DATE: March 28, 2024
AGENDA DATE: April 9, 2024
TO: Mayor and City Council
PREPARED BY: Paul Mugan, Community Development Director TITLE: SECOND READING AND ADOPTION OF AN ORDINANCE
PREZONING OF THE TUNZI-THORP ANNEXATION AREA
(APNs: 109-232-006 AND 109-232-007) TO SINGLE
FAMILY RESIDENTIAL (R-L)
BACKGROUND
On March 26, 2024, the City Council voted 4-0 to introduce an ordinance to pre-zone the Tunzi-Thorp Annexation Area to Single Family Residential (R-L). Ordinance No. 570 is now ready for adoption. This action by the City Council followed a duly-noticed public hearing on the proposed pre-zoning.
The Tunzi-Thorp Annexation Area includes two Assessor Parcel Numbers: APNs 109- 232-006 and 109-232-007. An annexation application for the Tunzi-Thorp Annexation Area has been previously authorized, and City staff is preparing updated application materials needed by Monterey County LAFCO staff to schedule the annexation hearing before the LAFCO Board. The adoption of the pre-zoning ordinance will establish the site’s zoning upon recordation of the requested annexation. The owner of the Tunzi property is the Greenfield Unified School District, and the owner of the Thorp property is the City of Greenfield, which plans to develop a City Recreation Center on the property.
ENVIRONMENTAL REVIEW PURSUANT TO CEQA
On November 25, 2008, via Resolution 2008-103, the City Council adopted the 2008 Initial Study/Mitigated Negative Declaration (IS/MND) for the Villages project, which covered the entire City block between Apple and Walnut Avenues and 12th and 13th Streets. The current Tunzi-Thorp annexation area is a portion of the project site analyzed in the 2008 IS/MND. The City prepared a supplemental MND for the TunziThorp property for the development of the Arroyo Seco Academy in 2016, and then an addendum to the 2016 Greenfield School District/Thorp Annexation Addendum 21 Environmental Report (AER) in March 2017. Finally, on October 12, 2021, the City Council adopted an addendum to the previously-certified AER to account for the development of the City Recreational Center on the Thorp portion of the annexation area.
The October 2021 addendum AER serves as the adequate environmental review under CEQA for the associated annexation of the Tunzi-Thorp annexation area, as the annexation and associated pre-zoning and property tax sharing agreement would not result in any new environmental impacts. The school use on the Tunzi property is an existing use, and the City Recreation Center’s environmental impacts were adequately evaluated in the 2021 addendum AER.
RECOMMENDATION
Staff recommends that the City Council adopt the attached ordinance, which would prezone the Tunzi-Thorp Annexation Area to Single Family Residential (R-L).
RECOMMENDED MOTION
1) I MOVE TO ADOPT ORDINANCE NO. 570, AN ORDINANCE OF THE CITY
COUNCIL OF THE CITY OF GREENFIELD PRE-ZONING THE TUNZI-THORP ANNEXATION AREA TO SINGLE FAMILY RESIDENTIAL (R-L).
