TITLE: A RESOLUTION TO EXTEND THE AGREEMENT WITH
FLUID RESOURCE MANAGEMENT (FRM) TO MANAGE
THE GREENFIELD WASTEWATER TREATMENT PLANT
(WWTP) FOR A PERIOD AND COST NOT TO EXCEED
SIX (6) MONTHS AND $250,000
BACKGROUND
On January 26, 2022, the City of Greenfield entered into an agreement with Fluid Resource Management (FRM) for plant management services for our wastewater plant. The intent has been to improve plant efficiency, efficacy, and to better train staff. On April 26, 2022, the City Council approved a recommendation to extend the agreement for another two (2) months in order to accomplish the task of improving the plant’s performance. On July 12, 2022, the City Council approved a recommendation to extend the agreement for another (2) two months in order to continue to train and improve the plant’s performance.
After nearly 7 months, the results have been excellent, and will continue to improve with the proper guidance and training of staff. Staff from the Central Coast Water Board (Board) inspected the WWTP on June 29, 2022 and were pleased to see the amount of progress that has been made, while noting a few items that require attention, some of which have been completed. With the resignation of the Utilities Operations Manager effective August 5, 2022, the City had an immediate need to be in compliance by naming a Certified Plant Operator (CPO) that is appropriately certified to take responsibility of the WWTP. Currently, the City is unable to fulfill this requirement in house. FRM was contacted on August 5, 2022 to apply as the City’s CPO and continue with training staff and improvements to the plant’s performance on a full time basis for up to six (6) months. FRM notified the Board of the CPO change on August 5, 2022.
