February 2023 FD Activity and Community Involvement
Water Tender Training – All Engineers and Captains have been trained on the new Water Tender. We are still waiting for a few pieces of equipment and to develop an operational plan before putting it into service.

Hydrant Inspections – Crews began the process of annual fire hydrant inspections and flushing. This program is done in partnership with the Public Works Department.

Architect Visits Fire Station – An Architect visited the fire station on February 3rd to take measurements and walk through the building to evaluate its unique needs. He has begun working on a set of conceptual drawings that will accompany a budget. We hope to receive this information by April.

Fire and Life Safety Inspections for City Buildings – All City buildings received their annual fire and life safety inspection. The inspection was done in conjunction with the Facilities Manager, and he has received the reports.

Budget Preparation – The Admin Team continues to work on the 23/24 FY budget for both the city and the fire district.

Pre-K Event – Members of the GD participated in the Community Pre-K event at Memorial Hall. Interaction with children and parents occurred with an emphasis on fire safety.

High Rise Training – Members of GFD participated in a county High Rise Fire Operations drill in Salinas. The goal of this training was to exercise the county’s procedure and provide firefighters to opportunity to train for fires in large commercial buildings. It is not likely that Greenfield will have a high rise building in the near future.

However, we currently have several large commercial buildings where many of these concepts apply.

Members of B-Shift conduct VES (Vent Enter Search) training at the training facility.

VES operations are used to rescue people from burning buildings.

The picture above shows GFD firefighters training in water drafting operations on the new Water Tender. Water Tenders are used in areas that do not have hydrants. This piece of equipment will enhance our firefighting capabilities in the rural areas surrounding Greenfield.

ADMINISTRATIVE REGULATIONS FOR IMPLEMENTATION OF
CHAPTERS 5.10 (CANNABIS BUSINESS TAX) AND 5.28
(MEDICINAL AND ADULT USE CANNABIS) OF THE CITY’S

MUNICIPAL CODE

BACKGROUND AND SUMMARY
City Staff is bringing forth updates to the City’s Commercial Cannabis regulations and administrative regulations. The amendments to Chapter 5.28 (Medicinal and Adult Use Cannabis) of the City’s Municipal Code are to update and clarify the regulatory permit application requirements, expiration dates, and renewal timeline. The changes would allow the City to place all cannabis operations on the same permitting schedule to streamline and make the permit renewal process more efficient. The City Council will also consider updates to the Administrative Regulations for Implementation of Chapters 5.10 (Cannabis Business Tax) and 5.28 of the Municipal Code, as this important guidance document has not been updated since its initial approval in February 2016.

The City adopted Chapters 5.10 and 5.28 of the City Municipal Code in 2016 to allow medicinal commercial cannabis operations in the City. Subsequently, the City broadened the regulations to pertain to both adult use and medicinal cannabis. Chapter 5.28 establishes the City’s permitting process for commercial cannabis operations and sets forth detailed permit and compliance requirements.

DISCUSSION
Recommended Revisions to the City’s Administrative Regulations for Implementation of Chapters 5.10 and 5.28
Staff recommends several updates to the City’s Administrative Regulations for Implementation of Chapters 5.10 and 5.28, as these administrative regulations have not been updated since their initial approval in February 2016. There have been at least four amendments to Chapter 5.28 since its initial adoption, and the administrative regulations should be updated to conform to these amendments to the Municipal Code. Additionally, the administrative regulations focused on the Development Agreement in detail but did not fully describe the regulatory permit application process, fees associated with the process, or the taxation process.

The proposed administrative regulations update would make the administrative regulations clearer for both staff and for operators. The updated Administrative Regulations would more accurately describe the cannabis permitting and operational process including fees and taxes, and would bring them up to date to be consistent with the amendments to chapters 5.10 and 5.28 implemented from 2017 to 2023. The updates would also bring the administrative regulations into compliance with changes in State law since early 2016.

Recommended Revisions to Chapter 5.28 – Medicinal and Adult-Use Cannabis The proposed amendments to Chapter 5.28 would allow the regulatory permit renewal process to occur on the same timeline for all operations, increasing efficiency and making an already complicated process much less complicated. It would also update the municipal code to fit current City policies regarding owner/operator identification requirements. Chapter 5.28 as currently written also requires owners/operators to have a valid California issued photo identification card or license, which the City has not required for some time now.

Staff recommends the following revisions to Section 5.28.050, Subsection C, which would make the permit renewal date and expiration date for all cannabis operations consistent across the City:

C. Beginning on April 28, 2023, regulatory permit shall expire on June 30 of each year. For regulatory permits issued or renewed between January 1 and June 30, the regulatory permit shall expire on June 30 of the following year. For regulatory permits issued or renewed between July 1 and December 31, the regulatory permit shall expire on June 30 of the following year. Renewal of regulatory permits shall be as provided for in section 5.28.120.

Staff recommends the following revisions to Section 5.28.050, Subsection I.3.c, which would update Chapter 5.28 to match the City’s current policies on identification requirements for owners/operators of cannabis facilities:
36 3
c. Copy of a valid State or U.S. government-issued photo identification card or license;
Staff recommends the following revision to Section 5.28.120, subsection B.1, which would make permit renewal submittal dates for all regulatory permit renewal applications consistent across all operations in the City:

1. A new registration form in the form of a Regulatory Permit renewal application package has been filed with the City Manager as set forth in Section 5.28.050 a minimum of sixty (60) days prior to the expiration date of the regulatory permit.

CEQA REVIEW
The proposed zone text amendments and text changes to the administrative regulations are Categorically Exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15061 of the CEQA Guidelines. Section 15061 states that CEQA applies only to projects that have the potential for causing a significant effect on the environment.

Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is subject to CEQA. The implementation of periodic revisions to the cannabis code will not create any physical changes in the environment. Changes to the permit renewal calendar and identification requirements of owners/operators will not result in any physical changes in the environment.

RECOMMENDATION
Staff recommends that the City Council conduct introduction and first reading of an Ordinance amending Chapter 5.28 of the City’s Municipal Code to update regulatory requirements, and make the expiration, submittal, and review timing of regulatory permit renewal applications consistent across all cannabis operations and approve Resolution No. 2023-29 amending the City’s Administrative Regulations for Implementation of Chapters 5.10 and 5.28.

ALTERNATIVES

1. Recommend denial of the proposed changes to Chapter 5.28 and the City’s Administrative Regulations for Implementation of Chapters 5.10 and 5.28.

2. Recommend approval of the proposed changes to Chapter 5.28 and the City’s Administrative Regulations with specific revisions.

3. Continue the item for additional information from staff.

TITLE: CONSIDERATION OF A RESOLUTION APPROVING A LOT
MERGER OF TWO EXISTING LOTS AT 670 WALNUT AVENUE
INTO A SINGLE 11.2-ACRE MERGED LOT, APNS: 024-021-024,
024-021-027, and 024-021-028; PERMIT #PLN 23005

AUTHORITY AND PROCEDURES
Section 17.16.170.B of the City’s Zoning Code sets forth the procedures and requirements for lot mergers. The City Council is the designated review authority for lot mergers. Findings for lot mergers are set forth in Subsection 17.16.170.B.3 and include the following:
a. The parcels resulting from the lot merger will conform to the local general plan, any applicable specific plan, and zoning and building ordinances; and b. The merger will not, under the circumstances of the particular case, be detrimental to the health, safety, peace, morals, comfort, or general welfare of the public.

BACKGROUND
The site for the lot merger is the location of the Santa Lucia Shopping Center. The Planning Commission approved a Design Review for the reconstruction and expansion of the building that formerly housed the California Gourmet Pizza restaurant on January 3, 2023. A lot merger was required as a condition of approval, since the proposed building crossed an existing lot line. The Planning Commission recommended approval of the lot merger as part of the Commission’s approval of the Design Review.

PROJECT DESCRIPTION
The proposed lot merger is to merge two existing legal lots (Parcel “A” and Parcel “B” of a Parcel Map recorded March 5, 1980, in Book 13 of Parcel Maps, Page 217, Monterey County Records.

The resultant merged parcel would have an area of 11.20 acres and would include APNs: 024-021- 024, -027, and -028 (see Figure 1). The lot merger is required to satisfy a condition of approval on a Design Review for a commercial development within the Santa Lucia Shopping Center.

The legal description of the resultant merged lot is included as Exhibit A to the City Council resolution prepared for the lot merger (Attachment 1), and a plat plan for the resultant merged lot is included as Exhibit B to Attachment 1. The property owner is W Y Heritage Grove, LLC, represented by property manager Dennis Sau.

CONFORMANCE WITH SUBDIVISION REGULATIONS, AND ZONING CODE Lot Area Requirements: The minimum lot area for the Highway Commercial Zoning District is 2,500 sq ft. The 11.2-acre resultant merged lot would meet the minimum lot area requirements.

Setback Requirements: The lot merger would eliminate a building setback compliance issue for the approved Design Review for the new commercial development at 670 Walnut Avenue. The resultant merged lot would allow for the required building setbacks for the Highway Commercial Zoning District, which are 20 feet for front and street-side setbacks, and 0 feet for interior side yards and rear yards.

CEQA
The proposed lot merger is a required component of the previously-approved commercial development. The Design Review for the commercial development was determined to meet the criteria for a Class 3 New Construction or Conversion of Small Structures Exemption under Section 15303 of the State Guidelines for the Implementation of CEQA.

RECOMMENDATION
It is recommended that the City Council adopt the attached resolution approving the proposed lot merger of two existing lots at 670 Walnut Avenue into a single 11.2-acre merged lot, as noted and depicted in the attached Exhibits A and B.

ALTERNATIVES

1. Deny the lot merger based on findings of inconsistency with State law, the General Plan, City Subdivision Regulations, Zoning Regulations, and/or other pertinent City standards.

2. Recommend approval of the lot merger with revisions and/or additions to or revisions to the attached conditions of approval.

RESOLUTION NO.2023-30

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GREENFIELD APPROVING A LOT MERGER OF TWO EXISTING LOTS AT 670 WALNUT AVENUE INTO A SINGLE

11.2-ACRE MERGED LOT, APNS: 024-021-024, 024-021-027, and 024-021-028 WHEREAS, an application for Design Review approval for the construction of a new commercial building on a currently vacant parcel located at 760 Walnut Avenue in the City of Greenfield has been submitted to the City of Greenfield; and WHEREAS, the Planning Commission approved said Design Review on January 3, 2023, subject to a condition of approval that required a lot merger to address an existing lot line across which the proposed new commercial building was located; and WHEREAS, as part of the Planning Commission’s approval of the Design Review, the Commission recommended the approval of the lot merger, which would be acted upon by the City Council; and
WHEREAS, the lot merger application has been reviewed by staff and the Planning Commission and determined to be consistent with Section 17.16.170.B design review application and was considered by the Planning Commission at a duly-noticed public hearing on January 3, 2023; and
WHEREAS, the project is categorically exempt from CEQA, pursuant to Section 15303, New Construction or Conversion of Small Structures, of the State Guidelines for the Implementation of CEQA;
NOW, THEREFORE, BE IT HEREBY RESOLVED, that the Planning Commission of the City of Greenfield has considered all written and verbal evidence regarding this design review application at the public hearing and has made the following findings pursuant to Section 17.16.170.B.3 of the City’s Zoning Code regarding the proposed lot merger:

1. FINDING: That the parcel resulting from the lot merger will conform to the local general plan, any applicable specific plan, and zoning and building ordinances.

The proposed lot merger is for a site designated by the general plan for highway commercial uses and is in the C-H, Highway Commercial zoning district with a Regional Commercial Overlay. The minimum lot area for the Highway Commercial Zoning District is 2,500 sq ft. The 11.2-acre resultant merged lot would meet the minimum lot area requirements. The lot merger would eliminate a building setback compliance issue for the approved Design Review for the new commercial development at 670 Walnut Avenue. The resultant merged lot would allow for the required building setbacks for the Highway Commercial Zoning District, which are 20 feet for front and street-side setbacks, and 0 feet for interior side yards and rear yards.
80 2

2. FINDING: That the merger will not, under the circumstances of the particular case, be detrimental to the health, safety, peace, morals, comfort, or general welfare of the public.
a. The lot merger would facilitate the development of a replacement commercial building within an existing shopping center. The lot merger is required to address a condition where the proposed commercial building crosses an existing lot line.

The approval of the lot merger would not be detrimental to the health, safety, peace, morals, comfort, or general welfare of the public. Rather the lot merger would allow the rebuild and expansion of a former commercial development within an existing shopping center.

3. FINDING: That the project is exempt from CEQA, pursuant to Section 15303 of the State Guidelines, no further CEQA review is required.

NOW, THEREFORE, BE IT HEREBY FURTHER RESOLVED, by the Planning Commission of the City of Greenfield:

1. Accept the categorical exemption identified for the project (Section 15303 of the CEQA guidelines governing New Construction or Conversion of Small Structures in Urbanized Areas); and

TITLE: A RESOLUTION AWARDING A PROFESSIONAL SERVICES
CONTRACT TO TL ENGINEERING IN THE AMOUNT OF $87,000

FOR TRAFFIC ENGINEERING SERVICES FOR THE CITY

TRAFFIC IMPACT FEE UPDATE, AND AUTHORIZING THE

CITY MANAGER TO NEGOTIATE AND EXECUTE THE

CONTRACT AND ASSIGN ADDITIONAL WORK IN

ACCORDANCE WITH THIS RESOLUTION

BACKGROUND AND ANALYSIS
The firm previously owned by Keith Higgins, Higgins Associates, prepared the current version of the Traffic Impact Fee (TIF) Program which is entitled, “City of Greenfield Traffic Impact Fee Program,” May 24, 2005 (2005 Study). This proposed update will follow a similar methodology as the 2005 study.

In January of 2022 the City issues a Request For Proposals for these services and only received one responsive proposal from Keith Higgins, Traffic Engineer. For this effort he has partnered with Leo Trujillo of TL Engineering to perform the work. The partnership will be contracting with the City for these services under the “TL Engineering” business entity. Staff recommends we accept this proposal and contract for these services, as the negotiated fee is very reasonable, and the City will benefit by continuity with Mr. Higgins, who prepared the 2005 Study.

The proposed fee for these services is $87,000 for a scope to include the basic study with information necessary to develop a new Impact Fee Rates. The Standard City agreement also allows for up to a 15% contingency allowance. Staff recommends $3,000 for contingency. Staff recommends that this amount be included in the authorized appropriation amount.

Additionally, it is anticipated that project management and administrative costs will be approximately $5,000. This includes technical support by City Planning, Public Works and Engineering staff as necessary to support with background information, data and coordination to City Council Memorandum 599 El Camino Real Greenfield CA 93937 831-674-5591 www.ci.greenfield.ca.us
90 move the project forward. Staff recommends that this amount be included in the authorized appropriation amount.

FINANCIAL AND BUDGET IMPACT
These services will be funded by the existing Capital Improvement Project (CIP) -Traffic Master Plan, which has a budget of $95,000.

The summary of anticipated costs by this Council action includes:

1. Professional Consultant Contract Services: $87,000.

2. Contingency: $3,000.

3. Project Management and Administrative and technical support tasks by Staff & its consultants: $5,000.

RECOMMENDATION
Staff recommends the City Council adopt this Resolution awarding a professional services agreement to TL Engineering in the amount of $87,000.

The Consultant shall have (10) days after service upon it of said notice in which to cure the default by rendering a satisfactory performance. In the event that the Consultant fails to cure its default within such period of time, the City shall have the right, notwithstanding any other provision of this Agreement, to terminate this Agreement without further notice and without prejudice to any other remedy to which it may be entitled at law, in equity or under this Agreement.

Coverage shall not be limited to the vicarious liability or supervisory role of any additional insured.

Umbrella Liability Insurance (if necessary to meet limits requirements) shall apply to bodily injury/property damage, personal injury/advertising injury, at a minimum, and shall include a "drop down" provision providing primary coverage above a maximum $25,000.00 self-insured retention for liability not covered by primary policies but covered by the umbrella policy.

The policy limit shall be no less than $1,000,000.00 per claim and in the aggregate.

Consultant and City further agree as follows:

1. This Exhibit supersedes all other sections and provisions of this Agreement to the extent that any other section or provision conflicts with or impairs the provisions of this Exhibit.

2. Nothing contained in this Exhibit is to be construed as affecting or altering the legal status of the parties to this Agreement. The insurance requirements set forth in this Exhibit are intended to be separate and distinct from any other provision in this Agreement and shall be interpreted as such.

3. All insurance coverage and limits provided pursuant to this agreement shall apply to the full extent of the policies involved, available or applicable. Nothing contained in this 102
Rev 9/15 10
Agreement or any other agreement relating to the City or its operations limits the application of such insurance coverage.

4. Requirements of specific coverage features or limits contained in this Exhibit are not intended as a limitation on coverage, limits or other requirements, or a waiver of any coverage normally provided by any insurance. Specific reference to a given coverage feature is for purposes of clarification only and is not intended by any party to be all inclusive, or to the exclusion of other coverage, or a waiver of any type.

5. For purposes of insurance coverage only, this Agreement will be deemed to have been executed immediately upon any party hereto taking any steps that can be deemed to be in furtherance of or towards, performance of this Agreement.

6. All general or auto liability insurance coverage provided pursuant to this Agreement, or any other agreements pertaining to the performance of this Agreement shall not prohibit Consultant, and Consultant's employees, or agents, from waiving the right of subrogation prior to a loss. Consultant hereby waives all rights of subrogation against City.

7. Unless otherwise approved by City, Consultant's insurance shall be written by insurers authorized to do business in the State of California and with a minimum “Best's” Insurance Guide rating of “A:VII+.” Self-insurance will not be considered to comply with these insurance specifications.

8. In the event any policy of insurance required under this Agreement does not comply with these requirements or is canceled and not replaced, City has the right but not the duty to obtain the insurance it deems necessary and any premium paid by City will be promptly reimbursed by Consultant.

9. Consultant agrees to provide evidence of the insurance required herein, satisfactory to City, consisting of certificate(s) of insurance evidencing all of the coverages required and an additional insured endorsement to Consultant's general liability and umbrella liability policies (if any) using ISO form CG 20 10or equivalent form, as determined by Risk Management staff. Consultant shall also provide a waiver of subrogation endorsement to Consultant's workers' compensation policy applicable to the City. Certificate(s) are to reflect that the insurer will provide 30-day notice of any cancellation of coverage and all policies must be endorsed accordingly. Consultant agrees to require its insurer to modify such certificates to delete any exculpatory wording stating that failure of the insurer to mail written notice of cancellation imposes no obligation and to delete the word "endeavor" with regard to any notice provisions. Consultant agrees to provide complete copies of policies to City upon request.

10. Consultant shall provide proof that policies of insurance required herein expiring during the term of this Agreement have been renewed or replaced with other policies providing at least the same coverage. Such proof will be furnished at least two weeks prior to the expiration of the coverages.

The City may require evidence of financial security if deductibles or self-insured are part of the Consultant's liability program.
103
Rev 9/15 11

12. Any actual or alleged failure on the part of City or any other additional insured under these requirements to obtain proof of insurance required under this Agreement or to inform Consultant of noncompliance with any insurance requirements in no way waives any right or remedy of City or any additional insured, in this or any other regard.

13. Consultant agrees to require all subconsultants or other parties hired for this project to provide general liability insurance naming as additional insureds all parties to this Agreement. Consultant agrees to obtain certificates evidencing such coverage and make reasonable efforts to ensure that such coverage is provided as required here. Consultant agrees to require that no contract used by any subconsultant or contracts Consultant enters into on behalf of City, will reserve the right to charge back to City the cost of insurance required by this agreement. Consultant agrees that upon request all agreements with subconsultants or others with whom Consultant contracts with on behalf of City, will be submitted to City for review. Failure of City to request copies of such agreement will not impose any liability on City, or its employees.

14. If Consultant is a Limited Liability Company, general liability coverage must be amended so that the Limited Liability Company and its Managers, Affiliates, employees, agents, and other persons necessary or incidental to its operation are insureds.

15. Consultant agrees to provide immediate notice to City of any claim or loss against Consultant that includes City as a defendant. City assumes no obligation or liability by such notice, but has the right (but not the duty) to monitor the handling of any such claim or claims if they are likely to involve City.

16. It is agreed that insurance provided pursuant to these requirements will not be limited to coverage for the vicarious liability or supervisory role of any additional insured. All insurance coverage and limits provided are intended to apply to the full extent of the policies. Nothing contained in this agreement limits the application of such insurance coverage.

RE: Traffic Impact Fee Update, City of Santa Greenfield, CA Proposal to Provide Traffic Engineering Services
Dear Mr. Pike:

TL Engineering (TLE) is pleased to provide professional traffic engineering services to update the Traffic Impact Fee (TIF) for the City of Greenfield, California.   The project understanding, assumptions, and specific services to be provided are described in Exhibit A of this proposal.  The proposed fee estimate is included in Exhibit B.

To complete the scope of work for this project, our Team of professionalsincludes TL Engineering (TLE), Keith Higgins Traffic Engineer (KHTE), and Jeff Waller Consulting (JWC).  All staff members of these engineering firms previously worked together for approximately 18 years as part of a firm called Higgins Associates.  This is the same Team that prepared the original TIF for the City of Greenfield back in 2005.

We appreciate having the opportunity to assist you with this project, and we look forward to providing you with excellent service.  If you have any questions or need additional information, please contact me at your convenience.

TRAFFIC IMPACT FEE UPDATE

CITY OF GREENFIELD
ASSUMPTIONS & UNDERSTANDING:

The firm previously owned by Keith Higgins, Higgins Associates, prepared the current version of the TIF which is entitled, “City of Greenfield Traffic Impact Fee Program,” May 24, 2005 (2005 Study).  This update will follow a similar methodology as the 2005 study.  However, there are three optional levels of effort for this update.  They are asfollows.  The optional additional work is focused on the level of effort to estimate the improvement budgets in Task 13.

A. Basic Scope of Work – Update of Previous Study Text Using Generic Improvement Budget Allowances
B. Intermediate Scope of Work ‐ The Basic Scope of Work Plus Expanded Budget Allowance Based on Individual Improvement Components in Task 13.

C. Expanded Scope of Work – Further Expansion of Task 13 to Include Improvement Conceptual Plans, Preliminary Quantities and Unit Costs
The following includes the assumptions and understanding for our Team's scope of work:
 There are three scope of work optionsincluded in this proposal.  The scope of work and associated fee will be directly tied to the option that is selected and approved by the City.  The scope of work for Option 3 (Expanded Scope of Services) includes preparation of conceptual improvements using a Google Earth aerial background.  Topographic survey and detailed base mapping are not included for any of the scope of work options.  The Team's opinion of probable construction costs (OPC), representative cost study (RCS), and/or order of magnitude cost study (OMC) is an opinion based on assumed unit costs, historical information for similar work performed in the general project area (if available), and approximate quantities of civil related improvements, and therefore is of a conditional character.   The estimates will be used for budgetary purposes only.

SCOPE OF SERVICES:

The scope ofservicesincludesthe following tasksfor all three scope ofservices options.  Task #13 includes the Basic Scope of Service, followed by the additional tasks associated with the Intermediate Scope of Service and the Expanded Scope of Service.  The City will select and authorize the preferred Scope of Services option.

TASK 1 KICKOFF MEETING & SITE VISIT
Our Team will attend an in‐person kickoff meeting to confirm scope, budget, and schedule and collect relevant information.   This meeting will also include a field visit to key improvement locations to discuss implementation issues.

TASK 2 DATA COLLECTION
Our Team will request all relevant information from the City.  After obtaining this information from the City, our Team will review Current Traffic Impact Fee Program (TIF) and assemble background information on developmentsthat have occurred under the current TIF, TIF fees paid, TIF fee program account balance, and other pertinent items.  This will include identifying current TIF projectsthat have already been implemented and thus should be removed from the updated TIF.

TASK 3 VERIFY GENERAL PLANS LAND USES
Our Team will verify the current General Plan land use forecasts – It is assumed that the changes from the 2005 General Plan will be minimal.

TASK 4 UPDATE GENERAL PLAN TRIP GENERATION
Our Team will update General Plan Buildout trip generation – Based on the updated land use and latest Institute of Transportation Engineers (ITE) trip generation rates.

TASK 5 COMPILE EXISTING TRAFFIC VOLUMES
Existing volumes will be updated at the intersections on Attachment A.  These were included in the 2005 Study.

The update will therefore be based on traffic counts at more recent traffic studies as well as consultation with City Engineering and Planning staff.  Existing (2023) volumes will be estimated by applying a growth factor to the most recent counts using traffic volume growth trends from older counts and the increase in Greenfield population since the dates of the traffic counts.

Reference traffic studies will include the following.
a. Greenfield 2005 General Plan (Traffic study by Higgins Associates) b. South of Walnut Annexation Greenfield Village, Higgins Associates, October 5, 2007 c. The Vines at Greenfield (Walnut Avenue Specific Plan) 107

Basic Scope (Lump Sum Budget per Location) – The basic scope of work includes improvement budgets based on a lump sum cost per location identical to the detail in the 2005 Study.  Much of this effort will be applying an inflation adjustment to the 2005 Study estimate.  It is assumed that the City will provide current unit costs for input into a quantity estimate for each street improvement project.  This will include 36 intersections, 2 street widening projects and 4 bridge widening projects.  Roundabout budgets will be based on a lump sum budget using budgets from other regional planning studies such as the “TAMC Regional Roundabout Study,” Kittleson & Associates, March 2016.  Increasesin construction cost indices will be determined in consultation with the City.  No improvement component breakdowns or conceptual plans will be provided.
b. Intermediate Scope of Work (Budget per Location Based on Lump Sum per Component) – The Basic Scope of Work budget estimates will be based on more detailed determination of roadway and channelization improvement magnitudes, traffic control elements such as signal phasing and system sizes, utility relocations and right of way.  This will be done based on aerials and field visits.  No conceptual plans will be provided. c. Expanded Scope of Work (Concept Plan with Budget Based on Preliminary Quantities and Unit Costs) – The Expanded Scope of Work will include conceptual plans on Google Earth aerials.  “Opinion of Order of Magnitude” estimates will be provided based on preliminary quantities derived from the conceptual plans using 2022 unit costs.   Samples can be provided at your request.  This will be the most accurate method of developing a budget for each improvement location and the corresponding budget for the entire City‐wide transportation improvement program.   It will also allow decision makers, the land development community, and general public a better sense of the recommendations and implementation issues.  This is the recommended scope for the impact fee study.

TASK 15 DETERMINE NET TIF FUNDS NEEDED
The net amount required to be funded by the traffic impact fee will be developed based on the total budget for City‐wide circulation improvements minus other sources of funding.

TASK 16 ESTIMATE TIF FEE SCHEDULE
The fee per trip will be based on the net PM peak hour for the eight land uses included in the current fee program.  Net PM trips will be converted into number of dwelling units, rooms, or gross square feet identical to the current fee program.  Commercial trip rates will reflect pass‐by and diverted linked trips to only assess net increases in traffic on the City street system.

TASK 17 DOCUMENTATION
A full administrative draft report will be submitted following the format of the 2005 Traffic Impact Fee Program report.  Your comments will be incorporated into a draft report for public review.  This would include comments received at City Planning Commission and City Council public hearings.  Responses will be provided to public comments and the report revised as a final report for adoption by the City Council.

TASK 18 PROJECT MANAGEMENT, COORDINATION, & MEETINGS
Our Team will coordinate with City staff as necessary throughout the project.  Time for thistask covers phone calls, email correspondence, meetings via Teams or Zoom, and up to two live meetings (to be held at the City Engineering Offices).  Additional meetings will be beyond the basic scope of work and will be billed on a time and expenses basis.  Information will be requested from the City at the onset of the project to ensure that the project parameters are accurate. 111

MEMORANDUM: March 24, 2023
AGENDA DATE: March 28, 2023
TO: Mayor and City Council
FROM: Paul Wood, CPA
City Manager
TITLE: MODIFICATION OF CITY OF GREENFIELD TRAFFIC SAFETY

COMMITTEE STRUCTURE AND SELECTION PROCESS
BACKGROUND:

A few years ago, the Police Chief of the City of Greenfield, with City Council support, formed a Traffic Safety Committee to field public and staff suggestions and ideas, as well as to study and recommend traffic safety improvements in the City. Participants typically include a Council member, a citizen, the Chief of Police, the City Engineer, the Public Works Manager, the Streets Maintenance Manager, the Greenfield Unified School District(GUSD) Maintenance Manager, and others as invited or as interested.

Committee members have the common goal of citizen and student safety and have agreed to meet regularly to discuss cooperative efforts to provide safe traffic and street conditions at the various school zones and throughout the City.

The Traffic Committee, chaired by Acting Chief Guillermo Mixer, Greenfield PD, meets monthly to address current ideas and requests for safety improvements.

DISCUSSION
At this time, City staff would like to modify the composition and meeting schedule of the Traffic Safety Committee.

The first thing we would like to change is to add 1 more community member to the committee. At this time, we only have one community member and we would like to expand the scope to include a second community member.

Secondly, instead of meeting once per month, we would like to meet on a quarterly basis.

Currently, the monthly meetings can be sparsely attended and lack a robust agenda. We feel that we could address issues more completely by meeting less frequently.

Third, we would like the Traffic Safety committee to have a greater presence on the City website (i.e., it’s own web page) to communicate with the rest of the community.

Fourth, we would like to have prospective community members submit an application to be reviewed either by City Council or City staff for inclusion on the Committee.

Fifth, we would like to have a booklet (similar to the Pismo Beach example provided) that details what the community can do as “Traffic Calming Measures” available on the Committee webpage.

Sixth, we would like to have all issues that the community would like to have the Traffic Safety Committee addressed submitted via a web form similar to the form that is used in Pismo Beach (the last two pages of the “Traffic Calming Measures” booklet).

City staff feels that making the above changes will not only enhance the community participation in this very important committee, but also increase the exposure and effectiveness of the solutions that come out of the committee.

Since this committee is not a formally adopted committee, this item is informational. City staff would appreciate City Council input, so any comments regarding these proposed changes.

BUDGET AND FINANCIAL IMPACT:

None.

POTENTIAL MOTION:

NO MOTION NECESSARY.
