CITY COUNCIL MINUTES
SPECIAL MEETING OF JULY 18, 2023
CALL TO ORDER
Mayor White called the meeting to order at 6:00 p.m.
ROLL CALL
PRESENT: Mayor White, Mayor Pro-tem Untalon, Councilmembers Martinez, Ortiz and Rodriguez
ABSENT: None
STAFF: City Manager Wood, City Attorney Thompson, IT Director Espinosa, Planning & Building Permit Technician Fabian
GUESTS: Ernest Gallardo, Avelina Torres, Stephanie Garcia, Beatriz Diaz, Luis Dominguez, Jose Vazquez, Raul Tapia and Andrew Tipton
PLEDGE OF ALLEGIANCE
All recited the Pledge of Allegiance.
AGENDA REVIEW
None.
CONSIDERATION OF FILLING DISTRICT 1 CITY COUNCIL SEAT
Report was given by City Attorney Thompson.
Ernest Gallardo asked that the Council appoint the best qualified candidate.
Avelina Torres asked that the Council appoint the best qualified candidate.
Stephanie Garcia stated that she was speaking as a District 1 voter and stated that she agreed that the best qualified candidate should be appointed and believed that Drew Tipton would be that candidate. She gave a brief background of Mr. Tipton’s experience and asked that the Council take into consideration how close the election was for District 1, between Mayor Protem Untalon and Drew Tipton, only 17 votes apart.
Beatriz Diaz, voter of District 1, thanked Mayor Pro-tem Untalon for her service. She stated that there were very good candidates and wished the Council luck in appointing a candidate.
City Council interviewed the following candidates: Luis Dominguez, Jose Vazquez, Raul Tapia and Andrew Tipton.

A MOTION by Mayor Pro-tem Untalon, seconded by Councilmember Martinez to appoint Luis Dominguez as the Councilmember for District 1. ROLL CALL VOTE: Mayor White - Yes, Mayor Pro-tem Untalon - Yes, Councilmember Martinez - Yes, Councilmember Ortiz - Yes, Councilmember Rodriguez - Yes. Motion carried.
