TITLE: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GREENFIELD FOR THE SUPPLEMENTAL APPROPRIATION
OF FUNDS IN FY 2024-2025 IN THE AMOUNT OF $3,550 TO
COVER GREENFIELD YOUTH COUNCIL RELATED COSTS.
BACKGROUND:
The City of Greenfield Youth Council was awarded a $10,000 subgrant from the Hartnell College Foundation. The purpose of the subgrant is to provide stipends and/or incentives for youth leaders participating in the Asset Mapping Project, and to further support youth civic engagement and leadership development efforts in the community.
The asset mapping project places a particular focus on middle and high school youth, specifically addressing their interests in career exploration and readiness, workforce development, and long-term economic mobility. In addition to leadership stipends, the subgrant may be used to sustain regional efforts such as the South County Youth Summit, community service-learning projects, and youth-led policy advocacy initiatives.
This supplemental appropriation will allow staff to utilize $3,550 of the awarded funds during FY 24-25 to cover eligible expenses that align with the stated goals of the subgrant.
These expenses directly support the objectives of the S.O.A.R. (Student Opportunity and Achievement Rising) Ambassadors – Asset Mapping pilot and contribute to broader efforts to cultivate meaningful youth engagement and development opportunities in Greenfield.
BUDGET AND FINANCIAL IMPACT:
39 There will be no financial impact as these are grant funds.

General Plan Implementation 2024 Annual Progress Report
BACKGROUND AND ANALYSIS
California Government Code Section California 65400(a)(2) requires each municipality to file an annual report addressing the status of the General Plan and progress made toward implementing its goals and policies. The annual progress report (APR) must be submitted to the Governor’s Office of Planning and Research (OPR) and the Housing and Community Development Department (HCD). The General Plan Implementation APR provides a means to document the City’s progress on goals and objectives in the General Plan, as well as any specific programs or projects identified in the General Plan. Although a primary measure of the City’s progress towards General Plan goals and objectives is the City’s housing production, progress on Housing Element implementation is presented in a separate APR and submitted to the State HCD. The City of Greenfield separately submitted the Housing Element APR, and this was received by HCD staff. This General Plan Implementation APR report will briefly note the RHNA progress but then focus on other components of the City’s General Plan.
SUMMARY
The General Plan APR is an opportunity to highlight how land-use decisions relate to the adopted goals, policies, and implementation measures of the General Plan.
There is no standardized format for the preparation of the annual report. Each jurisdiction is allowed to determine what locally relevant issues are important to include in the annual report. The City of Greenfield’s General Plan Implementation APR has four main components: General Plan Amendments and Annexations, Housing Production, 47 CITY OF GREENFIELD GENERAL PLAN IMPLEMENTATION
2024 ANNUAL PROGRESS REPORT
Commercial Projects and Economic Development, and Infrastructure Improvements and Public Services. A summary of progress in these four categories is provided below. This report will also include planning application activity and building application activity.
General Plan Amendments and Annexations
The City did not approve a General Plan Amendment (GPA) in 2024. In 2024, the City received approval from LAFCO for a 20-acre annexation on the northwest corner of Apple Avenue and 12th Street. The city acquired two parcels including the Arroyo Seco Academy and Community Center parcel through annexation in 2024. The K-6 Arroyo Seco Academy parcel consists of one nine-acre parcel and the Community Center parcel is approximately nine-acres. This annexation provided immediate clarity to jurisdictional issues attaching to the Arroyo Seco Academy school and allows forward movement development of the City’s new Community Center.
Housing Production
In the midst of the 6th Regional Housing Needs Allocation Cycle, the Housing Element Draft has been passed back to HCD several times for approval during the 2024 calendar year. Additionally, to control overcrowding in buildings not up to code or in danger of being a nuisance a rental registration ordinance was enacted.
For the 2024 calendar year, the City completed 84 units comprising of single-family detached, two to four units per structure, five units per structure, and permitted nineteen accessory dwelling units. The Avila Farmworker Housing providing 112-units among seven buildings was completed and received a certificate of occupancy. Phase II of the Magnolia Senior Apartments including a two-story building with 32 units was completed.
In addition, the following planning projects received discretionary approval and, or are undergoing construction:
• Walnut Place Apartments – a three-phase apartment development of 143 lowincome units across nine buildings. • EAH Greenfield Commons – a two-phase development of 222 low-income housing units on 10.97 acres.
Additionally, the following planning projects received approval in 2024:
• Apple Avenue Self Help Housing – 36 single-family dwelling units for lowincome residents. • Las Vinas Development– Las Vinas residential subdivision Vesting Tentative Map for 182-unit single family development.
• Extension of Mira Monte – an extension of the Vesting Tentative Map for 151- market rate units for single family parcels on 28.08 acres. • 717 Oak Avenue – a variance for setbacks and parking requirements and Design Review for construction and remodel of a single-family residence and ADU.
The percentage of Greenfield RHNA numbers met as of December 31, 2024, for the 6th cycle as declared in the Housing APR filed be the City are as follows for each income category:

Douglas Pike, P.E. City Engineer
TITLE: A RESOLUTION ACCEPTING MAGNOLIA SR. APARTMENTS
PHASE II PUBLIC IMPROVEMENTS, WHICH INCLUDE
STREETS, STREET LIGHTS, SIDEWALKS, STORM DRAINS,
AND ASSOCIATED PARKWAY LANDSCAPING
BACKGROUND
The Magnolia Sr. Apartments Phase II project was approved as a development by Planning Commission on April 4, 2022 by Planning Commission Resolution No. 2022-01. The developer, TPC Housing has subsequently constructed public improvements as shown on the approved permit plans and in accordance with approved Civil and Public Improvement Permit Plans. A Development Bond was approved and accepted by the City for these improvements. At the request of the City, the developer annexed this subdivision to the Streets and Storm Drain Maintenance Assessment District No. 3, and Lighting and Landscaping Maintenance Assessment District No. 3. The subdivision has successfully completed the Proposition 218 compliant vote and is now part of these special districts.
ACCEPTANCE OF PUBLIC IMPROVEMENTS
The Magnolia Sr. Apartments Phase II project includes the following new 12th Street improvements including pavement, curb, gutter and sidewalk, streetlights, signage and striping:
1. ½ street width + 10’ pavement the full length of the project frontage.
2. Sidewalks, curb, gutter and driveways along the full length of the project frontage with associated landscaping.
3. Installation of two streetlights in front of Phase II. 53 4. Storm drain improvements extending from their frontage to the approximate center of the Phase I project to the south, storm drain basin with associated parkway landscaping.
The City Engineer has inspected all improvements and is satisfied that they have been completed in a professional manner and are in excellent condition. TPC Housing has posted a Bond that will be released by the City Engineer in conjunction with this acceptance. A warrantee bond will be required that protects the City in the event that a flaw or failure is identified in the first year following acceptance.
All public improvements will be accepted for maintenance by the City and funded through Special maintenance Assessment District No, 3 assessments.
BUDGET AND FINANCIAL IMPACT:
Currently, there are no budget or financial impacts associated with approval of this proposed Resolution. Future costs for maintenance of these public improvements will be borne by the Maintenance Assessment Districts. Staff and consultant costs in the completion of the acceptance of easements and improvements costs and fees are being borne by the developer.
REVIEWED AND RECOMMENDED:
Staff have reviewed, and the City Manager and Public Works Director recommend The City accept Magnolia Sr. Apartments Phase II project public improvements, which improvements include streets, sidewalks, storm drains, and associated parkway landscaping.

MEMORANDUM: 05/05/2025
AGENDA DATE: 05/13/2025
TO: Mayor and City Council
FROM: Guillermo Mixer, Director of Public Safety
TITLE: A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF GREENFIELD TO SUPPLEMENTALLY
APPROPRIATE FUNDS FOR THE FISCAL YEAR
2024/2025 IN THE AMOUNT OF $100,000 FOR THE
PURCHASE AND OUTFITTING OF A FIRE
DEPARTMENT COMMAND VEHICLE.
BACKGROUND
The Greenfield Fire Department currently has two command vehicles that are either at the end of their lifespan or unusable for department needs. The first, a 2014 Chevrolet Tahoe was purchased used in 2022 and has over 120,000 miles; the second, a 2023 Ford Explorer was purchased in 2023 but is not used due to its small size.
ANALYSIS
The command vehicle is a specialized vehicle used by fire departments to manage and coordinate emergency incidents. The command vehicle is equipped with multiple communications systems, a mobile command center, computers, and equipment storage.
In addition to facilitating incident command and multi-agency coordination, the command vehicle allows the fire captain to arrive on the scene quickly, assess the emergency, and direct the fire truck to a specific location to minimize response time.
The 2014 Chevrolet Tahoe currently used has reached the end of its life span for emergency duties and needs to be replaced. However, if used at a lower capacity, such as with the Community Service Officers (CSO), its useful life could be stretched out for several more years. Likewise, the 2023 Ford Explorer, while not suitable for a command vehicle, is a Police Interceptor with only 9,000 miles, and would immediately fill the need for a PD vehicle.
56 2
In addition, both CSO and PD have two Enterprise leased vehicles that are overdue to be returned to Enterprise. By purchasing the fire department, a new command vehicle and reallocating their two current vehicles to CSO and PD duties, all three departments benefit from the single purchase. While there would be a cost associated with the conversion to the other departments, it is small enough to be absorbed by the current budget of each department.
FISCAL IMPACT
Staff is requesting $100,000 to cover the purchase of the command vehicle, the upfitting, and the installation of necessary equipment. It is anticipated that unspent American Rescue Plan Act (ARPA) funds designated for public safety will be used for the purchase. Account number 380- 390-81540 will be used for the purchase. Also, staff is requesting, due to the end of the fiscal year, that unspent funds be transferred to fiscal year 2025/2026 to complete the purchase and upfitting.
PROPOSED MOTION
I MOVE TO ADOPT RESOLUTION #2025-40, A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF GREENFIELD TO SUPPLEMENTALLY APPROPRIATE FUNDS FOR THE FISCAL YEAR 2024/2025 IN THE AMOUNT OF $100,000 FOR THE PURCHASE AND OUTFITTING OF A FIRE DEPARTMENT COMMAND VEHICLE. 57 RESOLUTION NO. 2025-40
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GREENFIELD TO SUPPLEMENTALLY APPROPRIATE FUNDS
FOR THE FISCAL YEAR 2024/2025 IN THE AMOUNT OF $100,000
FOR THE PURCHASE AND OUTFITTING OF A FIRE
DEPARTMENT COMMAND VEHICLE
WHEREAS, The City of Greenfield City Council desires to purchase the Greenfield Fire Department a Command Vehicle; and
WHEREAS, the Fire Department Command Vehicle is an integral part of the public safety strategy of the Fire Department.
NOW, THEREFORE, BE IT RESOLVED, that the City of Greenfield City Council hereby supplementally appropriates funds in the Fiscal Year 2024/2025 and transferable to the 2025/2026 Budget in the amount of $100,000 to fund the purchase of the Fire Department Command Vehicle.
