areas and large vehicles were parking near the corners blocking the sidewalks and the wheelchair ramps. He announced that the air show was this weekend and there would be a lot of traffic in the Salinas area. He reminded everyone not to drink and drive and stated that there was an accident where the vehicle was going over 100 miles per hour and the driver and an unhoused person were killed. He stated that the hot weather was coming and asked that everyone keep an eye on their kids, seniors and pets. He asked if the City Council could get an update on the EAH housing project and requested that they be given a tour of the units.

Councilmember Martinez stated that she wanted to address that at the last meeting and this meeting there were two Councilmembers that didn’t want to excuse another member’s absence and stated that reality happens. She stated that there were a lot of folks asking why she did not seek re-election and this was one of the reasons why; because it was really hard to work with certain folks that continue to feel like this was a child’s game and not understand that there was life outside of the Council. She stated that she had been focusing on herself and her family because that was her priority. She stated that next month was Breast Cancer Awareness Month and asked that everyone get checked. She congratulated the Greenfield Youth Group, Future Leaders of Change, for being recognized by many unions up and down the County, She stated that they were recognized for the activism and for co-sponsoring a bill that was currently at the Governor’s desk. She thanked Centro Bi-nactional and Dr. Martinez for an amazing conference this past Saturday where she was able to be on a panel, with other elected officials, just to make sure that everyone understood the needs in our community when it came to housing, wages and lack of programs especially for the indigenous community. She suggested that Mayor White meet with Dr. Martinez on a regular basis to discuss these types of matters. She announced that there was going to be an immigration rights planning meeting on October 11th in Watsonville.

Councilmember Ortiz stated that the new store at the Chevron was opened and that Jamba Juice and Chester Chicken would be opening soon and were hiring. She stated that at Patriot Park there were events being held there and they were leaving alcohol containers all over the park. She stated that she thought there was no alcohol allowed at city parks and asked if these events were sanctioned or did if they needed permits. She thanked Public Works Director Tugel for the update on MST. She stated that she saw a social media post from City of Gonzales regarding the Hometown Home Heros banners that explained their process and stated that Greenfield needed to move forward on this. She announced that the first meeting for the Day of Thanks event would be on Thursday at 5 p.m. in the Chambers.

Mayor Pro-tem Rodriguez asked if there was a motion to excuse her from the meeting. Mayor White stated that there was a motion; however, it was a 2 to 2 vote. She stated that she was hopeful that if she had called she would have been excused. She stated that she does work in Salinas and there was a lot of traffic on her way to the meeting and that was why she was late. She encouraged everyone to attend the Music in the Park events and stated that she was a bit disappointed because the attendance was lower than the last event. She requested a MST presentation for the October 22nd meeting and for City Manager Wood to get the Council re-cap on social media.

Mayor White announced that the Harvest Festival this year would be a two-day event, October 19th and 20th and there was a free tire recycling event at the landfills in September. 30 A PROCLAMATION OF THE CITY COUNCIL OF THE CITY OF GREENFIELD PROCLAIMING OCTOBER 2024

AS NATIONAL BREAST CANCER AWARENESS MONTH
During National Breast Cancer Awareness Month, our Nation honors the courage and strength of the over 3.4 million Americans who are battling this terrible disease and remembers loved ones whose lives have been affected by breast cancer. In memory of those we have lost, we pledge never to waver from our ongoing search for effective and innovative medical advancements to treat and prevent this disease.

In the United States, more than 268,000 women and approximately 2,600 men are diagnosed with breast cancer annually. While deaths from breast cancer have declined over time, it remains the second most common form of cancer and the second leading cause of cancer death overall among American women, with a staggering 41,000 lives lost each year. For this reason, the City Council urges our fellow residents and Americans, especially those who have a family history or may be at increased risk, to consult with their healthcare providers about the individual likelihood of developing breast cancer. Early detection and regular screening mammograms, followed by timely treatment upon diagnosis, can significantly improve a patient’s chance of survival.

This month, and throughout the year, the Greenfield City Council join together in support of our fellow residents and Americans diagnosed with breast cancer, those who are in remission, and those who have lost loved ones to this disease. We also commend the skilled medical professionals and dedicated researchers who provide quality treatment and care to women and men across our country. As one Nation, we will continue to strive for a future in which every American may enjoy a long, healthy life free from the threat of cancer.

NOW, THEREFORE, I, ROBERT WHITE, Mayor of the City of Greenfield and the City Council do hereby proclaim October 2024 as National Breast Cancer Awareness Month
IN WITNESS WHEREOF, I have hereunto set my hand this 8th day of October 2024. __________________________

MEMORANDUM: 10/01/2024
AGENDA DATE: 10/08/2024
TO: Mayor and City Council
FROM: Guillermo Mixer, Chief of Police
TITLE: A RESOLUTION OF THE CITY COUNCIL OF THE

CITY OF GREENFIELD TO ENTER INTO A

MEMORANDUM OF UNDERSTANDING BETWEEN

THE CITY OF GREENFIELD AND THE COUNTY OF

MONTEREY TO IMPLEMENT THE GREENFIELD

SITE PROJECT RADIO TOWER

BACKGROUND
In 2023, the Greenfield Police Department submitted a proposal to Senator Anna Caballero’s Office for funding to design and construct a radio tower to increase the reliability of emergency communications for public safety services in Greenfield and the surrounding area. The City was notified it was awarded $1,000,000, and on May 28th, 2024, the City Council accepted and appropriated the funding for the Greenfield Communications Radio Tower/Greenfield Site Project.

Numerous cities, fire districts and other organizations, including the Greenfield Police Department and Fire Depart, are parties to County of Monterey Next Generation Radio Network (NGEN) system. NGEN is comprised of land mobile radio technology that provides county-wide radio coverage using supplemental and overlapping P25 digital trunked and analog conventional systems.

The County is in the process of upgrading the NGEN Core system with third-party vendor L3Harris, and staff has determined that by implementing both projects concurrently under a single scope of service with L3Harris, the savings to the City are substantial, at approximately $225,000 for the Greenfield Site Project.

DISCUSSION
Staff requests the City to enter into a Memorandum of Understanding (MOU) with the County of Monterey to define respective obligations related to the coordination and implementation of the NGEN Core Upgrade and the City of Greenfield Site Project (GSP).

The activities, processes, and efforts under the MOU are meant to • Define the scope of the NGEN Core Upgrade – GSP Joint Project. 133
• Direct the County to enter into an agreement with L3Harri to complete the Joint Project.
• Apportion the costs of the project between the parties and establish a protocol for invoices and payments.
• Establish a mechanism for the resolution of disputes between the parties.

The MOU has been reviewed by Greenfield’s City Attorney and County Counsel, and after several revisions it was finalized. See attached MOU.

BUDGET AND FINANCIAL IMPACT
There is no financial impact, as the expenditure the City makes will come from the state funding that was already allocated. The account used is designated Radio Tower 390- 390-89750.

TITLE: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF

GREENFIELD AWARDING A PROFESSIONAL SERVICES

AGREEMENT TO CALIFORNIA STRATEGIES, LLC IN AN
AMOUNT NOT TO EXCEED $90,000
BACKGROUND:

The City of Greenfield has worked very hard rehabilitating and improving its wastewater treatment plant over the past few years. After hiring a consultant to determine the City’s best path forward related to the treatment plant, and subsequent advisory talks with a multitude of wastewater experts and the CA State and Regional Water Boards, the City concluded that the best path forward would be to construct a multi-modular MBR plant that would be expandable, as well as provide a smaller footprint and recycled water in a relatively affordable format.

With the anticipated funding coming from the State of CA, the City embarked on the first steps in the normal course of any large project: environmental analysis and design. To date, the environmental analysis and 90% of the plant design has been completed. The cost of these two phases is in the range of $5M - $6M.

The entire project has always been expected to be funded (via reimbursement of the environmental and design phases, and additional grant funding for the construction) by the State of CA. The entire cost of the project is expected to be in the range of $70M - $90M.

Recently, the City has received word that the State of CA, due to budget constraints, would not be able to fund the project to any significant degree. We feel this is unfair and is unworkable.

City Council Memorandum
599 El Camino Real Greenfield CA 93927 (831) 674-5591

141
The City of Greenfield has been a model citizen for the State of California in a variety of ways:
• Providing housing in all categories required by RHNA, a state mandated program, for all years, including the next cycle (the next 6 years),
• Providing new, forward-thinking programs for our youth and young adults (youth council, internships)
• Providing excellent public safety services (community-oriented policing, school resource officers, training with and beside federal, state and regional agencies that increase the arrest rates and potential conviction rates for local crime, absorbing a financially stressed fire district and making and improving services and staff training) • Providing far-reaching senior citizen programs in conjunction with other regional nonprofits to enhance the life experience of our seniors (monthly lunches which are free to participants, technology classes, etc.)
• Increased recreation programs sponsored by the City, as well as partnerships with existing sports leagues
All this while being what is classified as a “disadvantaged community.” One of the issues that the mandated housing causes is additional pressure on existing infrastructure.

It isn’t fair that the State mandates all kinds of housing without assisting its disadvantaged communities in expanding its infrastructure to handle the growth the increase in housing is causing.

The purpose of this agreement is to engage professionals that will be able to use their expertise in talking with policymakers to spread the Greenfield story related to the wastewater treatment plant and how necessary it is that the State of California reconsider its funding priorities.

BUDGET AND FINANCIAL IMPACT:

The budget impact of this agreement is expected to be no more than $90,000, or 6 months’ worth of activity. It will be funded by the sewer fund, but there also might be payments made from the water fund.
