January 2023 FD Activity and Community Involvement
Flood Response – The GFD was involved in many aspects of the January flood response. This included sending a three-person team to participate in a county strike team for 15 days, facilitating the use of Greenfield Memorial Hall as a shelter, providing situational updates to the Monterey County EOC, and the rescue of a family who was trapped by flooding waters on Sycamore Flats Road.
Admin Assistant Off Probation – Meghan Gomes has successfully completed her probationary period and is doing a great job.
DC Keisling Attending California State Fire Marshal Chief Officer Certification Courses – Chief Keisling has been attending a series of Chief Fire Officer certification classes hosted by the State Fire Marshal. This training includes everything from tactical to financial, and other administrative areas he will need in his leadership role.
Additionally, Chief Keisling is working towards finishing his bachelor’s degree in Fire Service Administration.
Science Workshop CPR/AED/First Aid Training – On January 21st, GFD firefighters conducted a CPR/First aid class for the staff at the science workshop. GFD is also working with other city departments to offer them similar training.
Hosted the Monterey County Fire Chiefs Association Meeting on January 23rd – On January 23rd, GFD hosted the Monterey County Fire Chiefs Association at the City Hall and was attended by Fire Chiefs and other emergency services officials from around the county.
Budget Preparation – The GFD administrative team has begun the budget preparation process which includes obtaining quotes for capital projects.
Hydrant Inspections – GFD is preparing for this year’s hydrant inspection process and is working on creating an online form that will automatically submit data to the FD and PW works department.
Mandatory Re-Inspections – GFD has conducted multiple re-inspections of occupancies required to be inspected annually. The vast majority of these occupancies have made the needed corrections to ensure the property is safe. GFD will continue to work with the other property owners and managers to make the needed corrections.
Pump Pod Training – Through the leadership of Chief Keisling, GFD has partnered with Monterey Peninsula College Fire Science Program to use their Pump Pod for mandated annual fire pump testing. Chief Keisling has been training on the pump pod s 35 4
and will ensure all GFD Engineers are trained to use this equipment. The ability to conduct our own pump testing not only saves money, but also provides valuable experience and training for our firefighters.

B. All of the appendices, with the exception of the following Appendices or portions thereof, are deleted:
1. 2022 CBC Appendix Chapter 1.
2. 2022 CBC Appendix C.
3. 2022 CBC Appendix J, except Section J110.1 shall be amended as follows:
General. Buildings and access envelopes shall be delineated on the development plans when necessary to keep disturbance out of particularly erodible areas. Exposed 40 2
soil shall be protected from erosion by temporary and/or permanent measures. Such protection may consist of mulching, plastic sheeting, and/or vegetation.
Runoff Control. Where concentrated runoff will occur, it will be carried in pipe or culvert conduits or over a nonerodible surface (paved, rocked or vegetated) to a catchment basin clearly shown on the development plan. All conduits must have proper energy dissipaters at the point of discharge when necessary to prevent erosion.
Building Site Runoff. Runoff from the building site shall be controlled by berms, swales, ditches, structures, vegetable filter strips and/or catch basins to prevent the escape of sediment from the site. At least one percent (1%) grade will be required toward an improved storm drainage or catch basin facility, either existing or planned.
Runoff Retention. Permanent holding of runoff on the site through percolation to the ground shall be required during and after construction, by the use of catch basins, retention grading, pavement collection and recharge systems and/or individual systems for housing units such as drywells and cisterns.
Topsoil. To promote regrowth of vegetation, the topsoil shall be stockpiled and reapplied upon completion of the grading on slopes of less than 5:1 (20%).
Soil Placement and Disposal. The placing or disposal of soil, silt or other organic and earthen materials from construction and other soil-disturbance activities at locations above the anticipated high-water line of any stream in the basin where they may be washed into said waters by rainfall or runoff in quantities deleterious to fish, wildlife and other beneficial uses, is prohibited.
Temporary Vegetation. Temporary vegetation sufficient to stabilize the soil as permanent vegetation cover is maturing shall be established on all disturbed areas as needed and as each stage of grading is completed.
Winter Operations. (October 15th to April 15th)
1. Land disturbances or development operations may be restricted or temporarily halted between October 15th and April 15th (the normal rain season) and/or other times whenever the Building Official determines that the weather, soil, slope and general site conditions may cause serious accelerated erosion or sediment damage either on-site or downstream. When work is allowed, native ground cover shall not be cleared, destroyed, burned, or disturbed more than 15 days prior to grading or construction work unless approved in advance by the Building Official.
2. When land development work is allowed during the normal rain season, adequate erosion and sediment control measures including sediment catch basins must be in place and effective during any land disturbance.
3. All cut and fill slopes without established vegetation between October 15th and April 15th shall be mulched. The mulching shall be anchored by punching or tacking into the soil or by use of netting. A minimum of 1,000 pounds of straw, or equivalent, 41 3
per each 10,000 square feet of slope surface will be required to be anchored. An additional amount may be required by the Building Official.
Dust. Dust from grading operations must be controlled. The permittee may be required to keep adequate equipment on the grading site to prevent dust problems.
Erosion Control Coordination with Project Installation.
1. All vegetation and/or structural measures required to safely discharge any accelerated runoff generated by the project shall be installed during the first or initial construction phase of the project.
2. Land shall be developed in increments of workable size which can be completed in a single construction season. Erosion and sediment control measures shall be coordinated with a sequence of grading, development and construction operations and all necessary erosion control measures shall be put in effect to the commencement of the next work increment and/or winter rain season.
3. Prior to completion and final acceptance of the project, all erosion control measures must be in place and all exposed bare soil shall be mulched, fertilized and otherwise prepared so that it is planted to a permanent vegetative cover. The Building Official may require watering of planted areas to initiate and assure growth.
Existing Major Developments. As part of an expansion or intensification of existing major developments, silt and grease traps or sediment catch basins shall be required.
Maintenance. All on-site erosion control facilities shall be properly maintained by the owners for the life of the project so that they do not become nuisances with stagnant water, heavy algae growth, insect breeding, odors, discharged debris and/or safety hazards. Vegetative maintenance required may include mowing, fertilizations, irrigation and/or reseeding.

MEMORANDUM: February 24, 2023
AGENDA DATE: February 28, 2023
TO: Mayor and City Council
FROM: Paul Wood, City Manager
TITLE: FY 2022-2023 MID-YEAR FINANCIAL REVIEW
PURPOSE:
The purpose of this review is to present to the City Council and the public where the City is, financially, at the midway point of the fiscal year.
This presentation shows the revenues and expenditures of the General Fund (where the vast majority of expenditures take place. The General Fund is comprised of 4 funds: the General Fund, the Fire Fund, the Community Outreach Fund and the Measures V & W Fund. The main takeaways here are the following:
• Combined, revenues at the midway point are at 41% of budgeted revenues (expected is 50%)
o These totals do not include 2 months of sales tax (there is a 2 month lag in sales tax receipts from the State of CA)
o These totals do not include 1 quarter of cannabis tax (the Sept-Dec quarter is due to the City by January 31, beyond the scope of this report) o I will talk in more detail at the presentation about revenues that are trending negative and those that are trending positive
• Combined, expenditures at the midway point are at 38% of budgeted expenditures (expected is 50%)
o I will talk in more detail at the presentation about positive and negative consequences of variances in spending.
City Council Memorandum 599 El Camino Real Greenfield CA 93937 831-674-5591 www.ci.greenfield.ca.us
46 BACKGROUND:
Revenues
Cannabis Business Taxes – nothing accrued and 3 businesses late (1 quarter). We are working together to get current.
Sales Taxes – Only first 4 months represented in report. At this point, both months received and total through December, ahead of budget by about 2% TOT – Community Development has been working with inns and RV park to collect TOT with great success. We are significantly over budget for the year.
Other Revenue – School Resource Officer, one half paid by school district. This revenue was not budgeted.
Grant Revenue – for Rent/Utility relief, not accrued yet. Cal OES grant budgeted but not received.
Fees – Zoning fees and Construction fees way over budget Expenditures
While it would be great, from an analytical perspective, to assume that 50% of expenditures would be normal through the first 6 months of the year, the actual expenditures do not occur quite that evenly over the year. Having said that, being at 38% is not necessarily normal, for Greenfield, the normal might be somewhere around 45-48%.
The reasons are many and varied, but they include significant events like the following:
• If capital projects are being funded out of the General Fund, and the expenditures for them do not take place until later in the year,
• Personnel positions that have been approved in the budget not being filled at the beginning of the fiscal year.
In fact, both of these reasons are relevant to the first 6 months of the fiscal year. In the case of personnel, it is very relevant.
Since personnel expenses comprise a significant portion of total General Fund expenditures, when a position is left unfilled for an extended period of time, the expenditure savings can add up quickly. When multiple positions are left unfilled, well, you get the picture.
During the first 6 months of the year, Greenfield’s staff was, on average, ___ positions underfilled.
Depending on the position, that created “x” amount of salary and benefit savings. That is positive from a financial perspective, but not so much from a community services perspective. 47 City Council and staff work hard during the budget process in the spring to budget for an optimal level of staffing to get “all the work done.” If full staffing does not happen, then either (1) all the work does not get completed, or (2) we have to pay overtime to (a) other employees or (b) outside contractors that are doing the work.
So, it’s a trade-off between savings and serving the public. At best, it is a balancing act that involves both understanding where we are revenue-wise and the community’s flexibility with what they will accept in the way of services provided for the tax dollars paid.
Overall, the main points are the following:
1. Revenues are lower than expected at the midpoint of the year. The report (which is not accrual-based accounting) shows us that we are at 41% vs. an assumed 50%. The reality is that when accruals are posted, we are still lower than 50%, but are much closer (maybe 48-49%).
2. Expenditures are lower than expected at the midpoint of the year. The report (which is not accrual-based accounting) shows us that we are at 38% vs. an assumed 50%. The reality is probably closer to 40-42%, because more actual expenditures have been recorded, fewer accruals would be necessary.
3. Staff believes that revenues are lower than budgeted mainly because of a slowing down of the economy.
4. Staff believes that expenditures are lower than budgeted mainly because of the shortage of personnel, significantly lowering expenditures.

FY 2022-23

AGENDA DATE: February 28, 2023
TO: Mayor and City Council
PREPARED BY: Jamie Tugel, Public Works Director

TITLE: APPROVAL OF A RESOLUTION APPROVING A CAPITAL
IMPROVEMENT PROJECT (CIP 2306), BUDGET AND
APPROPRIATION OF FUNDS IN THE AMOUNT OF $115,000 FOR
DESIGN OF PROPOSED STREET, DRAINAGE AND
PEDESTRIAN IMPROVEMENTS ON 12TH STREET BETWEEN
OAK AVENUE AND ELM AVENUE
BACKGROUND AND ANALYSIS
On February 7, 2023, City Council directed staff to proceed with the presented Option 1: Full street, drainage and pedestrian improvements on the west side of 12th Street between Oak Avenue and Elm Avenue. This is a key pedestrian route for students accessing Vista Verde Middle School, as well as Oak Avenue Elementary School.
Street, drainage and pedestrian improvements to the East Side of 12th Street in this block have been incrementally completed or are currently under construction by developers. The Magnolia Place Apartments, Phase II, is constructing the remaining gap in these improvements on the east side of the street, with work expected to be complete by mid-summer.
The west side of 12th Street is undeveloped and poses a challenge to the heavy pedestrian traffic along this block of 12th Street associated with the schools. The City will assume responsibility to design and build complimentary improvements on the west side of the street.
The project will also have access to grant funding from the Transportation Agency for Monterey County (TAMC) “Safe Routes To Schools” program.
