62 MEMORANDUM: July 3, 2025
AGENDA DATE: July 8, 2025
TO: Mayor and City Council
FROM: Jamie Tugel, Public Works Director
TITLE: DISCUSSION OF A POTENTIAL BUILDING
MORATORIUM DUE TO WASTEWATER
TREATMENT PLANT CAPACITY ISSUES
Purpose: This staff report evaluates the pros and cons of implementing a building moratorium in the City of Greenfield due to capacity constraints at the Greenfield Wastewater Treatment Plant (WWTP). It also addresses the negative impacts of such a moratorium, particularly in relation to the State of California’s Regional Housing Needs Allocation (RHNA) mandates and potential effects on economic development.
Background: The Greenfield WWTP, located on Walnut Avenue currently operates at approximately 1.2 million gallons per day (MGD) with a permitted capacity of 1.2 million gallons per day (MGD). The facility has approval to expand to 2.0 MGD, but current infrastructure and operational constraints limit its ability to accommodate projected development and growth. The City’s wastewater system serves residential, commercial, and light industrial users in Greenfield. The WWTP is regulated by the Central Coast Regional Water Quality Control Board under Waste Discharge Requirements (WDR) Order Number R3-202024-0067.
Recent growth in Greenfield, driven by its location in the Salinas Valley and increasing demand for housing and commercial development, has raised concerns about the WWTP’s ability to handle future wastewater flows. The State’s RHNA mandates require Greenfield to plan for 1,090 housing units in the 2023-2031 cycle to meet regional housing needs, particularly for lowand moderate-income households. A building moratorium is being considered as a potential City Council Memorandum
599 El Camino Real Greenfield CA 93927 (831) 674-5591
www.ci.greenfield.ca.us
63 measure to manage wastewater capacity until improvements are completed, but such a decision carries significant implications.
Pros of a Building Moratorium
Protection of Public Health and Environment
A moratorium would prevent overloading the WWTP, reducing the risk of discharging treated wastewater to areas other than authorized disposal areas per the City’s waste discharge permit.
Unauthorized discharge or overflow of treated wastewater could lead to environmental contamination and violations of the Waste Discharge Permit, and potentially significant financial impacts to the City.
Ensuring compliance with water quality standards protects local groundwater resources, critical in the Salinas Valley, where agriculture relies heavily on sustainable water management.
Preservation of WWTP Infrastructure
Limiting new connections would reduce strain on aging infrastructure, extending the operational life of existing systems until upgrades are implemented. The proposed WWTP improvement project includes a new Membrane BioReactor (MBR) treatment system and a recycled water pump station for distribution of recycled water to nearby agricultural farming operations,. The new WWTP will be able to handle future wastewater flows.
Limiting new connections will help prevent costly emergency repairs and potential notice of violations and/or fines from regulatory agencies like the Central Coast Regional Water Quality Control Board.
Time for Strategic Planning
A moratorium provides time to complete the WWTP Improvement Project, which aims to improve treatment, increase capacity, and reduce reliance on groundwater disposal through enhanced recycled water production.
It allows the City to align infrastructure upgrades with long-term growth plans, ensuring sustainable development that meets regulatory and community needs.
Equitable Resource Management
Temporarily halting new development ensures existing residents and businesses are not disproportionately impacted by capacity-related service disruptions, such as an illicit discharge or overflow or sewage.
64 Cons of a Building Moratorium
Conflict with RHNA Mandates
A moratorium would hinder Greenfield’s ability to meet its RHNA obligation of 1,090 housing units by 2031. Failure to comply could result in state penalties, including loss of funding or legal action from housing advocacy groups. The California Department of Housing and Community Development (HCD) closely monitors RHNA compliance, and a moratorium could be seen as a barrier to addressing housing shortages.
Delays in housing development disproportionately affect low- and moderate-income households, exacerbating affordability issues in Monterey County, where median home prices are among the highest in California.
Economic Development Impacts
Halting new construction stifles economic growth by limiting opportunities for commercial and industrial development. Greenfield’s strategic location in the Salinas Valley makes it attractive for agribusiness and related industries, but a moratorium could deter investment and job creation.
Local businesses, such as construction firms and suppliers, would face revenue losses, potentially leading to layoffs or reduced economic activity.
Community and Developer Backlash
A moratorium could lead to frustration among developers with pending projects, potentially resulting in legal challenges or strained relations with the City. Community members awaiting housing or commercial projects may perceive the City as obstructing progress.
Public perception of stalled growth could harm Greenfield’s reputation as a business-friendly community, deterring future investment.
Potential Revenue Loss
Reduced development activity would decrease permit fees, impact fees, property taxes, and other revenue streams tied to new construction. This could strain the City’s budget, particularly for funding other infrastructure projects.
Delays in development may also reduce future sales tax revenue from new commercial establishments, impacting long-term fiscal health.
65 Negative Impacts of a Moratorium in Relation to RHNA and Economic Development
RHNA Compliance Challenges
The RHNA mandate requires Greenfield to facilitate housing development across income levels, with a focus on affordable units. A moratorium would delay or prevent the construction of these units, risking non-compliance with state law. HCD could impose sanctions, such as withholding Community Development Block Grants or transportation funding, which are critical for infrastructure projects.
Failure to meet RHNA goals could also trigger lawsuits from housing advocates, as seen in other California cities, increasing legal costs and public scrutiny.
Economic Development Setbacks
Greenfield’s economy relies on growth in agriculture, light industry, and residential development. A moratorium could discourage developers from pursuing projects, pushing investment to neighboring cities like Salinas or King City.
The WWTP’s current capacity constraints limit the City’s ability to attract large-scale commercial or industrial projects, which often require significant wastewater processing.
A moratorium could delay job creation, particularly in construction and related sectors, impacting local employment rates and economic vitality.
Long-Term Growth Constraints
Prolonged delays in addressing WWTP capacity could create a backlog of development projects, slowing Greenfield’s growth trajectory and limiting its ability to compete in the regional economy.
The perception of infrastructure limitations may deter businesses seeking reliable utilities, further hampering economic diversification.

Interim Capacity Solutions
Utilize temporary treatment solutions, such as modular treatment units, to bridge the gap until permanent upgrades are complete.
Enhance water conservation programs to reduce influent wastewater strength.
Recommendation: Staff recommends the following:
• Implementing a full building moratorium currently due to its lack of capacity at the WWTP. The City currently has 90% construction plans for the new WWTP and is awaiting review our SRF grant/loan application by the State Department of Financial Assistance.
• Directing staff to draft an Interim Capacity Management Plan (ICMP) that include tasks such as placing water conservation measures into effect, escalate the implementation of the FOG program, proactively enforce unauthorized connections to the system, and adopting flow-offset programs.
• WWTP improvements, and interim capacity solutions. These strategies would allow Greenfield to manage wastewater capacity while continuing to meet state housing mandates and support economic growth. Staff proposes the following actions:
Engage Stakeholders: Hold public workshops to discuss capacity constraints and proposed solutions, ensuring transparency and community support.
Conclusion:
The City of Greenfield faces a critical juncture: balancing development demand with aging infrastructure. A temporary building moratorium offers a prudent and legal mechanism to pause 67 growth while the City addresses the WWTP capacity limitations. Staff recommends that Council direct preparation of a draft urgency ordinance for further review and public input.
Staff is prepared to provide additional analysis or initiate recommended actions at the Council’s direction.

Dear Paul Wood:
CITY OF GREENFIELD WASTEWATER TREATMENT PLANT – LETTER OF
SUPPORT FOR RESTRICTING NEW WASTEWATER CONNECTIONS
The Central Coast Regional Water Quality Control Board (Central Coast Water Board) understands that the City of Greenfield (Greenfield) City Council is considering implementing a building moratorium at their July 22, 2025, council meeting. The Central Coast Water Board strongly supports Greenfield maintaining or reducing the volume of wastewater flow sent to the wastewater treatment plant until the planned upgrades are made and the plant has the capacity to dispose of additional flows. The existing wastewater treatment plant often cannot handle current flows, is frequently at or over capacity, and is currently discharging poor water quality. The lack of adequate wastewater capacity at the wastewater treatment plant has already resulted in offsite wastewater spills and puts Greenfield at risk of having more spills. Additional flows from new connections would exacerbate the current challenges at the wastewater treatment plant.
1. BACKGROUND
The treatment and disposal of wastewater from the wastewater treatment plant is regulated by the Central Coast Water Board. Greenfield is enrolled in General Waste Discharge Requirements Order R3-2020-0020 for Discharges from Domestic Wastewater Systems with Flows Greater than 100,000 Gallons Per Day (General Permit1). Greenfield is responsible for complying with the requirements of the General Permit. The wastewater treatment plant consists of primary treatment via a bar screen; clarifiers; a series of aerated ponds; and followed by additional treatment and disposal via percolation ponds. Treated wastewater is mainly disposed of in 26-acres of bermed infiltration basins.
1 A copy of the Notice of Applicability and Permit are available on GeoTracker under the “Site Maps/Documents” tab. https://geotracker.waterboards.ca.gov/profile_report?global_id=WDR100031387 69 Greenfield WWTP June 27, 2025
- 2 -
2. COMPLIANCE HISTORY
Greenfield has demonstrated significant noncompliance with their wastewater permit requirements for many years. The wastewater treatment plant was originally designed and permitted to treat 1.5 million gallons per day (MGD) average monthly wastewater flow. In October of 2024, the Central Coast Water Board reduced the permitted flow from 1.5 MGD to 1.2 MGD, because the wastewater treatment plant has repeatedly demonstrated it cannot handle higher flows. The existing disposal infrastructure often cannot handle current flows and is frequently at or over capacity. Wastewater effluent is not percolating effectively, leading to decreased disposal capacity at the wastewater treatment plant and creating risks for spills to unpermitted areas. The wastewater treatment plant had a monthly average flow of about 1.176 MGD during 2024. If new connections add flow to the wastewater treatment plant, Greenfield will be at risk of violating their permitted capacity. The wastewater treatment plant has demonstrated that it cannot adequately treat and dispose of the existing flow of 1.176 MGD and Greenfield has had to seek Central Coast Water Board approval to temporarily dispose of wastewater in emergency sprayfields so the wastewater treatment plant does not have a wastewater spill.
Over approximately the past year, there have been onsite and offsite spills outside the permitted disposal area, insufficient space in the ponds (lack of required freeboard), and ponded wastewater in the sprayfields2. In response to ongoing violations at the wastewater treatment plant, the Central Coast Water Board has issued several recent enforcement actions including:
• April 10, 2024, Notice of Violation for lack of capacity in the ponds, failing to meet required treatment levels, and impacting underlying groundwater. • October 15, 2024, Notice of Violation for lack of capacity in the ponds. • January 17, 2025, Notice of Violation for treated effluent spill to outside the permitted disposal area and onto a neighboring sod farm • April 28, 2025, Time Schedule Order3 requiring Greenfield to construct an upgraded wastewater treatment plant by 2030 to address ongoing violations.
Additionally, in May 2018, wastewater spilled through a levee toward the Salinas River resulting in a $172,115 liability from the Central Coast Water Board. 2 Greenfield’s General Permit prohibits the ponding of wastewater in the sprayfields because they are not designed as ponds. Wastewater must percolate to comply with the General Permit. The General Permit requires minimum freeboard levels in ponds to prevent overtopping and spills. 3 The Time Schedule Order can be viewed at:

70 Greenfield WWTP June 27, 2025
- 3 -
3. SUMMARY
Given the water quality concerns and history of noncompliance, the Central Coast Water Board does not support Greenfield allowing any new connections that would increase wastewater flows until significant wastewater treatment plant upgrades are completed. The Central Coast Water Board may consider increasing permitted wastewater flows in the future if system upgrades are made to improve water quality and increase disposal capacity. The Central Coast Water Board strongly supports Greenfield continuing efforts to actively secure grant funding for constructing an upgraded wastewater treatment plant as required by the Time Schedule Order.

Project Description
Project Description:
The Greenfield community is dealing with a serious public safety problem related to impaired driving.
Incidents of alcohol and drug-impaired driving are a major threat to motorists, pedestrians, and overall road safety. These incidents not only endanger lives but also put a strain on emergency services and police resources. It's clear that current measures are not enough to fully address this issue, so we need a proactive approach to reduce the risks associated with impaired driving.
The grant funding will be used to continue a comprehensive program aimed at preventing impaired driving in our community. This funding will help support increased DUI patrols by officers. These patrols will involve dedicating specific times when officers will actively look for and stop drivers who are under the influence of alcohol or drugs.
In addition, the funding will support public education campaigns about the dangers of impaired driving, responsible drinking, and the importance of using designated drivers or alternative transportation options.
The goal of this project is to significantly reduce alcohol and drug-impaired driving in the community, making the roads safer for everyone. By implementing increased patrols and public awareness efforts, we aim to deter impaired driving, prevent injuries and fatalities, and encourage responsible driving habits.
Ultimately, this program seeks to continue a visible and proactive approach to impaired driving, enhancing traffic safety and promoting a culture of responsible alcohol consumption and driving. This comprehensive strategy aligns with best practices in traffic safety and is expected to lead to positive outcomes in reducing impaired driving and improving public safety in Greenfield.
Problem Statement & Proposed Solution
Problem Statement:
The Greenfield Police Department provides public safety services for the City of Greenfield, which has a population of about 20,000. Greenfield is located in South Monterey County and is approximately 3 square miles. The city of Greenfield is surrounded by agricultural land and has two migrant camps that house migrant workers. The estimated population does not include the numerous seasonal workers that reside within the city during the harvesting season. A vast majority of residents within the city do not possess a valid driver’s license.
The City of Greenfield is a stopping point for m any travelers. Within the City of Greenfield, there is a pressing issue of impaired driving that poses a significant threat to public safety. Despite ongoing efforts to combat this problem, instances of impaired driving, combined with unlicensed drivers, continue to play a significant role in the cause of traffic accidents and traffic accidents with injuries. Driving without a license and under the influence of alcohol or drugs significantly heightens the risk of accidents and harm to other road users.
Greenfield police officers face the added responsibility of protecting public safety and preventing potential tragedies resulting from the reckless actions of unlicensed and impaired drivers.
In 2023, there were 17 reported traffic collisions with injuries; 2 were DUI related, 8 were vehicle vs. pedestrian, and 2 were vehicle vs. bicycle. In 2023, Greenfield Police Department Officer made 127 DUI arrests, 5 of those arrests were drug DUI arrests. In 2024, there were 164 traffic collisions, 18 reported traffic collisions with injuries; 21 were alcohol involved. In 2024, Officers made 133 DUI arrests. The City of Greenfield has approximately 70 residents on formal probation for DUI and we also have residents on informal probation for DUI.
90 Schedule A
Between 2022-2024, Officers issued more than 400 traffic citations for driving without a valid driver’s license.
Driving without a license and under the influence of alcohol or drugs significantly heightens the risk of accidents and harm to other road users. Officers have the added responsibility of protecting public safety and preventing potential tragedies resulting from the reckless actions of unlicensed and impaired drivers. These factors underscore the importance of proactive enforcement and targeted strategies to address impaired driving and unlicensed operation of vehicles.
While the Greenfield Police Department continues to make traffic enforcement and DUI enforcement a priority in our community, we have continued to see an increase in DUI arrests throughout our town. Speeding vehicles continue to be an issue within our city due to the number of vehicles that drive through the city.
Speeding and driving drunk poses a heightened risk to public safety, necessitating increased vigilance and enforcement efforts by law enforcement to protect road users and prevent potential tragedies. This places a strain on resources as law enforcement works to proactively address these safety concerns. Speeding and driving drunk impose greater demands on officers by increasing the risk of accidents, complicating investigations, and raising public safety concerns. These factors point out the importance of com prehensive traffic safety strategies and proactive enforcement efforts to address these high-risk behaviors.
Proposed Solution:
The Greenfield Police Department has a written policy which strictly prohibits Bias-Based Policing. This policy requires the Greenfield Police Department to report its stop data to the DOJ through the RIPA Data Portal.
This ensures that Greenfield Police Officers are enforcing the laws of the state equally based on the residential percentage across all nationalities within our city. According to census data that was collected most of the residents within the City of Greenfield are Hispanic and underprivileged. The Greenfield City Staff understands the difference between the letter of the law and the spirit of the law and utilizes their judgement when issuing citations. Protecting the residents and people who travel through the City of Greenfield for legitimate purposes is the Greenfield Police Department’s number one priority.
To address the problem of impaired driving in our community, the proposed solution is to continue saturation DUI saturation patrols, DUI/DL Checkpoints, public outreach events, collaborating with neighboring agencies, sending officers to specialized DUI training (DPREP- DUI Checkpoint Planning and Management, ARIDE Training and DRE Training.
The directed patrols will involve dedicating specific periods of time during which a heightened presence of officers will actively seek out and apprehend drivers who are under the influence of alcohol or drugs.
Saturation DUI patrols are an effective strategy for deterring impaired driving by increasing the visibility of law enforcement, conducting targeted enforcement, and sending a clear message that driving under the influence will not be tolerated. The patrols will not only focus on apprehending impaired drivers but also serve as a preventive measure, dissuading individuals from making the dangerous choice to drive while impaired.
By deploying officers for directed patrols, we aim to create a visible and proactive deterrent to impaired driving, thereby reducing the incidence of alcohol and drug-related crashes in our com m unity. During these patrols, more than one officer will be assigned to work in a targeted area to ensure a higher visibility to the com m unity. A more visible presence in these areas will also be achieved by inviting neighboring agencies facing similar issues to work with the Greenfield Police Department to make an impact on problem areas that affect the community. To combat the ongoing issue with impaired driving in its totality and assist in investigating these, the Greenfield Police Department will send officers to training courses that include specialized investigations such as ARIDE, DRE, and Sobriety and Driver License Checkpoint Training Officers will engage with local communities through educational programs, workshops, and presentations at schools, community centers, and public events. These initiatives can provide information about the effects of impaired driving, the legal consequences, and tips for preventing impaired driving incidents.
The proposed solution of saturation patrols and public outreach represents a comprehensive and proactive approach to address the critical need for reducing impaired driving incidents in our local comm unity. By implementing this strategy, we aim to enhance traffic safety, prevent injuries and fatalities, and promote responsible driving behavior, ultimately contributing to a safer and more secure environment for all community members.
91 Schedule A
Performance Measures/Scope of Work
The project goals are the following:
• Send two (2) law enforcement personnel to the NHTSA Advanced Roadside Impaired Driving Enforcement (ARIDE) during the first quarter of the grant. • Send four (4) law enforcement personnel to the Drug Recognition Expert (DRE) training during the second quarter of the grant.
• Conduct three (3) DUI/DL Checkpoints (Q2 = 1, Q3 = 1, Q4 = 1). Aim to reduce DUI/DUID by 20% in the community.
• Conduct twenty (20) DUI Saturation Patrol operations. (Q1 = 5, Q2 = 5, Q3 = 5, Q4 = 5) Aim to reduce DUI/DUID by 20%.
• Participate in six (6) highly visible collaborative DUI Saturation Patrol operations. (Q2 = 2, Q3 = 2, Q4 = 2)
• Send four (4) law enforcement personnel to DUI Checkpoint Planning and Management training during the first quarter of the grant.
• Participate in two (2) community collaboration and engagement activities to engage in conversations regarding the dangers of impaired driving to both share information and receive input from the community members. One community collaboration is to be conducted in Q2 and the second one in Q4. One of the events will be at an AA Meeting center here in town where an officer will give a presentation on the dangers and consequences of impaired driving during Q4. The officer will also hand out flyers with more information on impaired driving. The second event will be a booth during our annual Harvest Festival during Q2 with a focus on reaching out to community members and conversating about the dangers of DUls. This event will be similar to the first one with flyers also being given to the public.
• Send three (3) law enforcement personnel to IACP Impaired Driving & Traffic Safety Conference during Q1.
The Greenfield Police Department's goal is to reduce impaired driving incidents, including DUI related crashes, by 20% within the duration of the grant period through the implementation of targeted enforcement efforts, public awareness campaigns, and community engagement Project Performance Evaluation
Project Performance Evaluation
The method of evaluation will be to track the number of impaired driving incidents before, during, and after the implementation of the project to measure changes in the frequency of such incidents. Record the number of arrests made for impaired driving offenses to assess the impact of targeted enforcement efforts. Monitor the attendance and engagement levels at public awareness events and programs to gauge the reach and effectiveness of the campaigns. Measure the percentage of law enforcement officers receiving specialized training and the availability of resources such as breathalyzers and drug recognition experts.
The Greenfield Police Department will also conduct surveys and interviews with community members to gather qualitative feedback on their awareness of the dangers of impaired driving and their perceptions of law enforcement efforts.
The project personnel will provide regular updates to the Greenfield Police Department's administrative staff and officers on the progress of the project and the results of the evaluation. Project personnel will also encourage feedback and suggestions from internal stakeholders to continuously improve the project's effectiveness.
Greenfield Police personnel will also share project updates and results with external stakeholders, such as local government officials, community organizations, and the media, to demonstrate transparency and accountability. We will utilize social media, press releases, and community events to communicate the positive impacts of the project to the Greenfield community.
Greenfield Police will create comprehensive reports that summarize both quantitative and qualitative data, highlighting the project's achievements and any areas for improvement. Personnel will develop visual aids, such as infographics or charts, to present the data in an easily understandable format for stakeholders. 92 Schedule A
Personnel will also establish a schedule for sharing project updates and results with internal and external stakeholders, ensuring regular and consistent communication.
By implementing a method of evaluation and a thorough communication plan, the Greenfield Police Department will effectively demonstrate the project's positive impacts on the community to both internal and external stakeholders.
Program Sustainability
Program Sustainability
The plan for reducing reliance on future state funding will be to seek federal grants and other state/county grants to supplement this grant funding and create a more diverse funding base.
The plan to establish sustainability initiatives would be to develop fundraising campaigns and events aimed at engaging the community and raising awareness about impaired driving prevention while generating financial support.
To optimize exiting resources, the Greenfield Police Department will conduct a thorough assessment of current resources and identify opportunities to streamline operations, reduce costs, and improve efficiency without compromising the effectiveness of the project. Another way to optimize the existing resources would be to conduct collaborations with other law enforcement agencies, community organizations, and educational institutions to share resources and best practice.
To build community support, the Greenfield Police Department will engage in ongoing community outreach and education efforts to build support for the project, encouraging local businesses, organizations, and individuals to contribute through donations, sponsorships, or volunteer participation.
By implementing these strategies over the proposed timeframe (3-5 years), the project can gradually reduce reliance on future state funding while continuing efforts to address impaired driving. This approach will help ensure the sustainability and longevity of the project, even when state funding is not available or is significantly reduced.
Administrative Support
Administrative Support:
The Greenfield Police Department currently has 23 sworn full-time officers, and 4 non-sworn Community Service Officers. All employees of the Police Authority have completed an extensive background check and will be used to accomplish all the tasks planned. Non-sworn staff will be used during the setup process of the DUI/DL Checkpoints and assist in keeping statistics, filling out the towing paperwork, and radio communications. Officers from neighboring agencies will be invited to participate in staffing DUI/DL Checkpoint. Staff involved in the community outreach and youth education programs will be Greenfield Police Department employees who have had extensive backgrounds conducted before participating in the event.
Funds from the grant will provide training to officers in investigating and identifying DUI offenders and management of the grant funds will be conducted by sworn staff. Officers sent to instructor schools will be able to train future officers without the need to send them to outside agencies and locations. Currently, the Greenfield Police Department's Traffic Sergeant has attended Traffic Collision Investigations, DUI / SFST Course, DPREP training, ARIDE, Radar Operator, and LIDAR. More officers will be sent to DPREP training to accomplish the goal of conducting more DUI / DL Checkpoints. We have multiple officers who have received training on the Standard Field Sobriety Tests, ARIDE, and DPREP.

96 MEMORANDUM: July 3, 2025
AGENDA DATE: July 8, 2025
TO: Mayor and City Council
FROM: Jamie Tugel, Public Works Director
TITLE: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GREENFIELD EXTENDING A PROFESSIONAL SERVICES
AGREEMENT TO G AND C CONSULTING FOR UTILITY
INFRASTRUCTURE AND PUBLIC WORKS CONSULTING FOR
AN ADDITIONAL AMOUNT NOT TO EXCEED $25,000
BACKGROUND:
The city of Greenfield has a very active public works program as we identify more and more projects to develop and as we find more deferred maintenance from years gone by. Currently, the city finds itself addressing issues related to stormwater infrastructure, water infrastructure and capacity, wastewater infrastructure and capacity, among many other streets, building, and other facility infrastructure needs.
Current staffing levels, especially at the management and director levels, are still having a difficult time keeping up with all the necessary regulatory and strategic initiatives. With the addition of applying for and receiving grant monies from the state and federal government, this workload is compounding.
The largest project that we are undertaking is a re-design and build of our wastewater treatment plant. The initial projections for the cost of this plant were between 30 million and $40 million. As time goes by and scope changes, that estimated cost has grown to more than $110 million.

97 This project is very complex and anticipates the introduction of technologically sophisticated processes, not only in the wastewater treatment process, but also in the building and financing of the project.
To be able to tackle all these issues in the best manner for the city of Greenfield, it makes the most sense to bring in professional help that have dealt with these issues in the past and have been successful.
We are lucky to have such professionals living locally. One of those professionals is Curtis Weeks.
Curtis is the former general manager of the Monterey County Water Resources Agency and the current general manager of the Arroyo Saco Groundwater Sustainability Agency and is a longtime water and wastewater professional in Monterey County.
The City previously entered into a professional services agreement with G and C Consulting on March 26, 2024, and renewed the agreement in December, 2024. Curtis Weeks is an engineer and is very well-versed in all things water and wastewater.
Our professional experience is lacking in his strength areas and hiring him on a temporary basis should help the city of Greenfield succeed in its efforts to redesign and revamp our wastewater treatment plant.
This contract extension is not to exceed an additional $25,000 and we expected it to run through the end of the calendar year, December 31, 2025. If we need additional help from Mr. Weeks, we will seek to renew the agreement for an additional amount of time.
BUDGET AND FINANCIAL IMPACT:
The budget impact of this agreement extension will be less than $25,000, and it will be paid for out of the Sewer Fund, but there also might be payments made from the Water Fund.
