TO: Mayor and City Council
FROM: Jamie Tugel, Public Works Director
TITLE: A RESOLUTION TO SUPPLEMENTALLY APPROPRIATE

PUBLIC WORKS CAPITAL IMPROVEMENT PROJECT
(CIP) BUDGET FROM FISCAL YEAR 2022/2023 TO
FISCAL YEAR 2023/2024, FOR A TOTAL OF $695,309.69

BACKGROUND
On June 27, 2023, the City Council approved a budget for fiscal year 2023-2024. The approval of the budget did not account for all Capital Improvement Project budgets that would continue into the next fiscal year.

Even though we have a budget in place for this year, planning and project execution is not an exact practice and adjustments need to be made periodically. This is especially true for the City’s Public Works Department, as the department has not been able to meet the planned timelines for project execution. The department faced many challenges, including lack of full time staff and an over-abundance of private development that consumed more staff time than planned for. In order to get project execution back on track, staff is requesting to supplementally appropriate Capital Improvement Project budget funds that were not expended in FY 22/23 to FY 23/24.

DISCUSSION
The table below indicates which Capital Improvement Project and their respective budgets staff is requesting the supplemental appropriations for. The supplemental appropriations below move the funding that was not completely expended in the last fiscal year to this fiscal year.

City Council Memorandum 599 El Camino Real Greenfield CA 93937 831-674-5591 www.ci.greenfield.ca.us

504-390-85805 SCADA - XiO $ 98,992.28
TOTAL $695,309.69

BUDGET AND FINANCIAL IMPACT
The above supplemental appropriation of Public Works Capital Improvement Project budget from FY 22/23 was designated and budgeted to be used for specific projects and has no fiscal impact on the City. This is merely movement of specifically programmed funding from one fiscal year to another.

PROPOSED MOTION

39 A PROCLAMATION OF THE CITY COUNCIL OF THE CITY OF GREENFIELD PROCLAIMING OCTOBER 2023

AS NATIONAL BREAST CANCER AWARENESS MONTH
During National Breast Cancer Awareness Month, our Nation honors the courage and strength of the over 3.4 million Americans who are battling this terrible disease and remembers loved ones whose lives have been affected by breast cancer. In memory of those we have lost, we pledge never to waver from our ongoing search for effective and innovative medical advancements to treat and prevent this disease.

In the United States, more than 268,000 women and approximately 2,600 men are diagnosed with breast cancer annually. While deaths from breast cancer have declined over time, it remains the second most common form of cancer and the second leading cause of cancer death overall among American women, with a staggering 41,000 lives lost each year. For this reason, the City Council urges our fellow residents and Americans, especially those who have a family history or may be at increased risk, to consult with their healthcare providers about the individual likelihood of developing breast cancer. Early detection and regular screening mammograms, followed by timely treatment upon diagnosis, can significantly improve a patient’s chance of survival.

This month, and throughout the year, the Greenfield City Council join together in support of our fellow residents and Americans diagnosed with breast cancer, those who are in remission, and those who have lost loved ones to this disease. We also commend the skilled medical professionals and dedicated researchers who provide quality treatment and care to women and men across our country. As one Nation, we will continue to strive for a future in which every American may enjoy a long, healthy life free from the threat of cancer.

NOW, THEREFORE, I, ROBERT WHITE, Mayor of the City of Greenfield and the City Council do hereby proclaim October 2023 as National Breast Cancer Awareness Month
IN WITNESS WHEREOF, I have hereunto set my hand this 10th day of October 2023. __________________________

41 A PROCLAMATION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF GREENFIELD PROCLAIMING OCTOBER AS CHILDREN’S ENVIRONMENTAL HEALTH MONTH
WHEREAS, our children are California’s future and are especially vulnerable to environmental health issues because they are physiologically very different from adults and are in a dynamic state of growth. From birth through young adulthood, children experience rapid physiological growth, and their systems absorb more toxins in proportion to their body weight than do adults’ systems. Children also have higher metabolic rates than do adults, and relative to body size, children eat and drink more food and liquid than their full-grown counterparts. Children also have unique behavior and activity patterns. They live and play much closer to the ground than do adults, and are therefore exposed differently to toxins; and WHEREAS, all children are affected by environmental hazards because different kinds of pollution can be found throughout our state. Contaminants are transported through many media, including air, water, soil, and food, and are absorbed by children when they breathe, drink, eat, and touch the contaminated media. Children’s exposure to these toxins can harm their health; and WHEREAS, many pesticides used in California are associated with major childhood health conditions. Some pesticides are known neurotoxins and have been linked to higher rates of attention deficit/hyperactivity disorder and autism spectrum disorders in children. In addition, studies have demonstrated strong associations between pesticides and asthma diagnoses for children under five years of age. Many pesticides also contain endocrine-disrupting chemicals and PFAS, which mimic hormones and impact brain development; and WHEREAS, it is an established fact that children from low-income communities and communities of color are at disproportionate risk for exposure to environmental hazards, and the Office of Environmental Health Hazard Assessment within the California Environmental Protection Agency reports that Latino, Black, immigrant, and children of color in California are more likely to reside in areas with disproportionately higher exposure to environmental contaminants; and
WHEREAS, the aim of Children’s Environmental Health Month is to raise awareness about the importance of ensuring clean air and water, safe food and consumer products, and healthy environments during a child’s development and beyond; and WHEREAS, Children’s Environmental Health Day was created by the Children’s Environmental Health Network and celebrated nationally since October 13, 2016; and
WHEREAS, Children’s Environmental Health Month encourages individuals and organizations to raise awareness and understanding of children’s environmental health issues, seek improved environmental health policies and protections for children, and perform acts of sustainability or environmental health wellness; and
WHEREAS, together, we can safeguard the health, safety, and well-being of our children, who are our most precious resource.

NOW, THEREFORE, I, Robert White, Mayor of the City of Greenfield and the City Council do hereby proclaim October 2023 as Children’s Environmental Health Month

42 A PROCLAMATION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF GREENFIELD DECLARING OCTOBER 2023 AS DOMESTIC VIOLENCE AWARENESS MONTH WHEREAS, domestic violence is a serious crime that affect people of all races, ages, gender and income levels, and WHEREAS, domestic violence is widespread and affects over four million people each year; and WHEREAS, one in three people have witnessed an incident of domestic violence; and WHEREAS, children that grow up in violent homes are believed to be abused and neglected at a rate higher than the national average; and
WHEREAS, domestic violence costs the nation billions of dollars annually in medical expenses, police and court costs, shelters, foster care, sick leave, absenteeism, and non-productivity; and WHEREAS, only a coordinated community effort will put a stop to this heinous crime; and WHEREAS, Domestic Violence Awareness Month provides an excellent opportunity for citizens to learn more about preventing domestic violence and to show support for the numerous organizations and individuals who provide critical advocacy, services and assistance to victims.

NOW, THEREFORE, the City Council of the City of Greenfield does hereby proclaim the month of October 2023 as DOMESTIC VIOLENCE AWARENESS MONTH and urges our residents to work together to eliminate domestic violence from our community. __________________________

TITLE: FD Supplemental Appropriation Fiscal Year 2023/2024

BACKGROUND AND ANALYSIS
During the 23/24 budgeting process a few items were overlooked and not included in the proposed budget that was approved in June 2023 for Fiscal Year 2023/2024. The following requests have been discussed with the City Manager who agrees that supplemental funding is needed to ensure these important accounts are funded. Therefore, I am requesting the following supplemental appropriations:
102-250-63600 Community Development Services $28,000.00 102-250-65900 Building Maintenance $18,000.00

FINANCIAL AND BUDGET IMPACT
If approved, a total of $46,000 would be needed to fund these items. NOTE: Community Development Services expenditures are used for fire prevention related services such as but not limited to building plan review, and fire protection and detection system inspections during construction. Typically, these expenditures are reimbursed to the city from the developer through inspections fees that are collected during the permitting process.

RECOMMENDATION
Approve the Supplemental Appropriation of $46,000 to the Fire Department’s current fiscal year budget to fund the items accounts identified above.

TITLE: A RESOLUTION TO REJECT ALL PROPOSALS RECEIVED BY THE

CITIES OF GONZALES, SOLEDAD, GREENFIELD, AND KING
(CITIES) TO SELECT A QUALIFIED CONTRACTOR TO COLLECT

SOLID WASTE, RECYCLABLES, AND ORGANIC WASTE WITHIN

THE BOUNDARIES OF EACH CITY AS A SINGLE FRANCHISE

COLLECTION ZONE

BACKGROUND
The Cities of Gonzales, Soledad, and Greenfield, have a joint Revised and Restated Franchise Agreement (Agreement) with Tri-Cities Disposal and Recycling, Inc., (TCD) for the subject services that is due to expire on June 30, 2025. The City of King has a franchise agreement with Waste Management for the same services that is also due to expire on the same date. This contract term alignment allowed all South Monterey County Cities to jointly solicit competitive bids and evaluate service proposals and select the proposal that best serves the Cities’ needs. The proposals were received and reviewed by the evaluation committee made up of the South Monterey County city managers and their designated staff, coordinated by the Cities’ franchise administrator Salinas Valley Solid Watse Authority (SVSWA).

The joint RFP was designed to attract competitive bids and rates due to the increased economies of scale.

The RFP intended to select a contractor to provide uniform collection services for all four cities with some customizable options for each of the cities, such as waste transfer options, billing structure, and other additional services, including providing increased commercial bin recycling capacity equivalent to each customer’s weekly garbage capacity.

DISCUSSION
On June 30, 2023, SVSWA received proposals from three companies. SVSWA compiled the proposals’ data for analysis by the RFP evaluation team. The proposals’ rates were compared to the 46 equivalent services at the current contract rates and the results were not favorable resulting in significantly higher costs. In brief, the proposal rates ranged from an average of 33% to 55% increase in certain customer service rates, with some services reaching almost 100% increase.

After review and analysis of the proposals, the evaluation team unanimously reached consensus to reject all proposals based on the overall increased costs to customers from each of the proposers.

Although the proposed contract included enhancement services, (mostly to the City of King, the other cities would be receiving about the same services) the RFP did not meet the overarching goal of reducing customer rates based on the increased economies of scale. Waste Management also submitted an unsolicited proposal for servicing King City only which had slightly lower rates than their 4-City proposal, but after further evaluation of that proposal by the city manager, the recommendation is to reject that proposal as well due to the considerable increase in costs to customer rates.

The proposals received were from the following companies:
• GreenWaste Recovery, LLC
• Recology, Inc.
• USA Waste of California, Inc. (Waste Management)
In consideration of the timeline and the current contract expiring on June 30, 2025, staff requests authorization from City Council to enter into discussions with both of the incumbent South Monterey County franchise haulers for a potential contract extension.

Staff recommends that the City Council reject all proposals received from the Request for Proposals (RFP) for collection of solid waste, recyclables and organic waste with the intent to jointly select and award contract(s) to one franchise waste hauler for all the South Monterey County cities, and direct staff to enter into discussions with the South Monterey County incumbent waste haulers, Tri-Cities Disposal & Recycling and Waste Management, for an extension of their current franchise agreements.

BUDGET AND FINANCIAL IMPACT
There are no additional costs anticipated with approval of staff recommendation, other than administrative and legal support expenses to pursue a contract option prior to the expiration of the current contract term.

CONSTRUCTION CONTINGENCY OF $14,200; APPROVE AN

CONSTRUCTION MANAGEMENT & INSPECTION AMOUNT OF
$2,000
BACKGROUND:

The Interim Dewatering Unit Site Work Project will prepare a site at the existing wastewater treatment plant to support a leased dewatering belt press to dry sludge for removal to the sanitary landfill. This is necessary to comply with requirements from the Water Control Board between now and the time the proposed new Wastewater Treatment Plant is built. This is an identified and approved in the City’s Capital Improvement Plan, but will require a supplemental appropriation. The installation of the improvements to support the dewatering belt press will offset the costs of hauling sludge from the digester to the City of Soledad’s facility, which will cease once the dewatering press is online.

Staff advertised for public bids on August 24, 2023 and required bids to be submitted electronically, or in person by 4:00 pm local time on Thursday, September 21, 2023.

One bid was received on September 21, 2023. The bid was evaluated for completeness and responsiveness. The bid price came in at 37% higher than the Engineer’s Estimate and was analyzed to determine if the bid could be accepted, and acceptance would be City Council Memorandum

49 in the best interest of the City. The original Engineer’s Estimate did appear low at bid advertisement, and staff was not surprised by the actual bid amount submitted. It has been determined by the City Engineer and Public Works Director that the Bid is responsive and pricing is acceptable and appropriate.

The bid received and the bid amount is as follows:

1. F. Loduca Co................................................................... $141,300.00 Staff reviewed the bid for conformity with the requirements of the bid documents. Based on that review, it was determined that F. Loduca Co. was the sole and lowest responsible bidder.

F. Loduca Co. is a General Engineering Contractor based in Stockton, CA. The firm has considerable custom sign construction experience. F. Loduca Co. holds a General Engineering (Class A) contractor license, which requires specialized engineering knowledge and skill in areas including site work, parks, playgrounds and other recreational works, and other public infrastructure work. They have successfully performed work previously for the City.

It is also recommended that a budget be approved for construction contingency in the amount of 10%, or $14,200, $2,000 for construction management and inspection.

BUDGET AND FINANCIAL IMPACT:

This project will be funded through existing CIP fund 503-390-89130 that has a balance exceeding $157,5000
The City’s proposed award is in the amount of $141,300.00.

Contingency Funds are recommended in the amount of $14,200 (10%) for unexpected project delays and scope changes, and are within the current CIP budget. Inspection will be completed in-house by the Public Works Director. A $2,000 construction management and inspection budget is recommended for incidental costs related to building permits and inspections, as well as a final inspection walkthrough by the design engineer.

A breakdown of the complete construction cost is as follows:

Services Total Project Costs
Construction Contract 141,300
Contingency 10% 14,200
Construction Management & Inspection 2,000
TOTALS $157,500
50 RECOMMENDATION:

Staff recommend the City Council adopt the proposed Resolution and award a construction contract to F. Loduca Co. and authorize the City Manager to negotiate and execute the construction contract as outlined in this staff report.

TITLE: A RESOLUTION OF THE CITY COUNCIL OF THE CITY

OF GREENFIELD SUPPLEMENTALLY APPROPRIATING
$52,000 IN THE FY23-24 ANNUAL BUDGET FOR THE

PURCHASE AND INSTALLATION OF SECURITY AND
SAFETY IMPROVEMENTS (PHASE 1) TO CITY PARKS
PURPOSE:

The purpose of this item is to make a budget adjustment that will fund the addition of lights, cameras, and other safety improvements to citywide parks (Phase 1).

BACKGROUND:

City staff have researched potential improvements that can be made to various parks and open spaces throughout the city to increase park security and safety.

Through interdepartmental coordination of the City Manager’s Office, the Recreation Department, the Police Department and the Public Works Department, we have determined that approaching the security/safety issue should be phased in so as not to overwhelm current staffing, and at the same time, address security/safety issues in our parks.

During our discussions, we determined that (1) a phased approach would address the most pressing problems first, and (2) the multi-departmental approach would ensure that any proposed solution would address the widest scope of issues possible.

City Council Memorandum 599 El Camino Real Greenfield CA 93937 831-674-5591 www.ci.greenfield.ca.us
54 Recently, we have found our parks to be the victims of much abuse, including vandalism (to both playground equipment and restrooms), graffiti, public urination, littering, and the potential for unsafe pedestrian traffic, if lighting is not adequate. All of these issues discourage the use of our parks by at least some segments of our community, and that is a problem.

To address these security concerns, the group identified, what we feel is, the most effective and efficient path forward.

We have identified Vintage Park (3rd. Street), Parkside Park (btwn. Parkside and Hutchinson), Greenfield Community Park (3rd and Apple), 5th Street Park (5th and Maple) and the property next to Hicks Park (ECR and Palm), which will be the new location of the Tom Rogers Museum and the Greenfield Visitors Center, as the most consistently abused and the most vulnerable parks to start.

We have determined that the best way to address the abuses is two-pronged: increase the lighting available in the park space and to monitor the park activity with cameras.

Our program includes the following:

Vintage Park – install 2-4 lights, oriented toward the walking paths, along with 2 cameras that could monitor activities parkwide.

Parkside Park – install 2 lights and 2 cameras, with the same intent.

Greenfield Community Park – install 2 cameras.
5th Street Park – install bollards to keep vehicles from driving on to grass. The problem here is that the current fence keeps getting vandalized. The bollards will still allow pedestrian traffic but will block vehicles from entering. This would eliminate the fencing problems.

Tom Rogers Museum and Greenfield Visitors Center – the building for the Museum and Center is expected to be delivered in mid-November. We would like to install 2 cameras to monitor the area, especially after the building arrives, so that we can deter graffiti and vandalism.

The cost of the 4-6 solar lights, the 6 cameras, motion sensors (on cameras and lights), bollards and installation is expected to be in the range of $52,000.

The cameras will be coordinated with the existing citywide surveillance camera system and be monitored by the Police Department.

As an aside, the safety portion of this initiative is already underway. It is the replacement of woodchips in all city parks beneath the playground equipment. This has already been budgeted for.
