison Brown at [email protected] or visit the City of Gonzales website at gonzalesca.gov.
Gonzales Fire Department Parcel Tax
On Feburary 17th, the City Council voted in favor of putting a Parcel Tax Measure on the June 2, 2026 Ballot. The proposed tax (Measure B) will support the Fire Department’s staffing and operations.

6 With costs continuing to rise, the City needs to look at other ways to fund this essential service. Without new revenue coming in, the City will find it hard to maintain this service locally, resulting in delayed response times and putting us all at risk. Funding generated through Measure B would strictly go to the Fire Department and there would be local oversight to ensure that stays the case. The propsed tax is $349.00 per single-family unit and $262 per multi-family unit annually. For more information on the tax, visit the City’s website at gonzalesca.gov or join the Gonzales Fire Department at their Open House on April 11th from 11:00AM – 3:00PM for more information.

Kid Power
• Kid Power had 28 students attend in February. With lots of rain, we had more time for indoor activities and art projects! The team helped two kids get ready for their 2nd Grade Reading Test, both of whom successfully moved on to the next level. The team is also working with the TK and Kindergartners on cutting, letter, and number recognition. Testing will be coming soon, and we would like to help our kids succeed so we go a little further than just homework at times. • The kids got to make cute Valentines Day crafts to take home to their families. We had several Fun Fridays for the month of February, for one we did a magnetic block competition. For the second, the kids created slime which they enjoyed! During both activities, we paired the older kids with the younger kids.

• On our very last day of February, we got a butterfly kit where the kids are growing butterflies to release in the garden once they are ready. To prepare for our adventure of growing butterflies, the children watched a video on the life cycle of a butterfly and answered questions. We are looking forward to watching the butterflies grow during the month of March.
City Sports League
• Our South County Girls Softball league registration started slowing but picked up in the end.
Registration ended on February 28th. I am pleased to announce that we had a very great turnout of registrations. We had a 60% increase from last season. Last season we had a total of 49 participants.
This season we have a total of 78. We doubled in teams for the 7U and 10U girls’ division. Each has two teams. We have 15 volunteer coaches and 3 Team parents. Open ceremony will be on March 28th.
We will be fundraising this year to help with the jersey cost and assist teams in the purchase of team sweaters.
• Our Youth Basketball League is running smoothly. The increased collaboration with Soledad Rec with our other divisions is going well. The parents, guardians and players love the new competition and different gyms they get to compete in. We had our team pictures on Wednesday March 11th.
Team pictures went very well. Our league will conclude in March. PreK-TK’s last game will be March 6th. The boy’s division grades Kinder through eighth will conclude during the week of March 9 th. Our girl’s division last game will be Saturday, March 14th .
• Our Mini T-ball registration is still open. We have 16 registered participants. League does not start until April. Our numbers will pick up by March.
Recreation/ Community Engagement
• The beginning of February presented some challenges for the Community Center due to ongoing construction of the Teen Lounge and the Library. During this time, we did receive feedback from teens saying they were unsure whether the center was open. However, following additional advertising and outreach efforts from both the City and the Boys & Girls Club, attendance began to increase and more teens started utilizing and enjoying the space.
Packet Pg. 25
• Throughout the month of February, the City welcomed 60 teens who attended the center at least once, while the Boys & Girls Club reached nearly 100 teens during the same period. The City has been providing a variety of activities including homework assistance, STEAM building kits 3D Pens, and Magnetic Blocks. The Boys & Girls Club has also contributed programming such as crafts, building kits, painting sessions, and guitar lessons. We hope with the construction in the Teen Lounge being complete, and the Gonzales Library hosting their Grand Opening, this will assist with greater youth participation.
• Live Well Project hosted Zumba at the Community Center on Tuesday, February 3rd. Over 30 participants attended the session, enjoying a fun workout while dancing and getting their heart rates up. The event concluded with a raffle where attendees had the chance to win various goodies.
Participants were also informed about the Live Well Project’s upcoming community event, a group walk in Gonzales being held on Friday, March 20th from 10:00am - 11:00am. • We continue to host our regular senior programming in partnership with the Alliance on Aging. In addition, Alliance on Aging requested use of the Police Department’s conference room to host a 6- week Group Peer Counseling series for seniors. The program focuses on various aspects of emotional wellness and provides a supportive environment where seniors can discuss personal challenges and life experiences. The group setting encourages participants to share perspectives and learn from others who may have navigated similar situations, helping foster connections, understanding, and mutual support among attendees. The first session began on February 25th and was very well received by participants. Attendees expressed appreciation to both the City and Alliance on Aging for offering a variety of senior classes for free.
• We continue to work with TMD Creative as they help us create our new City Website. The majority of February focused on finalizing the pages and information that would be carried over to the new website and strategizing a new sitemap which would help add some structure to the website, and make finding information much easier. We will be meeting with them again in a couple of weeks, in which the web designer will be able to provide a draft sitemap of how the new website will be navigated.
• In February, we met with the two Car Clubs that assisted us with our Annual Car Show. We discussed logistics that worked from last year’s event and things we would like to do differently. We also discussed potential dates for the Car Show and landed on Saturday, July 18th.
Packet Pg. 26
Gonzales Youth Council
• During the month of February, the GYC held two regular council meetings. At the second meeting, the group welcomed a special visit from Supervisor Lopez. During the discussion, students asked Supervisor Lopez questions about his role as a County Supervisor, his academic experience when he was their age, the work he is currently doing in South County, and how he balances his personal life with his civic responsibilities, The conversation provided valuable insight into public service and leadership for the GYC. The students also shared updates on several of their ongoing initiatives, including preparations for their Community Garden/ Food Pantry Reveal on Saturday, March 28th, as well as planning efforts for their South County Youth Summit in May. • The GYC also participated in two South County Youth Summit Planning Meetings, one was held at the City of Greenfield’s Council Chambers and the second was hosted via zoom. During these meetings, several key decisions and planning milestones were achieved. The group confirmed the South County Youth Summit date as Saturday, May 2nd, and selected these years’ theme: “Beyond the Diploma”. The theme will focus on topics that support youth in navigating early adulthood particularly as many students transition from high school to college or the workforce. Students also began working on several logistical components of the event including designing the event flyer, developing a preliminary budget overview and conducting a poll to determine preferred food for attendees. Additionally, we would like to extend our appreciation to our partners at CHISPA for their $500 contribution to the summit, which has helped increase the overall funding and support for the event.

PUBLIC WORKS / CITY ENGINEER DEPARTMENT
ACTIVITY REPORT
TO: Honorable Mayor Rios and City Council
DATE: March 16, 2026
FROM: Octavio Hurtado, Public Works Director/City Engineer THROUGH: Carmen Gil, City Manager
SUBJECT: Public Works/City Engineer Activity Report
WASTEWATER
Public Works is working on a daily basis to maintain control of the WWTP and is making good progress.
We currently have 9.5 inches of free board in our primary and secondary ponds. Pond A and B have 2 to 3 feet of freeboard and Pond C is in the process of being drained. Staff continue to check the influent and effluent, run daily inspections and testing of Dissolved Oxygen levels, pH, and conductivity daily.
Staff continue to work on general plant maintenance and cleanup including weed control. A new aerator motor was purchased and has been delivered to the plant. It will be installed by public works staff. With the installation of this new unit there will be 7 functioning aerators and 5 nonfunctioning aerators. Given that aeration is one of the key methods of treatment, staff will continue to work on procuring and installing more aerators to increase the effectiveness of the existing wastewater treatment plant.
The City has replaced the outflow pipe for the clarifying system which is cleaning the water being pumped out of the secondary ponds into Pond D from 4 inch to 8 inches allowing the system to treat an additional 400,000 gallons per day bringing the treatment capacity to 1,000,000 gallons per day. With this change we are able to maintain freeboard in the ponds without using ponds A, B and C.
Gateway has allowed the City to pump water from Pond C into one of the Industrial Treatment Plants ponds to be able to dry out, remove sediment/sludge, disk and rip the basin floor to increase the percolation rate. Once pumping of pond C is complete, the City does not intend to use the Industrial ponds in the future.

Industrial Wastewater Treatment Facility – The Contractor (Gateway Pacific) began construction on 7/21/2025. The contractor, construction manager, design consultant, and City staff hold weekly progress meetings to discuss open items, status of submittal reviews, schedule, and other business. The Contractor is currently working on installing necessary piping and pouring concrete at the headworks.
Staff have looked into the existing domestic well to see if it can be used at the Industrial headworks to eliminate the designed tanked water system that will eliminate the need to truck water in. Thus far, the County does not have any records of the installation of the well. We are reaching out to the local well drillers to find the company that installed it in the early nineties to get a copy of their drill logs and specifications.
One of three pumps at the lift station located at the WWTP headworks went out. A new pump was purchased and has been delivered. Staff have ordered a new cord and will install the pump when the cord is delivered.
Packet Pg. 32
Staff check the influent and effluent, run daily inspections and testing of Dissolved Oxygen levels, pH,and conductivity at the wastewater treatment plant on a daily basis.
Staff continue to monitor influent water levels on a daily and weekend basis.
Staff is taking advantage of the good weather to get more weed abatement completed.
Staff is disking available ponds to better the percolating process at the WWTP.
Staff continue to work on weak levy’s to make them more stable for our staff.
WATER
Staff tests for chlorine residual daily, and maintenance on the water system. Staff repairs chlorine leaks and performs maintenance on the wells.
Maggiora Brothers is still in the process of refurbishing Well 4.
For the month of January, all water samples taken at the sampling stations for the water system tested negative for coliform.
There were 60 door tags this month, prior to shut offs. We had 10 disconnects because of non-payment.
Staff continue to monitor and up-keep the lift stations around the city.
PARKS
Staff have been addressing graffiti on various sites throughout town. There is good coordination between the Police Department and the Public Works Department.
Packet Pg. 33
Staff continue to mow turf areas in the City parks regularly. Staff cleans restrooms, cleans trash, and make repairs in parks as necessary. Staff also repaired and maintained irrigation in Central, Vosti and Centennial Park.
Staff continue to assist community park reservation needs on weekends.
Staff continue to weed and clean Bio Swales and the redwoods regularly, including trimming of hedges that need to be addressed.
GOVERNMENT BUILDINGS
Staff continue to clean the Vosti Center restrooms daily, clean the Council Chambers weekly and order all supplies for City buildings and disburses them appropriately.
Staff assisted in turning over the library facility to the County Staff working with Contractor on final punch list on the Community Center.
Staff are also addressing trash outside the Community Center.
STREETS
Fifth Street Truck Ban – Bid opening for the traffic signs for the truck ban was 7/23/2025 and a single bid of $121,436 was received. Staff awarded this contract at the 9/15/2025 Council meeting. Funding is $16,788 in RSTP Fair Share Reserve Funds and $113,512 in a Mid-Cycle RSTP Grant from the Transportation Agency for Monterey County. The Contractor submitted an Encroachment Permit to Caltrans for the work in the State right of way on January 7, 2026. On February 4, 2026, the City received a response to the permit application denying approval as proposed requiring a resubmittal addressing their concerns. The concerns require moving the location of some signs, modifications/replacement of existing destination sign instead of adding a new sign near an existing sign. Staff were notified by GHD, the design engineering firm, that they were not going to make the changes to the plans being out of contract.
Staff requested the CAD drawings and had TL Engineering make the necessary changes addressing the comments. The plans were resubmitted to Caltrans on March 9, 2026, and should receive a response in one week. Once the encroachment permit is in hand, the contractor can proceed.
Packet Pg. 34
Regional Surface Transportation Program (RSTP) and TDA 2% funds are distributed on a three-year cycle with the next cycle coming up this year. The funds are administered by TAMC and are distributed in various ways. 10% goes to TAMC for special projects, 3.6 million gets distributed to the local agencies under a fair share program based on population. Gonzales is expected to receive $54,237. The remaining
13.4 million is distributed through a competitive grant application. The grant application is further divided into large projects and quick build projects. The quick build projects are meant to accomplish needs and add amenities that improve safety and promote bike and pedestrian use to an existing street project that the City is programming.
Staff will be actively looking for projects that will score well in the competitive application. Staff have reached out and are in communication with the County of Monterey to put an application in to widen Alta Street from the City limits to the US 101 interchange. This project will all bike lanes, install curb to prevent parking and improve the entrance to the City of Gonzales. Staff is also looking at submitting a project to make improvements to Fifth Street that will compliment the Safe Routs to School participatory grant improvements and tie the Fifth Street corridor with the Downtown Street improvements (Fourth Steet Pavement Rehab).
Fourth Street Pavement Rehab – Harris Assoc is preparing the construction documents to reconstruct the 100 Block of Fourth Street and the 400 and 300 blocks of Alta Minor. Harris Assoc submitted 65% plans, technical specifications and cost estimate on 8/08/2025. Staff met with Harris and Associates on February 6, 2026, to get updated on the project. An item of concern was the condition of the sewer manholes. The plan moving forward is to assess the manholes in question and review the funding sources and assess the project against funding opportunities if combined with complete streets objectives. The goal is to have the project advertised and constructed in 2026. Staff will assess the project to see if the project can be coordinated or be part of the competitive RSTP grant application process.
TAMC Safe Routes to School Program - Staff engaged TL Engineering to prepare several alternatives for pedestrian safety improvements along Fifth Street from the Southbound Highway 101 on/off ramps. On 5/09/2025 TL Engineering submitted draft alternatives for city staff review. Funding is a $250,000 RSTP grant from the TAMC. Staff is reviewing the draft alternatives provided and will be in contact with TAMC to make sure the project is in line with the participatory program recommendations. The most cost-effective way to implement these improvements will be to add them to a street project such as the Fourth Street Paving Project.
TAMC Vision Zero – Staff met with the Vision Zero Project Manager on 7/11/2025 and discussed potential traffic safety project to be designed and implemented. On 8/28/2025 a draft list of safety projects was emailed for city staff’s review. Staff will be reviewing the list of recommended safety projects and aligning them with future street improvement projects. The draft report will be completed soon and is expected to go before the City Council in June.
Staff continue to fill potholes, especially in the Industrial Park.
Staff continue to address weed abatement around town and the outskirts of the city.

SUBJECT: Resolution No. 2026-13 Authorizing the City Manager to Withdraw Funding for the Community Center from the Community Foundation Account
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 2026-13, A Resolution of the City Council of the City of Gonzales Authorizing the City Manager to Withdraw Funding Donated for the Dennis and Janice Caprara Community Center Complex from the Community Foundation Account.
BACKGROUND
The City embarked on a capital campaign in 2021 in support of the development of the Dennis and Janice Caprara Community Center Complex knowing that the project was going to take an outstanding amount of funding, but that there were generous people out there that believed in the community’s vision and wanted to support the development of the center.
An initial step for the Capital Campaign was to set up an account that could provide potential donors assurance that their donations would indeed go to the development of the center. For that, we had to identify a trusted partner that could provide that assurance and that believed in the project just as much as we did.
The Community Foundation for Monterey County is the go-to for setting up disaster funds, and they manage many other community funds; and although they don’t typically do capital campaigns, they were gracious enough to work with us and establish a fund in which our Center’s donations could be held.
To date we have drawn down $5,904,662.31 and have another $500,000 in the account ready to be drawn down since we have costs we need to cover. This includes $30,000 that we were just awarded by AT&T for the Center’s technology needs.

REVIEW & ANALYSIS
The funds in the account have been generously donated from members that support our community and that come from all walks of life, as well as funding that was generated from the paver campaign we held and other funding pledges we received. We have received donations ranging from $5 dollars to $2 million, showing that people from all sides of the economic spectrum believe in the project and want to support it. We are fortunate to receive every single one of them and every single donation makes a difference.
Although the Center has now been constructed, we are still closing out final payments and having to extend the bonds that were sold for the interim finance loan, and have programming that needs to be established. We will also be starting to work on the campaign for Phase 2 of the project once we wrap up the loose ends on the first phase.
