He stated that they discussed the long-term health of the county housing authority and how any disruption in funding could affect each of the south county cities. He stated that the disruption could be because of the government shut down and because of any reduction in funding coming out of Washington. He also stated that they had a long discussion on utility rates and stated that all the cities in the Valley and Salinas were in various stages of adjusting their rates because of increasing costs dealing with wastewater.

BACKGROUND
Over the past couple of months, the Recreation Department has struggled to fill three vacancies on our Parks and Recreation Committee. With the appointment of two applicants at our November 18th council meeting, we will have a quorum and be able to hold monthly meetings.

We look forward to submitting more recommendations to the council as we continue working to enhance our parks and recreation opportunities in the city.

Dr. Lourdes Villarreal and Ms. Cynthia Merino are our latest applicants. Dr. Villarreal has extensive experience in public service, including serving on the South Monterey County Union High School Board and teaching at Vista Verde Middle School. Ms. Merino, on the other hand, is a high school graduate and a full-time college student who wants to get more involved and help her community through participation in this committee. We believe they will do an excellent job in continuing to serve their community as future Greenfield Parks and Recreation Committee members.

RESOURCE MANAGEMENT (FRM) FOR CONTRACT INTERIM

CHIEF PLANT OPERATOR, INTERIM OPERATOR OF RECORD

AND CONSULTING SERVICES FOR THE CITY OF
GREENFIELD FOR A PERIOD OF (1) YEAR THROUGH
NOVEMBER 13, 2026
BACKGROUND:

On November 13, 2024, the City of Greenfield entered into a new agreement with Fluid Resource Management (FRM) for contract interim chief plant operator, interim operator of record and consulting services for the City. Previous to the 2024 contract, FRM had been the City’s water and wastewater operator of record since the beginning of 2022, spanning multiple contracts.

As the City has recently on-boarded a new Utilities Division Manager (UDM), there continues to be a need for their services until the new UDM is able to take over as the Certified Plant Operator (CPO) of the wastewater treatment plant in the beginning of 2026. There is also a continued need for FRM’s services as the Interim operator of record for water distribution, which is anticipated to be at minimum, through mid-year 2026.

FRM’s duties include reviewing previous operations readings, meeting with staff to discuss the reporting portal, previous control lab tested and adjust operations of the facility if/when necessary to ensure continued efficient operations. FRM’s compliance department will continue to prepare the required reports for the wastewater and water systems and once approved, submit them to the appropriate regulatory agency.
