Good evening, Council members
Don Rivenes Grass Valley
representing Community Environmental Advocates Foundation Re: Centreville Road Bike Park
I question the decision to avoid CEQA compliance quoting class 3 and 4 exceptions.
CEQA
CEQA Class 4 exemption consists of minor public or private alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees except for forestry and agricultural purposes.
On 7116126 City workers had dozer equipment and cleared the land on the parcel adjacent to Wolf Creek of all trees and vegetation, leaving it one big scaped dirt area. How will the run-off from the exposed parking parcel be controlled to prevent turbidity of the creek which affects the dissolved oxygen necessary for healthy creek biodiversity?
It looks like this proposal will put impermeable pavement on > 50% of this parcel.
Creek setbacks
Grass Valley Development Code 17.50.040
A. Watercourse setback requirement. Each proposed structure shall be set back 30 feet from the top of the bank.
C: Use of required setback. A path or trail may be within a water@urse setback; however, no other structure, road, parking access or space, paved area, or swimming pool shall be constructed within a watercourse or watercourse setback." There are multiple proposed constructed features that appear to be placed near a 30- foot setback from both Olympia and Wolf Creeks - the All-Wheel Track itself, the Pickleball Courts, theAsphalt Parking, the Shade Pavilion/Central Picnic area. This is a il4&gl
CEQA Class 3 exemption: New Construction or Conversion of Small Structures (s15303)
Categorical Exemption Part C. Significant Effect. A categorical exemption shall not be used for an activity where there is a reasonable possibility that the activity will have a significant effect on the environment due to unusual circumstances.
