Recommendation: It is recommended that the City Council, by RESOLUTION, (1) approve Resolution No. 2023-44 establishing the Appropriations Limit for the City of Grass Valley for the Fiscal Year 2023-24.

2. FY 2023-24 Proposed Budget Public Hearing
CEQA: Not a Project
Recommendation: It is recommended that the City Council open Public Hearing and by RESOLUTION, (1) approve Resolution No. 2023-45 approving the Proposed Budget for the City of Grass Valley and the Successor Agency for fiscal year 2023-24.
Andy Heath, Finance Director, gave presentation.
Council asked about Workers Compensation increases, made comments to the public about restraints on spending and how funds are utilized, attorney costs, Virtual Public Comment attached.

ADMINISTRATIVE
BRIEF REPORTS BY COUNCIL MEMBERS
Councilmember Hodge sang in Mozart, commented on Congressman Kevin Kiley presenting a proclamation to Music in the Mountains, and will be attending the last Thursday night market. Councilmember Branstrom will have four photo's presented at the Rood center welcome club. City Manger, Tim Kiser, spoke about the upcoming 4th of July events.
