He reminded everyone not to wear dark clothing at night and that stop signs and traffic lights were not optional. He stated that there were commercial vehicles being parked in the residential area as well as cars blocking sidewalks and corner cuts for the wheelchair ramps.
He also would like an update on the interim parking pilot program. He asked regarding the animal control and the complaints regarding dogs running loose. He asked that people keep watch on the elderly, kids and pets during the hot weather. He announced that there would be a community flu clinic in Gonzales free to the public. He said he was glad that the police log was back online.
Councilmember Martinez thanked Chief Mixer for answering all her questions and suggested that there be a restorative justice workshop so that the public and school staff was aware of their services.

TITLE: CONSIDERATION OF A RESOLUTION ESTABLISHING PLANNING
COMMISSIONER COMPENSATION
BACKGROUND AND DISCUSSION
At a recent City Council meeting, Councilmember Ortiz asked that the City of Greenfield (“City”) consider increasing Planning Commissioner compensation. Currently, Planning Commissioners are paid fifty dollars ($50.00) per month if they attend the monthly Planning Commission meeting. This compensation was established in June 2005 and has not increased since.
City staff surveyed other local jurisdictions of approximately the same size as the City and found that they pay their Planning Commissioners the following amounts:
City Planning Commissioner Pay
Gonzales $50.00 per meeting (must be at meeting to
receive stipend).
Soledad $150.00 per meeting.
Marian Do not pay commissioners.
King City Do not pay commissioners.
Because the City’s Planning Commissioner compensation is more than two local jurisdictions and only less than one local jurisdiction, City staff recommends that the City Planning Commissioner compensation remain the same.

TITLE: CONSIDERATION OF A RESOLUTION ESTABLISHING THE
POSITION OF COMMUNITY AND ECONOMIC DEVELOPMENT
DIRECTOR, AND TO SUPPLEMENTALLY APPROPRIATE
FUNDS TO PAY FOR THE POSITION THROUGH THE
REMAINDER OF FISCAL YEAR 2024-2025
BACKGROUND:
Currently, the City of Greenfield employs a Community Development Director, and this position is currently held by Paul Mugan. Currently the development of the City’s economic efforts is the responsibility of the Community Development Director.
In established smaller cities, there are relatively fewer opportunities to expand economic assets, and the model of having the Community Development Director handle the relatively smaller task of economic development is very common.
Greenfield used to be one of these smaller cities. It no longer is. With the establishment of the cannabis industry, the development of the Walnut Avenue Specific Plan, and the focus on the remodeling of the El Camino Real corridor, Greenfield is in growth mode and is looking to substantially increase the amount of economic activity over the next few years. Anyone who has acquainted themselves with Mr. Mugan’s periodic project analyses is aware that in both community development (residential building) and economic development (business growth), Greenfield is a current regional leader in overall community growth.
City Council Memorandum
599 El Camino Real Greenfield CA 93937 831-6745591
www.ci.greenfield.ca.us
59 In a more active community, an economic development director develops and spearheads the implementation of economic development programs in a city. It is their responsibility to perform market research and analysis, developing strategies to help the city in building positive relationships with businesses and potential economic partners. Moreover, as an economic development director, they are also responsible for managing and directing staff, encouraging them to reach project goals while implementing policies and standards.
Economic Development Director Job Duties and Responsibilities • Promote economic growth and development in the local community • Collaborate with local businesses and organizations to attract new businesses • Work with existing businesses to expand and enhance their operations • Seek out and secure grants and financing opportunities to support economic development • Provide research and analysis on economic trends and opportunities in the region • Serve as a liaison between government agencies and local businesses • Develop marketing and branding strategies to attract investors and talent to the community
• Create and implement workforce development initiatives to support job growth • Work to improve infrastructure and transportation systems to support economic growth • Regularly measure and evaluate the success of economic development efforts.
The job of a community development director is to manage and direct the management and planning initiatives for a community or city organization. Their duties include collaborating with community partners in developing strategies to improve the community, architectural and economic initiatives, monitoring budgets for department initiatives, and participating in business development efforts. As a community development director, it is their responsibility to develop and maintain the community development department's short- and long-term developmental goals.
Nearly every community in America touts its ‘great quality of life.’ For a community to be economically viable, it must make a concerted effort to work on both community development and economic development. They are interdependent and reinforce each other. It is important to recognize that economic development and community development are not the same.
Community development is a process for making a community a better place to live and work.
Economic development is purely and simply the creation of wealth from which many community benefits result. While important to creating a vibrant economy, community development does not factor in important business fundamentals necessary for the successful, sustained operation of businesses. Communities still must make a basic business case to desirable prospective employers.
Focus of Community Development
• Process of making the community a better place to live and work (quality of life) • Focuses on the public sector (rule, regulations and enforcement) and residential community members
60 Focus of Economic Development
• Process for creating wealth, from which many community benefits are created (as a secondary effect)
• Focuses on private sector
The City Council recognizes this and that is why its prioritized strategic plan has placed the development of the local economy as its second most important initiative, right behind public safety.
Along with better organizing future efforts by drawing a definitive line between community development and economic development, so that staff’s efforts can be better focused on these two different areas of growth, the intent of this item is to also recognize Mr. Mugan for his past work in directing the community development and economic development of the City of Greenfield and to memorialize his leadership in these areas.
BUDGET AND FINANCIAL IMPACT:
Staff has summarized various local agency salary ranges for these positions in the following table.
It shows that Greenfield is not competitive, based on salary with this group.
Title Greenfield King City Pacific Grove Soledad Salinas MoCo ED CD Director x x x x (combined) x
ED Director x (combined) x (separate)
Range - Low 129,001.60 145,829.22 149,385.60 150,454.68 153,212.80 167,939.20 Range - High 169,873.60 195,425.10 200,179.20 179,419.92 195,540.80 229,236.80 City staff proposes that we move Step 1 salary (the low of the range) to the average of the four other cities, and then proceed with our standard 4% per step increase for the next 7 steps in the range.
This would result in a salary range of $149,720 - $197,021 over 8 steps.
I propose to start Mr. Mugan at step 6, which would require a supplemental appropriation of $12,300.

TITLE: COUNCILMEMBER VACANCY DISCUSSION
BACKGROUND AND DISCUSSION
The City of Greenfield (“City”) City Council has been waiting for a writ from the Monterey County Superior Court to declare the September 12, 2023, District 1 City Council seat appointment of Drew Tipton to be null and void. As of the printing of this agenda, the City has not received such writ. However, on October 15, 2024, the City Clerk received a letter of resignation from Mr. Tipton, effective immediately. As such, the District 1 City Council seat is now vacant. Despite the current vacancy, the District 1 term is scheduled to end in 2024.
Government Code section 36512, subdivision (b) addresses vacancies of elected officers.
Pursuant to section 36512, a vacancy must be filled by the City Council and can be done in the following ways: (1) appointment by the City Council within sixty (60) days of the commencement of the vacancy; or (2) calling a special election within sixty (60) days of the vacancy to fill the vacancy.
The 2024 general election is scheduled to be held on November 5, 2024, and there are two (2) candidates running to fill the District 1 seat; so, upon finalization of the election results, the current District 1 vacancy will be filled. There is, therefore, no need for the City Council to make an appointment or call a special election because the vacancy will be filled less than sixty (60) days after the vacancy occurred.

3) SUPPLEMENTALLY APPROPRIATE $73,094.64 TO THE CIP

BACKGROUND AND ANALYSIS
Walnut Avenue is a primary conduit for pedestrian and bicycle traffic. The volume of pedestrian use on Walnut Avenue will likely increase as the Vines Commercial Center continues to develop, and new housing development is built. This project includes the construction of sidewalk and ADA accessible ramps along the north side Walnut Avenue from El Camino Real to Third Street. The project also includes the signing and striping of a designated bikeway between 3rd Street and 12th Street.
The Transportation Agency for Monterey County has awarded $590,000 in competitive Regional Surface Transportation Program (RSTP) funds to the City of Greenfield for the partial funding of the proposed Walnut Avenue Pedestrian and Bikeway Improvements project. The balance of the project costs is to be funded by the City.
The City Council, on June 12, 2024, approved a project in the CIP Budget to complete these improvements in the current fiscal year.
City Council Memorandum 599 El Camino Real Greenfield CA 93937 831-674-5591 www.ci.greenfield.ca.us
64 The project was publicly noticed and an Invitation to Bid was issued in September 2024. Five bids were received on Thursday, October 3, 2024 at 3:00 pm. The bids received, and the bid amounts were as follows:
Bidder Base Bid Comments
1 Anderson Pacific Engineering
Construction
$1,034,166.00 Apparent Low Bidder
2 Monterey Peninsula Engineering $1,067,794.50
3 Granite Rock $1,072,955.00
4 Granite Construction $1,146,922.20
Staff reviewed each of the bids for conformity with the requirements of the bid documents. Based on that review, it was determined that Anderson Pacific Engineering Construction was the lowest responsible bidder.
Anderson Pacific Engineering Construction is a General Engineering Contractor with offices in Santa Clara County. The firm has considerable General and Street Improvement construction experience. It holds “A” general contractor license, which requires specialized engineering knowledge and skill in areas including pavement repair, sidewalks, curb & gutter, and other public infrastructure work. They have successfully performed work in the Central Coast region.
The awarded grant funds can be applied to construction costs. All other costs, including additional construction contract costs, project management, and construction inspection, are to be paid from Traffic Impact Fees. Contract CM & Inspection are expected to be under $72,000. This work is to be under construction for 90 working days (approx. 4.5 months.) These expenses will be paid from the same funding sources as the construction contract effort.
This project includes pedestrian improvements on the US101/Walnut Ave Interchange, which has been permitted with the Caltrans District 5 Permit Office. The permit expenses are expected to be approximately $25,000.
FINANCIAL AND BUDGET IMPACT
This Grant provides construction funding. Design, survey, permitting, and construction management costs are the responsibility of the City. The City’s costs beyond the RSTP grant are proposed to be used from the Traffic Impact Fees and remaining budget from the 12th Street drainage and pedestrian improvements project. The proposed budget is summarized below:

The City’s proposed award is in the total amount of $1,034,166 to Anderson Pacific Engineering Construction. The lowest responsible bidder and bid amount is within the available construction budget proposed above.
A proposed contingency budget of approximately 8%, or $82,500 (rounded) is recommended for unexpected project delays and scope changes. Caltrans Permit Costs are estimated in the amount of $25,000, and Construction Management and inspection fees not to exceed $72,000.
