• Additional Survey and Utility Investigation: During the preparation of the BODR, the location of all the existing facilities was determined based on as-built information. An investigation to locate the existing effluent pipeline between the existing WWTP and the Aerated Ponds is recommended to support the design, as conflicting as-built information was found, and the actual location could not be determined. This pipeline will need to be located to allow for design coordination.

Praxis Land Surveying will update the topographic survey that they provided for the project with the result of their utility locating investigation. Praxis will also expand the topographic survey to include Walnut Ave from the WWTP to Thorp Ave to support the Walnut Avenue Extension (see below).
• Chemical and Electrical Building: The original agreement included a total of two buildings to house the main electrical adjacent the proposed packaged MBR locations, operations, administration, maintenance, and storage. The proposed plan is now to move the packaged MBR and provide the Administration/Operations Building and the Maintenance/Storage Building near the main site access location. It is recommended in the BODR that an additional building be included in the project to house the main power service adjacent to the MBR and the chemical storage facility.
• Expanded Headworks Facility: The original agreement assumed that the headworks would consist of a parshall flume for influent flow monitoring and duplex coarse bar screens with washer compactors sized to individually meet the peak flow condition. The BODR has expanded the headworks design to also include a vortex grit chamber for automated grit removal. The system includes a below grade structure for the vortex grit equipment with overflow weir, bypass channel, separate grit classifier and a grit pump. A Fats, Oils and Grease (FOG) removal system is also recommended in the BODR. The system includes a FOG skimmer trough located in the grit chamber, collection sump, FOG pumps, and a small rotary screen for dewatering of the FOG. The scope of work includes the addition of these facilities.
• Influent and Plant Drain Pump Station Structural Design: The original agreement included design for the influent pump station. It was assumed that a pre-cast wet well would be utilized. Based on the BODR, the recommended pump cannot fit inside a pre-cast wet well since this type of well is limited to a 10’ diameter. The structural design for a cast-inplace structure that was not in the original agreement is included, taking into account the structural design effort related to a pre-cast wet well design. The structural design for the Plant Drain Pump Station was not included in the original agreement and is thus added to the project.
• Updated Fine Screening Approach: The BODR recommends a centralized fine screening facility approach instead of a decentralized separate fine screen for each of the four MBR process trains as was included in the original agreement. With the decentralized approach, the MBR Vendor designs and supplies the fine screens and incorporates this process into the MBR procurement package. With the centralized screening facility, the bidding documents will include the full design for the screening facility. The approach outlined in the BODR includes a completely redundant system with a total of two screens, reducing the overall long-term maintenance of the fine screening facility, and promotes competition between screening manufacturers during bidding of the project. A MBR splitter box design is also added to the project and included in this facility. 174

• 3W System: A 3W system was not included in the original agreement. This system will add a pressurized water system to the WWTP using MBR permeate as the water source. This system will be connected to all the process equipment that requires spray water, and to various locations throughout the plant where utility water for wash down is desired. It will include a 3W pump station, hydro-pneumatic tank, and distribution system. The 3W pump station wet well will share a wall with the effluent pump station wet well. The scope of work includes the additional effort for the 3W system, taking into account the effort included in the original agreement for the Effluent Pump Station structural design. • Effluent Pump Station System Modifications: The original agreement included a slab on grade for an effluent pump station skid. In the BODR, an alternative approach was recommended that includes a below grade water retaining structure. The structural design for this facility that was not in the original agreement is included. The scope of work includes the difference between the design of the below grade system recommended for the WWTP and the submersible pump system. The main differences in these approaches in terms of design for of the below grade structural design, and open channel flow hydraulics. The 3W Pump Station and Effluent Pump Station wet well have been incorporated into one structure to save on cost and space.
• Walnut Avenue Extension: The Project will require new utilities to be constructed in Walnut Avenue between the existing developed area of the City and the WWTP. These new utilities include extending 1) the existing City potable water distribution system, and 2) a new power feed, and 3) a proposed recycled water distribution main down Walnut Avenue between the WWTP site and Second Street. This proposal includes the design of these facilities and a new paved access road from the intersection of Walnut Avenue and Second Street to the northeast of the WWTP site. Paving Walnut Avenue in this area will help accommodate an increased volume of traffic and facilitate construction and long-term access to the WWTP.

Additionally, the paved road will facilitate access to the new utilities to be located in Walnut Avenue. The additional work will include stormwater management. • UV Disinfection System Modifications: The original agreement included a slab on grade for a packaged UV system. In the BODR, an alternative approach was recommended that includes a below grade water retaining structure and locating the UV system in a channel with two trains. The structural design for this facility that was not in the original agreement is included. The scope of work includes the difference between the design of the open channel low pressure system recommended for the WWTP and the closed vessel medium pressure system. The main differences in these approaches in terms of design is the additional of the below grade structural design, open channel flow hydraulics, and removal of the break tank and potential recirculation system.
• Recycled Water System: A recycled water distribution system was not included the original agreement. This system will allow for distribution of recycled water to the farms in the immediate vicinity of the WWTP. Facilities include a pump station, 12-inch recycled water distribution system extending from the Effluent Storage Ponds to Espinoza Road, then running around the northeast and southeast perimeter of the WWTP to Walnut Avenue, then extending west on Walnut Avenue to Second Street, and metered service connections. The total length of this distribution system is approximately 5,150 LF. To implement this system and Title 22 Engineers Report is also required, as well as permitting of the project through the Statewide General Order.

Deliverables
• Topographic and boundary mapping in AutoCAD/Civil 3D format including Civil 3d points, surface file, and all line work flattened to a zero elevation incorporated into the existing topographical survey.
• PDF of topographic mapping printable to scale.

Assumptions and Exclusions
• Project is subject to prevailing wage rates.
• Notify on-site, and surrounding, owners and tenants of our work and presence and arrange access for survey crew.
• The County will provide access to any locked facilities. • Construction observation, construction staking, subsurface utility research and mapping, topographic or utility mapping, hazardous substance identification and mapping, engineering design, permits, bonds, plan preparation, specifications, agency processing, boundary determination (including setting monuments and filing maps), and all other services not specifically listed in the above scope, are not included in this proposal.

Outside fees such as outside consultant’s fees, engineering fees, title report fees, agency fees, and any other fees not specified in this proposal are not included.
• HydroScience in coordination with the County will determine the anticipated traffic index of the road based on the anticipated largest vehicle to access site and annual average daily traffic (AADT) provided by the County.

Walnut Avenue Geotechnical Investigation: To explore the subsurface conditions, we propose to drill up to seven borings within the roadway alignment.

The borings will be drilled to a maximum depth of 5 feet below the existing ground surfaces, as subsurface conditions dictate and allow, and will be drilled with either a G-Tech GT-8 drill rig equipped with 6-inch hollow stem auger or a Simco EP200 rig equipped with 4-inch outside diameter solid stem auger, with both rigs equipped with an automatic trip hammer for sampling. During the 179

course of drilling, various soil samples will be obtained using ring-lined barrel samplers (ASTM D 3550, with shoe similar to D 2937). Bulk samples will be secured from the auger cuttings. Soils will be classified and logged in general accordance with the Unified Soil Classification System (ASTM D 2488). Copies of the boring logs will be included in the report. The borings will be backfilled with on-site material. Due to the limited vehicle traffic in the investigation area, we assume an encroachment permit and traffic control plans will not be required; however, we will provide cones delineating our work area.

Soil samples obtained from the borings will be tested in the laboratory to determine various engineering properties such as unit bulk moisture and density, maximum density and optimum moisture content, and R-value. The final numbers and types of tests to be performed will be determined by a Registered Professional Engineer, based upon the subsurface conditions encountered.

The field and laboratory data will be reviewed by a Registered Professional Engineer and evaluated with respect to development of geotechnical criteria for the project. The following items will be addressed in a brief letter:
• Site description, field and laboratory investigation
• Soil and groundwater conditions encountered
• Preparation of the project area prior to construction • Grading and backfill criteria, including overexcavations and remedial subgrade preparation (if any)
• HMA and PCC pavement section recommendations
• Drainage around improvements
• Observation and testing
The recommendations will not address issues in the domain of the contractor such as, but not limited to, site safety, subsidence of the site due to compaction, loss of volume due to stripping of the site, shrinkage of soils during compaction, excavatability, shoring, temporary slope angles, construction means and methods, etc. Testing of the soil for radioisotopes, lead or mold potential, asbestos (either naturally occurring or in man-made products), hydrocarbons, toxic substances, or other chemical properties are all beyond the scope of the proposed geotechnical investigation. Ancillary structures such as temporary access roads, fences, signage, and nonstructural fills are also not within our proposed work scope.

The road will be designed per the Geotechnical Investigation and to the agreed upon traffic index. It is anticipated that road width will be approximately 20-24 ft with two lanes and include a 2 ft shoulder. Storm drainage will be collected in culverts or ditches that span both sides of the road.

The utility plan will include a new potable water main, recycled water main with service laterals to the adjacent farmers, a dry utilities joint trench and storm drainage culvert crossing at all driveways. The existing sanitary sewer system will remain with potential adjustments to the rim elevations of the manholes. A new sanitary sewer connection to 180

the new WWTP is also included in the design. A total of 6 utility plan and profile sheets are anticipated for the Walnut Avenue extension, and up to 1 additional utility plan and profile to show the installation of the potable water main between the intersection at 2nd Street to the intersection of Thorp Avenue within the existing roadway.

8. UV Disinfection System Modifications: The proposed low-pressure system will include a new below grade water retaining structure. The structural design for the 8 ft x 30 ft x various depths channel for UV equipment will be added to the project. The design for the UV Disinfection Equipment is similar in effort as the originally proposed system and the design for the UV Disinfection System Filtrate Break Tank, and Recirculation Pump Station is replaced by the open channel flow hydraulic design of the facility.

9. Recycled Water System Design: The recycled water system design includes the recycled water pump station, disinfection system, onsite recycled water force main, recycled water hydraulic modelling and recycled water metering service connection. The proposed pump station uses self-priming non-clog pumps to pump recycled water from the existing ponds, floating suction, liner upgrades for installation of the floating suction, concrete slab on grade. An automatic self-cleaning filter will be evaluated during design.

The disinfection system will be installed within a prefabricated enclosure and include a dosing system, chlorine residual analyzers, and chemical storage and containment. Up to two sheets to show the plan, section and details have been added to the plan sheets along with specifications for the floating suction, self-priming non-clog pumps, and automatic self-cleaning filter.

The recycled water pump station and distribution system will be modelled using InfoWater by Innovyze. System demand estimates for both average and peak conditions will be added to the model. The model will be used to generate system curves to aid in pump selection. In addition, selected pump characteristics including pump curves and design points can be incorporated into the model to analyze system hydraulics.

Deliverables
• 50%, 90% and 100% Plans, Specifications and Estimate of Probable Construction Costs as indicated in the original agreement with the additional facilities included. • Draft and Final Technical Memorandum to summarize the results of the 3W and RW system hydraulic modelling, in pdf format.

Exhibit “B” – Utility Locate Scope of Work & Equipment

SCOPE OF WORK
Underground Utility: We understand the scope of work on this project is to search for underground utilities in the areas defined by the client up to 6.3 acres for the area indicated in red and up to 1,645 linear feet indicated in pink. Without proper access to the line indicated in pink in the images shown in Exhibit “A”, GPRS may not be able to effectively locate the line. We will attempt to trace any utilities for which structures are visible from the work area. Utilities will be marked on the surface using paint, pin flags, or other appropriate means. The client will be responsible for providing drawings or notifying GPRS of any utilities entering the work area for which there are no apparent surface features or structures visible from the work area. To avoid additional charges, the areas should be laid out, marked, and cleared of obstructions before our arrival. Please visit www.simspec.org for an overview of our industry-leading best practices that will be applied to this project.

EQUIPMENT
Underground Scanning GPR Antenna. This GPR Antenna uses frequencies ranging from 250 MHz to 450 MHz and is mounted in a stroller frame that rolls over the surface. Data is displayed on a screen and marked in the field in real-time. The surface needs to be reasonably smooth and unobstructed to obtain readable scans.

Obstructions such as curbs, landscaping, and vegetation will limit the efficacy of GPR. The total effective scan depth can be as much as 8’ or more with this antenna but can vary widely depending on the soil conditions and composition. Some soil types, such as clay, may limit maximum depths to 3’ or less. As depth increases, targets must be larger to be detected, and non-metallic targets can be challenging to locate. The depths provided should always be treated as estimates as their accuracy can be affected by multiple factors. For more information, please visit: Link
Electromagnetic Pipe Locator. This receiver can passively detect the signals from live AC power or radio signals traveling along some conductive utilities. Operators can connect a transmitter directly to accessible metallic pipes, risers, or tracer wires to generate a current at a specific frequency. The receiver can then detect the resulting signal along the pipe or tracer wire. Various factors may impact this device’s effectiveness, including (but not limited to) access to the utility, conductivity, grounding, and interference from other utilities.

The depths provided should always be treated as estimates as their accuracy can be affected by multiple factors. For more information, please visit: Link
Traceable Rodder. The rodder consists of a copper wire encased in fiberglass. This device is pushed through a pipe with direct access, such as a sewer line at a cleanout or a storm drain catch basin. Operators then induce a current on the wire and trace the signal from the surface. The maximum traceable depth is 10’ depending on the soil conditions, and the maximum distance is 200’. Inserting the rodder into deeper pipes within manholes may not be feasible depending on site conditions. GPRS will not access electrical conduits.

The signal is not detectable through metallic pipes. For more information, please visit: Link Robotic Crawler Camera. This modular, 6-wheel robotic video pipe inspection camera (crawler) is capable of 0° turns and equipped with varying wheel treads and sizes to adapt to most pipe applications. The crawler is typically used to inspect and locate pipes that are 8" in diameter and greater. The crawler is controlled by an operator at the surface using a remote control that allows for video to be viewed live during collection so observations can be made and noted as the crawler travels through the pipe. This camera is equipped with a 512 Hz sonde behind the camera head that can be located from above ground and provide the approximate depth to the pipe for pipes up to 10' deep. The locatable signal from the sonde does not pass through metal pipes or solid metal barriers except for cast-iron. Access through a structure such as a manhole, catch basin, etc. or an open pipe within arm's reach is required for inspection service and locating. When inserted, the camera can be directed through the pipe to a maximum of 1000'. For large diameter pipe applications (24" and above) the crawler can be coupled with the carriage that allows for larger and more rugged wheels to be attached and a lift that raises the camera head up to 18" allowing for the camera to be centered in the pipe for lines up to 36" in diameter. If the project requires entry into confined spaces to gain access to the subject piping, this will need to be coordinated by the client and a permit obtained if required. Video and photos of the interior of pipes can be provided along with inspection reports. Inspection reports are available upon request prior to execution of field work. MEMORANDUM: March 8, 2024
AGENDA DATE: March 12, 2024
TO: Mayor and City Council
FROM: Paul Wood, City Manager
TITLE: A RESOLUTION OF THE CITY COUNCIL OF THE CITY

OF GREENFIELD TO SUPPLEMENTALLY
APPROPRIATE $227,900 FOR FY 2023-2024 FOR PUBLIC

WORKS EXPENDITURES
PURPOSE:

The purpose of this item is to make budget adjustments in the Public Works department that were either unexpected at the original budget adoption or that were subsequent requests by City staff or Council.

In most cities, at the midpoint of the fiscal year, the Finance Department reviews current spending to best forecast how the remainder of the fiscal year will look. Many times, this will include supplemental appropriations and revenue forecast adjustments. For us, this year is no exception.

BACKGROUND:

The Public Works Department staff has reviewed their funds and accounts and have determined that supplemental appropriations are needed for the below listed accounts. There are short explanations to the right of each amount.
100-320-65100 $6,000 Purchase next set of 38 downtown flags 100-550-64300 $30,000 Water Utility
100-550-65100 $1,200 completion of dog waste stations at remaining parks 503-335-64100 $58,000 electricity
503-333-64100 $3,000 electricity
City Council Memorandum 599 El Camino Real Greenfield CA 93937 831-674-5591 www.ci.greenfield.ca.us

100-111-65900 $4,000 building maintenance – Civic Center 100-320-65700 $1,000 streets supplies
100-550-65200 $1,500 uniforms
100-550-64100 $20,000 electricity
Total $227,900
A few of these items are for unforeseen additions (electricity is one where PG&E raised their rates during the year and we are having shortfalls in all departments for electricity. In this request, the additional appropriations total $81,000 for electricity. There are two items that further “mid-year” City Council requests (1) the downtown ECR banners, we are requesting to fund the purchase of the next 38 banners for Memorial Day, Veterans Day and 4th of July, as well as appropriations for the purchase of dog waste stations for the remainder of the parks that do not currently have them.

The “Water Utility” item is to pay ourselves for water usage at city parks and landscaping.

These appropriations will be funded by both the Water Fund and the General Fund.
