Call to Order
Mayor Bill Hussey convened the Regular Meeting of the City Council for Tuesday, December 9, 2025 at 6:00 PM.
Invocation
The Invocation was given by Pastor Linda Biswas from Azure Hills Seventh Day Adventist Church.

The Pledge of Allegiance was led by Mayor Pro Tem Michelle Sabino.

Johan Gallo, Grand Terrace Resident, thanked the City Council for always being supportive, as well as the Sheriff and Fire Department for all of their assistance during the toy drive cruise.
Molly Widdicombe, Girls on the Run Inland Empire, wanted to thank the Council for their generosity and continuous support, Molly also provided an update and what they are currently working on.

• Attended the UCR 10-year Anniversary School of Public Policy seminar on December 5, 2025
• Attended Senator Rosilicie Ochoa-Bogh's Christmas open house on December 1, 2025

Mayor Pro Tem Michelle Sabino reported on the following:

Mayor Bill Hussey reported on the following:
• Announced that on Thursday, December 11, 2025, Santa Claus will be at Grand Terrace High School
• Attended the Light up Grand Terrace event and reported that it was a great evening. He also thanked cars & coffee and the Fire Department • Attended the League of California Cities Leadership Committee on December 3, 2025, in Palm Desert, he also reported that he is now the League of Cities Division President of the Inland Empire
J. CITY MANAGER COMMUNICATIONS
Konrad Bolowich, City Manager, announced the following:
• Thanked staff, Rene Walker, Grand Terrace resident and the community for their participation and assistance with Light up Grand Terrace • The Senior Center will have a Christmas Lunch on Friday, December 12, 2025 • The Senior Center will be closed during the holidays beginning December 19, 2025, at noon and will reopen on January 5, 2026
• City Hall will be closed during the holidays beginning December 22, 2025, and will reopen on January 5, 2026, during regular business hours • Announced that there will be (4) Acting City Managers during the time that Konrad is out on vacation
• Encouraged residents to vaccinate and license their dogs • Vehicle citations will continue during the holidays
SHERIFF DEPARTMENT COMMUNICATIONS
Lieutenant Fries reported on the following:
• Provided an incident detail report which will also be located on the city website
FIRE DEPARTMENT COMMUNICATIONS
Assistant Fire Chief Jager reported on the following:

Mayor Hussey recessed the Regular Meeting of the City Council to closed session at 7:45 p.m.

RECONVENE TO OPEN SESSION
Mayor Hussey reconvened the Regular Meeting of the City Council from closed session at 8:05 p.m.
REPORT OUT OF CLOSED SESSION
Adrian Guerra, City Attorney, announced that there was one (1) closed session item.
An update was provided by the City Attorney, discussion was had and direction was provided to the City Attorney. However, there was no reportable action.

Mayor Hussey adjourned the Regular Meeting of the City Council at 8:06 p.m. The next Regular City Council Meeting will be held on Tuesday, January 13, 2026, at 6:00 p.m.
