Call to Order
Mayor Bill Hussey convened the Regular Meeting of the City Council for Tuesday, December 10, 2024 at 6:00 PM.
Invocation
The Invocation was given by Pastor Mark Matthews from Grand View Baptist Church.
Pledge of Allegiance
The Pledge of Allegiance was led by Mayor Pro Tem Doug Wilson.

A. ELECTION RESULTS
1) Declaration of Results for the November 5, 2024 General Municipal Election Debra Thomas, City Clerk presented the Staff Report for this item.
RESULT: APPROVED - UNANIMOUS

D. REORDERING OF, ADDITIONS TO, OR REMOVAL OF ITEMS FROM THE AGENDA
Mayor Hussey reorganized the Agenda by moving Items B. SPECIAL PRESENTATIONS & C. INSTALLATION OF OFFICERS AND OATHS OF OFFICE to come after K. City Manager Communications. Mayor Hussey also removed Item I. 4. & Item I. 5. from the Agenda and requested those items to be brought back at the next City Council Meeting scheduled for January 14, 2025, at 6:00 pm.
E. PUBLIC COMMENT
Johan Gallo, Grand Terrace Resident thanked Council Member Ken Henderson for his service and also thanked Debra Thomas, City Clerk on her retirement.
Bobbie Forbes, Grand Terrace Resident thanked Council Member Ken Henderson for his service, she also thanked the new members of Council. Ms. Forbes also asked if she could post lost and found posters to help assist residents in finding their pets without the posters being removed, she also wished Debra Thomas, City Clerk well on her retirement.
Cindy Bidney, Grand Terrace Resident - (Public comment was read out by Bobbie Forbes) expressing her concerns regarding lost pets and urges the Council to consider the expansion of animal resources.

Council Member Michelle Sabino thanked former Council Member Ken Henderson for his service, Council Member Sabino also addressed Debra Thomas, City Clerk and her family and the community.
Council Member Jeff Allen thanked former Council Member Ken Henderson for his service and also addressed Debra Thomas, City Clerk and wished her well with her retirement.
Mayor Pro Tem Doug Wilson thanked former Council Member Ken Henderson for his service, he also thanked the first responders and congratulated Council Members Sabino & Allen.
Mayor Bill Hussey congratulated Council Members Sabino & Allen, he thanked former Council Member Ken Henderson for his service and wished Debra Thomas, City Clerk well on her retirement. Mayor Hussey thanked everyone who participated in the Grand Terrace Tree Light Up Ceremony as well as the Cars & Coffee for their 5th annual parade and toy donations.
K. CITY MANAGER COMMUNICATIONS
Michelle DeGrande Fuentes, Senior Management Analyst gave an update on the upcoming holiday closure for City Hall beginning December 21, 2024 - January 5, 2025.

FIRE DEPARTMENT COMMUNICATIONS

Assistant Chief Jager congratulated the new Council Members and wished Former Council Member Ken Henderson & Debra Thomas, City Clerk farewell.
B. SPECIAL PRESENTATIONS
Debra Thomas, City Clerk read out a letter addressed to former Council Member Ken Henderson on behalf of Joseph Brady as he was unable to physically participate in the meeting.
Council Member Sabino presented former Council Member Ken Henderson with a parting gift.
Mayor Bill Hussey presented a service award by the City Council to outgoing Former Council Member Ken Henderson.
Former Council Member Henderson took this opportunity to provide outgoing remarks.
