May 27, 2025
37 WWTP Facts
• The Greenfield WWTP has worked diligently with the State of CA to update/upgrade our facility over the last 5 years.
• The plant continues to deteriorate over time and as we grow. • The CC adopted the WWTP Master Plan in 2021 that included:
• Evaluating an innovative new scalable plant model using membrane bioreactor technology that will provide cleaner effluent and the potential of recycled water (vs. the more traditional solution of an oxidation ditch), all on a smaller footprint and at a smaller cost
38 WWTP Facts
• The state of CA initially recognized that this solution could be used as a template to be replicated in many communities around the state • The state of CA informed us that they could fund the project (initially, $50M-$60M)
• The City then moved forward to get the project “shovel-ready” (at a cost to the City of approximately $4M.
• The state of CA then came back and informed us that they did not have the money available to pay for the construction (now, $80M- $98M)
39 WWTP Facts
• Currently, the state only has $15M grant available
• City staff moved forward and applied for $15M grant
• City representatives (including Mayor White) traveled to Sacramento to plead our case to (1) State Department of Finance, (2) Senator Laird, and (3) Assemblymember Rivas
• To lobby for the city to obtain Climate Bill funding
• Now expected to take until August-October timeframe to figure out if we get any money • During the time (Jan-April), the WWTP has had a failure in one of the rapid infiltration basins (repaired) that caused a minor spill. 40 WWTP Facts
• Staff working hard to make things work
• Belt press implementation
• Spray field implementation and expansion
• Aeration and re-circulation
• BUT, major projects still coming on-line:
• Greenfield Commons (Phase I)
• Walnut Terrace (Phases II & III)
• This is bumping us up beyond (newly revised) capacity 41 WWTP Facts
• We are trying to fulfill our mandated housing requirements, at the same time as making sure our existing wastewater system is still functional, but it is increasingly more difficult
• New plan:
• Since the state of CA is providing minimal funding (hopefully), we have to supplement that funding with our own funding
• This will take the form, most likely, of low-interest loans from the state of CA • How do we fund the loan? Within the Wastewater Fund, the only type of recurring revenue is user fees. We will have to raise our rates (again, since we just did this last year) enough to cover the interest and principal on the lowinterest state loans. 42 WWTP Facts
• When we did the rate study last year, we were still under the impression that the state of CA would be paying for our new plant. Now that they have “uncommitted themselves,” we have to re-study what rates should be to be able to pay the debt service on the new plant.
• In order to assist with the rate increase, we believe that we can build the new plant in 2 phases
• The first phase will expand our treatment capacity to ~1.6M gallons per day • The second phase will expand our treatment capacity to ~2.0M gallons per day • More details re: new rate study at either the June 10 or June 24 City Council meeting

CITY OF GREENFIELD
BUDGET CALENDAR FOR FISCAL YEAR 2025-2026
44 MEMORANDUM: May 22, 2025

TITLE: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GREENFIELD ACCEPTING A $408,163 GRANT FROM LOCAL

AGENCY TECHNICAL ASSISTANCE (LATA) AND APPROVING

A SUPPLEMENTAL APPROPRIATION IN THE AMOUNT OF
$408,163 TO GOLDEN STATE CONNECT AUTHORITY (GSCA)

FOR FIBER OPTIC NETWORK LOW-LEVEL DESIGN
BACKGROUND:

Work has been successfully completed under all 37 Local Agency Technical Assistance (LATA) grants managed by Golden State Connect Authority (GSCA) for 30 of their member counties and 7 cities (including Greenfield).

The final deliverables for each grant, which include construction-ready network designs and approved permit packages for approximately 40 miles of initial project areas within each awardee's jurisdiction, have been submitted. With this significant milestone achieved, GSCA is proceeding with seeking reimbursements for completed work and associated consulting expenses, paving the way to officially close out these grants.

LATA – Reimbursement Process
Work under these grants done by Tilson and UTOPIA Fiber has been done via Agreements with GSCA. As invoices have become due, GSCA paid them on our behalf for the first part of work done under the final Work Product (#3 - low level design). The South Salinas Valley Broadband Authority (SSVBA) has given GSCA the authority to use up to $7 million to cash flow this work.

The combined amount of all of Work Product #3 is approaching $16 million. What this means is City Council Memorandum
599 El Camino Real Greenfield CA 93927 (831) 674-5591
www.ci.greenfield.ca.us
45 that GSCA will stage reimbursement submittals on a rolling basis as reimbursements make it through the entire process (from submittal to CPUC approval, CPUC check to awardee, and finally from awardee (each of the cities and counties in the program) to GSCA). This payment is one of the rolling reimbursements. The City of Greenfield is assisting in turning these checks around, once we receive CPUC reimbursement and make payment to GSCA.

BUDGET AND FINANCIAL IMPACT:

This event will have no fiscal impact since we will be recognizing equal revenue (grant) and expenditure of $408,163.

I MOVE TO APPROVE RESOLUTION 2025-42, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GREENFIELD ACCEPTING A $408,163 GRANT FROM
