COMMENTS FROM CITY COUNCIL
Councilmember Tipton stated that he had people approach him regarding how long Walnut Avenue would be partially blocked off due to the EAH housing project as well as people stating that there was a sewer smell coming from the project site. He stated that he would like an update on the Marriott development. He announced the Halloween housing contest. idea. She also stated that she put someone in touch with Fabiola regarding mental health services for Greenfield.

He stated that if the Act was passed, it would force cuts with fire, police, infrastructures, parks, libraries, affordable housing, etc. He stated that the City needed a new system for water leaks because what was happening now was not working and the City needed to do a better job.

Mayor Pro-tem Rodriguez asked if this was phase 1 and how long would it take to complete. City Manager Wood stated that the delivery of the lights would determine how long it would take to complete and that the installation of the lights or cameras would not take long.
Councilmember Ortiz stated that she had talked to people and they were glad that the chips were replaced at the parks and that getting the cameras/lights would help with safety issues. 34 MEMORANDUM: October 16, 2023
AGENDA DATE: October 24, 2023
TO: Mayor and City Council
FROM: Jamie Tugel, Public Works Director
TITLE: A RESOLUTION TO SUPPLEMENTALLY APPROPRIATE
PUBLIC WORKS CAPITAL IMPROVEMENT PROJECT
(CIP) BUDGET FOR NEW WASTEWATER TREATMENT
PLANT (WWTP) DESIGN FROM FY 22/23 TO FY 23/24,
FOR A TOTAL AMOUNT OF $4,636,393.96
BACKGROUND
On June 27, 2023, the City Council approved a budget for fiscal year 2023-2024. The approval of the budget did not account for New Wastewater Treatment Plant (WWTP) Design budget that would continue into the next fiscal year.
Even though we have a budget in place for this year, adjustments need to be made periodically.
In order to keep the design project on track, staff is requesting to supplementally appropriate the Capital Improvement Project budget funds that were not expended in FY 22/23 to FY 23/24.
DISCUSSION
The table below indicates the CIP budget staff is requesting the supplemental appropriation for.
The supplemental appropriation below moves the funding that was not completely expended in the last fiscal year to this fiscal year. For this particular CIP, these funds will be expended over the next two to three years, and ultimately reimbursed by the State Water Board through a grant funding agreement for construction of the new WWTP.

TOTAL $4,636,383.96
BUDGET AND FINANCIAL IMPACT
The above supplemental appropriation of the CIP budget for the New WWTP Design from FY 22/23 was designated and budgeted to be used for this specific project and has no fiscal impact on the City. This is merely movement of specifically programmed funding from one fiscal year to another. Once the City and the State Water Board have an executed funding agreement in place, these funds will be reimbursed to the City.
PROPOSED MOTION
I MOVE TO ADOPT RESOLUTION # 2023-132, A RESOLUTION OF THE CITY

WHEREAS, planning and project execution is not an exact practice and adjustments need to be made periodically; and
WHEREAS, departments such as the City’s Public Work’s Department may not always able to meet the planned timelines for project execution; and WHEREAS, in order to keep the design project on track, staff is requesting supplementary appropriate the CIP budget funds not expended in Fiscal Year 2022/2023 to Fiscal Year 2023/2024, as outlined in the staff report.

Three bids were received on October 12, 2023. The bid was evaluated for completeness and responsiveness. The bids were analyzed to determine if the bids were responsive. It has been determined by the City Engineer and Public Works Director that the Bid is responsive and pricing is acceptable and appropriate.
The bids received and the bid amounts were as follows:
1. F. Loduca Co ....................................................................................... $35,095.00
2. Monterey Peninsula Engineering............................................................$35,660.00
3. Kraemer Engineering ..............................................................................$35,888.00 Staff reviewed the bids for conformity with the requirements of the bid documents. Based on that review, it was determined that F. Loduca Co. was the lowest responsible bidder.
F. Loduca Co. is a General Engineering Contractor based in Stockton, CA. The firm has considerable custom sign construction experience. F. BACKGROUND
AT&T's "Bridge to Possibility" campaign addresses the nationwide challenge of the digital divide. Committed to investing $2 billion from 2021 to 2023, AT&T seeks not only to provide digital access but to demonstrate its transformative potential in daily lives. This commitment extends to partnerships with various entities, including states, municipalities, Tribal governments, and nonprofits, ensuring comprehensive connectivity solutions.
With this initiative in view, the Greenfield Community Science Workshop (Greenfield CSW) successfully applied and was awarded a grant of $25,000 from AT&T. The funding will be used to optimize learning spaces offered by the Greenfield CSW and Greenfield’s Recreation Department. Specifically, the grant will be used to:
A. Upgrade the Recreation Department's homework center, which is open four days a week and provides support for students across various subjects. This grant will make it possible for the Recreation Department to purchase at least twelve new laptops, as well as hardware and software essential for completing daily homework assignments.
B. Provide Greenfield CSW with proper technology to run programs efficiently. This will include equipment such as laptops, tablets, digital microscopes, multimeters, etc.
This grant will make it possible for City programs to build properly equipped learning spaces that cater to the specific needs of our program and students. Such spaces:
