COMPOSITION AUDITS
Composition Audits of the Franchise Recyclable Materials will determine the percentage of each category of material found in the Franchise Recyclable Materials Collected under the Agreement.

The protocol for conducting audits will consist of the following standards:
a) Franchisee will weigh each receptacle before the Composition Audit begins to establish an accurate tare weight for each receptacle before weighing each component sample. MEMORANDUM: March 10, 2023
AGENDA DATE: March 14, 2023
TO: Mayor and City Council
FROM: Fabiola Lopez
Community Engagement Coordinator
TITLE: CONSIDERATION OF A DONATION OF (A SPECIFIC AMOUNT OF MONEY) TO A.V.I.L.A. VICTORY BOXING, INC.

BACKGROUND:

Council will be deciding on A.V.I.L.A Victory Boxing Inc’s (AVB) request for funding. AVB has requested the city’s support of rent payment towards their program facility at 36 4th St #C for a minimum of 18 months and maximum of 24 months. Total rent payment will be $2,200 per month beginning June 2023. Sponsorship of future events (amt unknown at the moment) has also been requested.

A.V.I.L.A VICTORY BOXING, Inc (AVB) is a year-round program that provides children and youth an opportunity to develop new skills through the art of boxing and coaching. Program participants will be able to set personal goals, build confidence, learn self-defense techniques, respect, and engage in healthy relationships. One of the most important lessons children and youth may learn from boxing is discipline. AVB’s overall mission is to help children and youth meet their full potential by receiving quality 1:1 coaching, an opportunity for growth, and build meaningful peer relationships with individuals with the same goals and interests. AVB formally became an organization in January 2021 and a 501(c)(3) in September 2021. Prior to establishing the organization AVB was already a program operating out of a small garage for roughly 4 years, it has grown to about 300 youth members which led to the need of a larger facility.

City of Greenfield believes in the benefit and impact of the high-quality program that AVB offers to our youth. A serious issue Greenfield youth and their parents have faced for decades is a lack City Council Memorandum
599 El Camino Real Greenfield CA 93927 (831) 674-5591
www.ci.greenfield.ca.us
282
of more programs like AVB that helps decrease the number of youths getting involved in unhealthy and harmful activities.

Before AVB began to occupy the current facility, in an effort to support their(AVB’s) work, City of Greenfield shared two available spaces for them to use for their training at Patriot Park Community Center however this was not large enough and the locations did not meet their needs.

Fire Chief Langborg has offered emergency services if they meet requirements during events that are held at approved locations in Greenfield (ex. GVMH).

The Greenfield Police Department has sponsored a youth to be part of AVB and hopes to continue doing this in the future.

Fire Marshal Jim Dias has provided safety requirements to the City of Greenfield Building Official which has been relayed to AVB.

Historic issues that have created misunderstandings for both parties lay in the type of operations that would take place at the current location and the occupancy load (outlined below in staff recommendations). According to the Fire Code, due to fire and building safety concerns, at no time should there be more than 48 persons in the facility. Any additional persons over this limit will trigger the need for building improvements like fire sprinklers, additional exits, and much more. Exceeding the use load would also risk the consequence of closing the facility until improvements are made.

The City of Greenfield agrees with Karina Ramirez’ sentiments that AVB provides more than just training, it’s a safe place for youth. According to Ramirez, through communication with their peers and coaches who truly care about them, AVB becomes a place that supports the mental and emotional wellbeing of its participants. Although the City holds programs like these in high esteem, it cannot ignore the processes outlined below that ensure, first of all, building safety then compliance with ordinances.

BUDGET AND FINANCIAL IMPACT:

Monthly Rent: $2000.00- $2,200/month for 18 to 24 months plus sponsorship and emergency response.

Funding request for rent is a minimum of $39,600 (18 months) and a maximum of $52,800 (24 months)

STAFF RECOMMENDATIONS:

In your decision making, city staff recommends that any sponsorship and/or rent support is contingent on the following to ensure that all activities meet safety standards, city ordinance and building standards:

Minimum needs to operate (occupants not exceeding 48):
 Apply and Obtain a Business License for current location in Suite C (Title 5 Ordinance

5.04.020)
 Apply and Obtain Building Permit which will establish the Occupancy Group, Occupancy use, Max Occupancy (48), Accessibility, etc, (once city has completed a building permit inspection, a certificate of occupancy can be issued) CBC 2022 105.1)  Obtain a Certificate of Occupancy (CBC 2022, Sect. 304.1) Change of occupancy group and use (A-4; Events) will require building permits for “Tenant Improvements (T.I.)” for code and zoning compliance. (use that exceeds maximum capacity triggers more safety requirements)
 Apply for and obtain a conditional use permit from planning commission. (3-6 month process)
 Building improvement requirements are based on fire and building code; fire sprinkler installations, additional means of egress and exiting, etc.)  Special Events Application must be submitted for each event (at approved locations ex. GVMH)

PARTICIPATORY BUDGETING PROCESS AND RESULTS OF
THE COMMUNITY VOTE AND APPROVE RESOLUTION NO.
2023- XX PRIORITIZING THE PROJECTS BY THE GREENFIELD

STEERING COMMITTEE AND DIRECTING STAFF TO

SCHEDULE IMPLEMENTATION OF THESE PROJECTS
BACKGROUND:

In December 2022, Greenfield community members voted on a list of street projects that would make it safer and more comfortable for children to get to and from schools in the City. This voting process, known as “participatory budgeting” is intended to empower community members to help set priorities for public funding. The ballot was developed by a group of Greenfield community members and advocates and Greenfield public works staff. The Transportation Agency for Monterey County will provide a grant up to $250,000 to implement projects that come out of the participatory budgeting process.

DISCUSSION:

The participatory budgeting process was introduced to Greenfield as part of the Salinas Valley Safe Routes to School Plan which is in development and will include recommendations for all public K-12 schools in the cities of Gonzales, Soledad, Greenfield and King City. The Plan is funded through a Caltrans Sustainable Transportation Planning grant and Measure X Safe Routes to School funds and sponsored by the Transportation Agency for Monterey County. The planning team is made up of staff from the Transportation Agency, Ecology Action (non-profit organization), and Monterey County Health Department.

Since the planning effort kicked-off in February 2022, the team has reviewed existing planning documents relevant to safe routes to schools to ensure consistency with existing plans and projects. In order to find out how community members currently travel to and from school and what the major concerns and issues are the team collected parent survey data, collected and analyzed crash data, and distributed student travel mode surveys. The team also visited each of the school sites to observe the morning drop-off or afternoon pick-up and note any infrastructure deficiencies and/or dangerous behaviors. All of the input from community members and data collected were used to develop draft street safety recommendations for each of the cities in the Plan.

The draft recommendations were reviewed and vetted by the City of Greenfield staff, and then presented to community members for feedback and input.

Greenfield Participatory Budgeting Process:

1. Creating the Ballot - the Greenfield Safe Routes to School Steering Committee, made up of residents, students and community advocates worked with safe Routes to School program partners and the City of Greenfield to develop a list of projects for the community to vote on.

2. Town Hall Meeting - the Election kicked-off with a Town Hall meeting at City Hall on December 1 where the public had an opportunity to learn about the projects, ask questions, and cast their vote.

3. Voting - The public was able to vote for their favorite projects for a 2-week period (December 1 – December 15) at ballot drop-off sites or online.

4. Election Results - the winning projects will be announced at the March 14 Greenfield City Council meeting.

Election Results:

The ballot included 21 street safety projects, 3 projects for each public school in the city. During the 2-week voting period, a total of 244 community members voted for their favorite projects. Of those 244 ballots, 132 ballots were in Spanish, 156 were paper and 88 were submitted online.

After the ballots were collected and counted, the Steering Committee reviewed the election results and recommend to City Council that the following projects be funded to make the most of the $250,000 grant from the Transportation Agency:

TITLE: A RESOLUTION TO APPROVE AND APPROPRIATE $10,485 IN

CONTINGENCY FOR AN EXISTING CONTRACT WITH GRADE

BREAK ENGINEERING FOR WATER SERVICE REPAIRS,
PREVIOUSLY APPROVED BY RESOLUTION NO. 2022-97 IN
OCTOBER 2022
BACKGROUND:

On September 2, 2022, the City of Greenfield entered into a contract with Grade Break Engineering (GBE) for water system service repairs. This contract was entered into so the City could get caught up on water service repairs, with the intent the City staff would go back to conducting the repairs inhouse once GBE was complete. During the course of the work, more water service leaks were reported and some repairs were more extensive than originally planned for. GBE completed the water service repairs, and additional leaks were being reported daily. The number of leaks was more than staff could repair in house at the time.

Public Works has faced many challenges, including the lack of full time staff and lack of proper training.

DISCUSSION:

The original contract approved by City Council did not include to approve and appropriate a 15% contingency to set aside to cover any unexpected costs that can arise throughout a construction project. At the time of the original contract, the contingency would have been $14,250. This was an oversight, and staff is asking Council to approve and appropriate an 11%, or $10,485 contingency for the unexpected costs that arose during the course of the contract.

BUDGET:

The original contract approved and appropriated $95,000 to the contractor, with the City Manager approving additional work not to exceed $25,000, for a total contract of $120,000.

The funding for the contingency of $10,485 will be appropriated from the Water Enterprise Fund.

TITLE: A RESOLUTION TO SUPPLEMENTALLY

2023 OPERATING BUDGET IN THE AMOUNT OF
$225,000 FOR THE PURCHASE OF 3 POLICE

VEHICLES AND EMERGENCY EQUIPMENT TO

BE PAID FOR WITH THE SUPPLEMENTAL LAW

ENFORCEMENT SERVICES FUND

BACKGROUND
The Greenfield Police Department must replace 3 aged police vehicles. The vehicles have reached the end of their safe life, as they have over 130,000 miles and thorough inspections by Greenfield mechanics showed the urgent need to replace the 3 vehicles. The cost to repair and maintain these aged vehicles is counterproductive, as it would only be a temporary fix and a potential waste of funds.

In March 2022, the PD ordered 2 Ford Police Interceptors through Enterprise Fleet. However, 9 months after the order, Enterprise Fleet canceled the order, and sent a new more expensive proposal. The new proposal raised the price of each vehicle to over $57,000. Worse yet, Enterprise Fleet did not have a delivery time for the vehicles, and they projected a delivery for the end of 2023 or even early 2024. This is due to a nationwide shortage of police vehicles.

Public Works Superintendent Manuel Ayala located 3 Ford Police Interceptors at a dealership in Michigan at a competitive price of $52,068.64 per vehicle including delivery.

This staff proposal consists of 2 adjustments, to be deposited in account 200-205-81500:

1. Supplemental appropriation in the amount of $156,205.92 to purchase 3 Ford Police Interceptors.
294
2 2. Supplemental appropriation in the amount of $68,794.08 to outfit the 3 vehicles with emergency equipment, partitions, lighting, and safety equipment.

FINANCIAL IMPACT:

None, as the funds to buy the vehicles and equipment will come from the Supplemental Law Enforcement Services Fund (SLESF) balance, which is in excess of $270,000. These are grant funds from the Citizens Options for Public Safety (COPS) program from the state of California.

MEMORANDUM: March 10, 2023
AGENDA DATE: March 14, 2023
TO: Mayor and City Council
FROM: Paul Wood, City Manager
TITLE: A RESOLUTION OF THE CITY COUNCIL OF THE CITY

OF GREENFIELD TO ADJUST CITYWIDE REVENUES
AND REALLOCATE EXPENDITURES FOR FY 2022-2023

THAT WILL RESULT IN A NET REVENUE TO THE
GENERAL FUND OF $284,757, A NET ADDITIONAL
REVENUE OF $63,040 TO OTHER FUNDS AND A NET
ADDITIONAL EXPENDITURE OF $26,000 TO THE

WATER FUND
PURPOSE:

The purpose of this item is to make budget adjustments that better reflect where the City is actually spending its revenues versus originally budgeted before the beginning of the fiscal year.

In most cities, at the midpoint of the fiscal year, the Finance Department reviews current spending to best forecast how the remainder of the fiscal year will look. Many times, this will include supplemental appropriations and revenue forecast adjustments. For us, this year is no exception.

BACKGROUND:

City staff has reviewed all funds and accounts and have determined that no NET supplemental expenditures are required. We are proposing adjustments (mostly upward) to certain revenues and movements between departmental expenditures in accordance with general guidelines that most cities follow.

These guidelines are usually set forth in a number of policies that the City Council approves that will ensure that there is appropriate oversight of staff by the City Council. The City of Greenfield City Council Memorandum 599 El Camino Real Greenfield CA 93937 831-674-5591 www.ci.greenfield.ca.us
297
has not adopted policies related to the movement of budgeted expenditures. City staff will address this in a future agenda item.

The specific ways that City staff will address the budget adjustments are two-fold:
• By increasing individual revenue items to better reflect what we expect to receive before the end of the fiscal year, and
• By utilizing unused personnel budget to supplementally appropriate (fund) other operational line items
It is this second point that is the subject of the budget policies mentioned previously. When in place, the appropriate budget policy will be that the Finance Director will not utilize excess budget from any personnel line items without getting the approval of City Council.

As mentioned previously, this policy is not currently a policy of the City, but I would like to present it to Council at an upcoming meeting.

As you will see on the attached spreadsheets, the revenue adjustments provide an additional $491,066 of budgeted revenues, added to expenditure savings of $234,348, yielding Fund 100 savings of $725,414. Fund 102, the Fire Fund, we request be supplementally appropriated to the tune of $409,100, and Fund 220, the Measures V & W Fund, supplementally appropriated $31, 557. These budget adjustments will result in an additional $284,757 in budgeted revenues.

Adjustments to the other funds will result in an additional $63,040 in budgeted revenues, and adjustments to the Water Fund will result in an additional expenditure of $26,000.
