A RESOLUTION OF THE CITY COUNCIL OF THE CITY

OF GREENFIELD AUTHORIZING THE CITY MANAGER

TO ENTER INTO A MEMORANDUM OF

UNDERSTANDING WITH THE COUTY OF MONTEREY

REGARDING THE INSTALLATION OF FLOCK SAFETY

CAMERAS WITHIN THE COUNTY OF MONTEREY

RIGHT-OF-WAY

BACKGROUND
To improve the city’s ability to monitor and deter criminal activity, staff are proposing an expansion of the city’s existing surveillance camera network. This initiative aims to cover high-traffic corridors and key locations that serve as entry and exit points to and from Greenfield. By capturing critical data on vehicles and individuals moving in and out of the city, the expanded system will significantly enhance investigative capabilities and response times.

ANALYSIS
Placing Flock cameras at strategic locations along city boundaries and major access points will provide real-time data that can assist in identifying suspects, vehicles, and patterns of criminal activity. However, to ensure optimal placement and jurisdictional cooperation, the City must enter an MOU with the County. This agreement will allow for the placement and maintenance of city-owned cameras on county property where necessary.

Benefits include:
• Enhanced Crime Deterrence: Increased visibility and coverage will discourage criminal activity.
32 2
• Improved Investigations: Camera footage will assist law enforcement in identifying suspects, identifying vehicles, and gathering evidence. • Regional Cooperation: The partnership with the County will foster collaboration and improve safety across jurisdictional boundaries.

FISCAL IMPACT
Funds from the current city camera budget will be used to expand the Flock cameras, so there will be no impact on the budget. As future expansion continues, then at that time requests for budget modifications will be made.
