Arroyo Seco Academy Career Day – GFD firefighter participated in Career Day at the Arroyo Seco Academy on March 10th. The focus of the interaction with the children was to teach about what a firefighter does and some of the equipment they use to do their job.
Pineapple Express Atmospheric River Event – Members of the management team participated in daily briefings with the county EOC and served as a local conduit for sharing information between the community and EOC.
Fire & Life Safety Inspections – Multiple businesses and daycares were inspected in an effort to prevent fires and educate business owners on how to keep their business safe.
Station Landscape Clean Up – GFD teamed up with a CTF hand crew to work on some spring cleaning and maintence of the fire station landscaping. A lot of work was completed, and the landscaping appearance is much better. This resulted in a large dumpster being filled.

29 MEMORANDUM: April 20, 2023
AGENDA DATE: April 25, 2023
TO: Mayor and City Council
FROM: Paul Wood, City Manager
TITLE: A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF GREENFIELD SUPPLEMENTALLY APPROPRIATING
THE FY22-23 BUDGET IN THE AMOUNT OF $12,000 FOR
BANK FEES DUE TO COVID-19 IMPACTS
PURPOSE:
The purpose of this item is to make a budget adjustment that will fund the expenditure for bank fees up to $12,000 that increased due to the COVID-19 pandemic.
BACKGROUND:
In the years before COVID-19, the City historically incurred monthly bank fees in the amount of approximately $800-900. These bank fees were incurred primarily due to the City’s residents usage of bank debit/credit cards to pay utility bills. In general, at that time, the City’s residents chose overwhelmingly to come to City Hall to pay their utility bill in person, in cash. When COVID-19 hit, things changed. As City Hall was closed for extended periods of time, the payment method of choice became the debit/credit card, by remote payment. Over the past 2 years, the average monthly bank fee charges total has increased from the $800-900 range to over $3,000 per month. Since the FY22-23 budget was prepared before COVID, and was not foreseen, our estimated budget was in the $800-900 per month range. We now need to adjust the budget for the remainder of the year. This amount is expected to be not in excess of $12,000.

TITLE: CITY OF GREENFIELD HOUSING UPDATE
BACKGROUND AND SUMMARY
California Government Code Section 65400 mandates that cities and counties submit an annual report on the status of their Housing Element and any progress in its implementation to the California Department of Housing and Community Development (HCD). This Annual Progress Report (APR) fulfills statutory requirements to report certain housing information, including: the local agency’s progress in meeting its share of Regional Housing Needs Allocation (RHNA), certain rezoning activities, actions taken towards completion of housing element programs, and local efforts to remove governmental constraints to the development of housing.
APRs must be presented to the local legislative body for review and acceptance and filed with the Governor’s Office of Planning and Research (OPR) and HCD by April 1 of each year. The APR reports numbers of units planned and completed in the previous calendar year. The units issued building permits are counted toward the City’s RHNA requirements for the current Housing Element Cycle. The City’s 5th Housing Element Cycle runs from January 2014 through December 2023.
Greenfield’s 2016 5th Housing Element Cycle update included the City’s assigned RHNA goal of at least 363 new housing units in Greenfield from January 2014 through December 2023. This includes 87 units for very low-income households, 57 units for low-income households, 66 units for moderate income households and 153 units for above moderate-income households.
For the 2022 calendar year, the City issued building permits for 95 low-income units (Magnolia Place Senior Apartments and Walnut Grove Phase II apartments), 20 moderate-income units (accessory dwelling units throughout Greenfield), and 47 above moderate-income units (Vintage Meadows Phase II subdivision).
City Council Memorandum
599 El Camino Real Greenfield CA 93937 831-674-5591
www.ci.greenfield.ca.us
64 In total, from 2014 through 2022, Greenfield has constructed or issued building permits for 618 units with 164 units for very low-income households, 197 units for low-income households, 86 units for moderate income households, and 171 units for above moderate-income households, exceeding RHNA requirements in every category. The percentage of Greenfield RHNA numbers met at the end of 2022 are as follows for each income category:
• Very low income: 164 built/permitted of 87 required – 188.5% of RHNA • Low income:197 built/permitted of 57 required – 345.6% of RHNA • Moderate income: 86 built/permitted of 66 required – 130.3% of RHNA • Above moderate income: 171 built of 153 required – 111.8% of RHNA The City’s progress on the 5th Cycle Housing Element RHNA was reported to and accepted by HCD in early April 2023. The main summary table is Table B, which is included as Attachment 1 to this staff report. The full 2022 APR can be accessed on the Community Development Department’s webpage at the following link: https://ci.greenfield.ca.us/166/CommunityDevelopment .
The next (6th) Housing Element Cycle runs from June 30, 2023, through December 15, 2031.
Greenfield’s allocation under the next cycle is for 101 very low-income units, 66 low-income units, 184 moderate-income units, and 379 above moderate-income units, for a total of 730 new housing units between July 2023 and December 2031. The City’s new Housing Element (document) will create the framework for the future of housing development in Greenfield from 2023-2031 and is currently being prepared by Brent Slama. It needs to be approved by HCD prior to April of 2024.
RECOMMENDATION
Staff recommends that the City Council receive and accept the City’s 2022 Housing Element Annual Progress Report.

66 AGENDA DATE: April 21, 2023
MEETING DATE: April 25, 2023
TO: Mayor and Councilmembers
PREPARED BY: City Attorney’s Office
TITLE: COUNCILMEMBER INVESTIGATION REPORT
BACKGROUND:
In August and October 2022, the City Council received complaints that Councilmember Martinez misused her position as a City Councilmember to intimidate the complainant, Ms. Gabriela Serrato Lone (“Lone”) and Lone’s mother, Ms. Carmen Serrato (“Serrato”).
In October 2022, the City Council decided to hire an investigator to investigate the allegations in the complaint. The City hired Kramer Workplace Investigations who conducted an independent investigation into the allegations.
In February 2023, Kramer Workplace Investigations completed its investigation which included a comprehensive investigation report (“Report”). The Report is an attorney-client privileged document because the City Council instructed the City Attorney and the City Manager to hire an independent firm to investigate the allegations against Councilmember Martinez. The purpose of the Report was to inform the City Council whether or not the allegations were founded. The client, in this case the City Council, always holds the attorney-client privilege, meaning the City Council holds the right to waive the attorney-client privilege. In this case, the four members of the City Council, other than Councilmember Martinez, ordered the investigation so those four Councilmembers hold the attorney-client privilege and decide whether to waive that privilege. If a majority of the four Councilmembers waive the attorney-client privilege, the Report will become a public document.
Should the City Council vote to make the Report a public document it will be subject to disclosure to any member of the public who does a California Public Records Act request asking for the Report.
