Title: Management/Supervisor Professional & Confidential Employees Unit #1 side letter for interagency work assignments away from their official duty station and assigned to an emergency incident as part of the California Fire Assistance Agreement (CFAA).

CEQA: Not a Project
Recommendation: That Council 1) approve the Resolution 2025-41 and Unit 1 updated side letter identifying the terms and conditions for the fire departments response away from their official duty station and assigned to emergency incidents as part of California Fire Assistance Agreement (CFAA).

Prepared by: Mark Buttron- Fire Chief
Council Meeting Date: 08-05-2025 Date Prepared: 07-25-2025 Agenda: Consent
Background Information: The CFAA agreement is used for response to incidents within California which require large resource commitments. These deployments are most noticeable in the summer during wildland season when our fire engines and personnel are deployed throughout the State in support of other agencies. The CFAA is the negotiated reimbursement mechanism for local government fire agency responses through the California Fire Service and Rescue Emergency Mutual Aid System. The terms and conditions that outline the methods of reimbursement are recommended for developing business practices when responding under the Mutual Aid System. The updated Unit 1 side letter allows reimbursement to the City for the assignment of the EMS Supervisor or Fire Marshal when deployed to an incident. The inclusion of the EMS Coordinator and Fire Marshal brings them into alignment with Battalion Chiefs for deployment and reimbursement to the City.

Resolution to Update Authorized Positions for the City of Grass Valley Local Agency Investment Fund (LAIF) Account.

CEQA: Not a Project.

Recommendation: That the City Council adopt Resolution No. 2025-42, authorizing investment of monies in the Local Agency Investment Fund.

Prepared by: Jennifer Styczynski, Deputy Finance Director Council Meeting Date: 08/05/2025 Date Prepared: 07/29/2025 Agenda: Consent
Discussion: The State of California’s Local Agency Investment Fund (LAIF) requires participating agencies to adopt a resolution identifying the positions authorized to make deposits and withdrawals from the account. The City’s most recent resolution, adopted in 2020, designated the City Manager, Administrative Services Director, and General Ledger Accountant as authorized signers.

Since that time, staffing changes have occurred. While the Administrative Services Director position remains authorized, it is not currently in use. To ensure adequate coverage and align with current staffing, the proposed resolution updates the list of authorized positions to include the Finance Director and Deputy Finance Director. This update ensures that individuals currently responsible for financial operations have the necessary authority to manage the City’s LAIF account.

Recommendation: That the City Council adopt Resolution No. 2025-43, requesting the County Auditor-Controller to place the Fiscal Year 2025-26 assessment for Landscaping and Lighting District No. 1988-2 on the Nevada County property tax roll.

Prepared by: Jennifer Styczynski, Deputy Finance Director Council Meeting Date: 08/05/2025 Date Prepared: 07/29/2025 Agenda: Public Hearing
Discussion: This action finalizes the annual levy process for the Loma Rica Ranch Landscaping and Lighting District for Fiscal Year 2025–26. The assessments fund ongoing maintenance and improvements as detailed in the Engineer’s Reports, approved by the City Council on November 12, 2024, via Resolution No. 2024-76.

To meet the County’s processing requirements, the authorizing resolution must include reference to the "Standard Form Tax Collection Services Contract." The attached resolution includes this language and satisfies the County’s conditions for placing the assessments on the tax roll.

Council Goals/Objectives: These annual assessments align with the City Council’s Strategic Plan, specifically the goal of City Infrastructure Investment, by supporting the upkeep and operation of improvements within the District.

Fiscal Impact: The total proposed assessment for FY 2025–26 is $160,060.68, which equates to $684.02 per unimproved parcel.

Agenda Action Sheet
Title: Collection of Delinquent Sewer and/or Water Accounts on the Nevada County Tax Roll
CEQA: Not a Project
Recommendation: After holding a public hearing, adopt Resolution 2025-39 requesting that the County of Nevada levy and collect delinquent sewer and water charges on the property tax roll.

Prepared by: Jennifer Styczynski, Deputy Finance Director Council Meeting Date: 8/5/2025 Date Prepared: 7/31/2025 Agenda: Public Hearing
Background Information: Health and Safety Code Section 5473 allows the City to place delinquent sewer and/or water charges on the County property tax roll for collection, with a two-thirds vote of the City Council. This process is used when utility service cannot be discontinued as a means of collecting unpaid charges and follows the same procedures as property tax collection.

Nevada County participates in the Teeter Plan, a property tax distribution method in which the County pays the City the full amount of the delinquent charges up front and assumes responsibility for collecting from the property owner. This ensures timely revenue for the City even if the property owner delays or fails to pay their tax bill. The method has proven to be a reliable and effective tool for recovering unpaid utility charges.

All affected property owners were notified in accordance with state law. Initial notices were mailed on June 12, 2025, with follow-up letters sent on June 30, 2025. Any delinquent accounts paid before the final submittal to the County will be removed from the list.

As of July 31, 2025, the total amount of delinquent charges eligible for placement on the tax roll is $155,246.89. This amount may be reduced if additional payments are received after the publication of this report and before the City Council meeting. An updated list of delinquent accounts will be provided to the Council in advance of the hearing.

Council Goals/Objectives: This action supports Strategic Plan Goal #7 – Water and Wastewater Systems & Underground Infrastructure, by ensuring sustainable cost recovery for utility services.
