16 About Public Safety Power Shutoffs (PSPS)- A Public Safety Power Shutoff (PSPS) is a proactive safety measure used by electric utilities during hazardous fire weather conditions, which include strong winds, dry vegetation, and low humidity. PSPS helps protect communities from potential wildfire hazards during high-risk fire weather conditions by temporarily turning off power to reduce the risk of electric equipmentrelated ignitions. Through a collaborative partnership of the California 211 Network and Investor-Owned Utilities, Pacific Gas and Electric Company (PG&E) and Southern California Edison (SCE) seek to support customers with an Access or Functional Need (AFN) by connecting them to resources, programs, and local support systems.

48 City Council Memorandum 599 El Camino Real, Greenfield CA 93927 831-674-5591 www.greenfieldca.gov
DATE: April 22, 2026
AGENDA DATE: April 28, 2026
TO: Mayor and City Council
PREPARED BY: Mark Meyers CBO, Building Official
TITLE: INTRODUCTION AND FIRST READING OF AN

ORDINANCE OF THE CITY OF GREENFIELD TO
ADOPT THE 2025 CALIFORNIA BUILDING AND

CONSTRUCTION CODES AND CALIFORNIA FIRE
CODE

BACKGROUND
The California Building Standards Commission adopts and publishes the California Building Standards Code as Title 24 of the California Code of Regulations. The code is revised on a three-year cycle and must be adopted by local jurisdictions to be enforceable locally.

The Building Standards Code consists of multiple parts addressing building design, construction systems, fire protection, energy efficiency, green building practices, and related technical standards.

Local jurisdictions may adopt local amendments to the state codes when supported by findings that such amendments are necessary due to local climatic, geological, or topographical conditions.

RECOMMENDED ACTION
Staff recommends that the City Council:

1. Introduce and conduct the first reading of an ordinance adopting the latest edition of the California Building Standards Code, including the following codes by reference:

1. Part 1 California Administrative Code

2. Part 2 California Building Code

3. Part 2.5 California Residential Code
49 4. Part 3 California Electrical Code

5. Part 4 California Mechanical Code

6. Part 5 California Plumbing Code

7. Part 6 California Energy Code

8. Part 7 California Wildland Urban Interface Code

9. Part 8 California Historical Building Code

10. Part 9 California Fire Code

11. Part 10 California Existing Building Code

12. Part 11 California Green Building Standards Code (CALGreen)

13. Part 12 California Referenced Standards Code

2. Schedule a second reading and adoption of the ordinance at the next City Council meeting.

SUMMARY
The State of California updates the California Building Standards Code (Title 24) every three years. These standards establish statewide regulations governing the design, construction, alteration, and maintenance of buildings and structures to protect public health, safety, and welfare.

The 2025 California Building Standards Code became effective statewide on January 1, 2026, unless a local jurisdiction adopts and amends the codes earlier through ordinance.

Adoption of the updated codes ensures the City remains consistent with state law and maintains current standards for structural safety, fire protection, energy efficiency, accessibility, and sustainability.

ENVIRONMENTAL REVIEW
Adoption of the California Building Standards Code is exempt from the California Environmental Quality Act (CEQA) under CEQA Guidelines Section 15061(b)(3) because the adoption of regulatory standards will not result in a direct or reasonably foreseeable physical change in the environment.

FISCAL IMPACT
There is no direct fiscal impact associated with adoption of the updated codes. Implementation will occur through existing building permits and plan review processes. 50 ATTACHMENTS

1. Draft Ordinance

B. The following amendments are made to Appendix J section 110.1 of the California Building Code.

1. 2022 CBC Appendix J, except section J110.1, shall be amended as follows:
53 - 3 -
General. Buildings and access envelopes shall be delineated on the development plans when necessary to keep disturbance out of particularly erodible areas. Exposed soil shall be protected from erosion by temporary and/or permanent measures. Such protection may consist of mulching, plastic sheeting, and/or vegetation.

Runoff Control. Where concentrated runoff will occur, it will be carried in pipe or culvert conduits or over a nonerodable surface (paved, rocked, or vegetated) to a catchment basin clearly shown on the development plan. All conduits must have proper energy dissipaters at the point of discharge when necessary to prevent erosion.

Building Site Runoff. Runoff from the building site shall be controlled by berms, swales, ditches, structures, vegetable filter strips, and/or catch basins to prevent the escape of sediment from the site. At least one percent (1%) grade will be required toward an improved storm drainage or catch basin facility, either existing or planned.

Runoff Retention. Permanent holding of runoff on the site through percolation to the ground shall be required during and after construction, by the use of catch basins, retention grading, pavement collection and recharge systems, and/ or individual systems for housing units, such as dry wells and cisterns.

Topsoil. To promote regrowth of vegetation, the topsoil shall be stockpiled and reapplied upon completion of the grading on slopes of less than 5:1 (20%).

Soil Placement and Disposal. The placing or disposal of soil, silt, or other organic and earthen materials from construction and other soil-disturbance activities at locations above the anticipated highwater line of any stream in the basin where they may be washed into said waters by rainfall or runoff in quantities deleterious to fish, wildlife, and other beneficial uses, is prohibited.

Temporary Vegetation. Temporary vegetation sufficient to stabilize the soil as permanent vegetation cover is maturing shall be established on all disturbed areas as needed and as each stage of grading is completed.

Winter Operations. (October 15th to April 15th)

1. Land disturbances or development operations may be
restricted or temporarily halted between October 15th and April 15th (the normal rain season) and/or other times whenever the Building Official determines that the weather, soil, slope, and general site conditions may cause serious accelerated erosion or sediment damage, either on-site or downstream. When work is 54 - 4 -
allowed, native ground cover shall not be cleared, destroyed, burned, or disturbed more than fifteen (15) days prior to grading or construction work unless approved in advance by the Building Official.

2. When land development work is allowed during the normal rain season, adequate erosion and sediment control measures including sediment catch basins must be in place and effective during any land disturbance.

3. All cut and fill slopes without established vegetation between October 15th and April 15th shall be mulched. The mulching shall be anchored by punching or tacking into the soil or by use of netting. A minimum of one thousand (1,000) pounds of straw, or equivalent, per each ten thousand (10,000) square feet of slope surface will be required to be anchored. An additional amount may be required by the Building Official.

Dust. Dust from grading operations must be controlled. The permittee may be required to keep adequate equipment on the grading site to prevent dust problems.

Erosion Control Coordination with Project Installation.

1. All vegetation and/or structural measures required to safely discharge any accelerated runoff generated by the project shall be installed during the first or initial construction phase of the project.

2. Land shall be developed in increments of workable size which can be completed in a single construction season. Erosion and sediment control measures shall be coordinated with a sequence of grading, development, and construction operations, and all necessary erosion control measures shall be put in effect to the commencement of the next work increment and/or winter rain season.

3. Prior to completion and final acceptance of the project, all erosion control measures must be in place, and all exposed bare soil shall be mulched, fertilized, and otherwise prepared so that it is planted to a permanent vegetative cover. The Building Official may require watering of planted areas to initiate and assure growth.

Existing Major Developments. As part of an expansion or intensification of existing major developments, silt, and grease traps or sediment catch basins shall be required.

Maintenance. All on-site erosion control facilities shall be properly maintained by the owners for the life of the project so that they do not become nuisances with stagnant water, heavy algae growth, insect breeding, odors, discharged debris, and/or safety hazards.

Vegetative maintenance required may include mowing,
fertilizations, irrigation, and/or reseeding.
55 - 5 -
SECTION 3. § 15.04.130 (Adoption of Internation Property Maintenance Code) of Chapter 15 (Buildings and Uniform Codes Adopted) of Title 15 (Buildings and Construction) is hereby deleted in its entirety.

SECTION 4. § 15.04.040 (Adoption of California Electrical Code) of Chapter 15 (Buildings and Uniform Codes Adopted) of Title 15 (Buildings and Construction) is hereby deleted and repealed in its entirety.

Where a building has been identified by the building official, or by the engineer conducting a preliminary investigation pursuant to Section 15.20.070 of this chapter, as being of URM construction or otherwise potentially hazardous to life in the event of an earthquake, the building official shall serve upon the owner of the building a written notice and order requiring the owner to employ an engineer, licensed to practice in the state of California, to make a full and comprehensive investigation and engineering report as to the condition of the building which will serve as a sound basis for a conclusion as to whether or not the building is potentially hazardous to life in the event of an earthquake. The investigation and engineering report shall contain the following:

A. General Information. A description of the building including:

1. The street address; also, a legal description and assessor's parcel number for the property on which the building is located;

2. The type of occupancy within the building, with separate uses that generate different occupant loads indicated on a plan showing the square footage of each different use;
58 - 8 -

3. Plans and elevations showing the location, type, and extent of lateral force resisting elements in the building (both horizontal and vertical elements);

4. A description of the construction materials used in the structural elements and information regarding their present condition; and

C. Evaluation of Nonstructural Elements. The report also shall evaluate external hazards (as defined in Section 15.20.050 of this chapter) and other nonstructural elements of the building with regard to their potential for causing death or injury in the event of an earthquake.

D. Test Reports. All field and laboratory test results shall be included in the report. Evaluation of the significance of these test results shall be made with regard to each structural system or typical connection being evaluated. This evaluation may be limited to a statement of the adequacy or the inadequacy of the system or connection based on the lateral load demand it would be required to resist by calculation. If tests reveal inadequacy, a conceptual solution must be included in the report.

E. Conclusions. Based on the standards referred to in subsection (B) of this section, a statement shall be provided explaining the overall significance of the deficiencies found to exist in the building's structural system regarding potential collapse or partial collapse failure.

F. Recommendation. An appropriate solution which could be used to strengthen the building structure to alleviate any collapse or partial collapse threat, external hazards, or other recognized hazardous condition. The notice and order may be served personally or by mail, addressed to the owner at the address shown upon the latest equalized roll. Said investigation and engineering report must be submitted to the building official within one year from the date of service of said notice and order. (Ord. 344 § 1 (part), 1989)

61 DATE:

AGENDA DATE: April 28, 2026
TO: Mayor and City Council
FROM: Elia Zavala, Contracts & Grants Analyst, Salinas Valley Solid Waste Authority
TITLE: APPROVE GARBAGE COLLECTION, DISPOSAL, AND
RECYCLING RATES FOR FISCAL YEAR 2026-27

BACKGROUND
The City of Greenfield has an exclusive Franchise Agreement (Agreement) with Tri-Cities Disposal and Recycling Services, Inc. (TCDR) for solid waste, recycling, and organics collection services through June 30, 2035, with two (2) optional five (5) year extensions. Under the terms of the Agreement, TCDR is entitled to an annual adjustment effective July 1st of each year on their collection services rates based on the annual change in the Consumer Price Index (CPI) for the twelve months ending in February.

TCDR’s rates consist of three different rate components to three different entities: 1) collection service fees for TCDR, 2) disposal, organics processing, and AB 939 service fees for SVSWA, and 3) franchise fees for the City. The City bills its residents for the services.

The Garbage Collection and Disposal Rates for FY 2026-27 (“Exhibit A” to the resolution) reflect the rate adjustments.

BUDGET AND FINANCIAL IMPACT
TCDR has submitted their proposed rates for FY 2026-27. TCDR is entitled to a 3.73% CPI adjustment for FY 2026-27 for their portion of the rates. Both City and Salinas Valley Solid Waste Authority (SVSWA) staff have reviewed the rates proposal and find it reasonable and within the terms of the Agreement.

Under the Agreement terms, the City pays the cost of disposal directly to SVSWA, which owns and operates the Johnson Canyon Landfill, along with other facilities. On February 19, 2026, SVSWA approved its FY 2026-27 fees which resulted in increases to disposal, organics processing 62 fees, and an adjustment to its AB 939 fees. The SVSWA fees are pass through fees to the cities that have previously gone through SVSWA’s public hearing process and are collected by TCDR.

The table below shows the changes to three of the most common residential and commercial services.

*Weekly service includes 1 mixed recycling 64-gallon cart and 1 yard waste 96-gallon cart collection.

To a residential customer with a 48-gallon cart, the overall FY 2026-27 rate adjustment results in a 3.41% total increase, or $1.43 increase to their monthly bill. The 3.41% total increase is made up of 1.81% for TCDR’s contractual CPI increase, 1.05% for SVSWA’s disposal, organics processing and AB 939 diversion program fees, and 0.55% for the City’s incremental increases to its franchise fees.

REVIEWED AND RECOMMENDED
TCDR’s rate increase would be effective July 1, 2026. The costs for garbage collection and disposal services are paid by garbage service customers. Once the increases to the garbage collection and disposal fees are in place, there will be no cost to the City. It is recommended that the attached resolution be adopted by the City Council approving the garbage collection, disposal, and recycling rates for Fiscal Year 2026-27.

TITLE: ADOPT A RESOLUTION APPROVING AMENDMENT #2 TO THE

PROFESSIONAL SERVICES AGREEMENT WITH

HYDROSCIENCE ENGINEERS IN THE NOT-TO-EXCEED
AMOUNT OF $1,616,726.00 AND APPROPRIATE

SUPPLEMENTAL FUNDS AS REQUIRED FOR THE NEW WWTP

DESIGN SERVICES AND RELATED IMPROVEMENTS AND

AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND

EXECUTE THIS AGREEMENT AMENDMENT

BACKGROUND AND ANALYSIS
The City retained the services of HydroScience Engineers to complete the design of the WWTP upgrade at the October 11, 2022, City Council Meeting via Resolution No. 2022-94.

HydroScience has completed the Preliminary Design Report (PDR). The PDR identified additional, altered, and removed facilities that change the project scope from the original agreement.

HydroScience completed the 90% construction plans in October 2024. Following this milestone, the City was uncertain whether funding from the State would be awarded. With this uncertainty, staff directly HydroScience to use existing task budget for other efforts. Now that the City has a draft (as of the time this staff report was drafted) funding agreement, these original task budgets need to be replenished for the other efforts.

Additional task budgets are in need of further funding due to the long pause form when the 90% plans were complete. The items include:
• Re-engaging with PG&E permitting to coordinate temporary and permanent new service connections and coordination of the PG&E installation sequencing and timing. • Completing the Fiscal Sustainability Plan (already completed). • Detailed Design
City Council Memorandum 599 El Camino Real Greenfield CA 93937 831-674-5591 www.ci.greenfield.ca.us
67 o 100% draft PS&E for City review, which include staff comments from the 90% plan set as well as staff directed alterations to the plans an well as the front end and technical specifications.
o Stamped Bid Set PS&E – comments from the 100% draft PS&E will be consolidated, and a page turn meeting will be held with the City to review and discuss comments. The outcome of those comments will be incorporated into the Bid Set PS&E and then advertised for bid.
• A cost escalation for Engineering Services during the bidding and construction phases.

Original rates are from 2022.
• Project Management extended through 2029 as the project moves through the design, bidding, and construction phases.

Amendment #2 will also extend the contract date to no later than September 1, 2030. This is beyond the construction completion date and accounts for completing as-built plans.

BUDGET AND FINANCIAL IMPACT
Discussion on State Funding
The City has applied for a Grant from the Clean Water State Revolving Fund for the estimated total amount of the project and has received a draft (as of the time this staff report was drafted) funding agreement for the entire $111M.

The City has budgeted for up-front planning, environmental and design costs because these steps are needed to affirm budgets and schedule. This is true for the State Funding Agreement and any alternative funding strategy.

Discussion on City Participation in Funding
Costs will be covered by the CWSRF State Revolving Fund Grant Funds through a reimbursement process once the final funding agreement is executed.

WWTP Design Services contract amendment
The preliminary design process resulted in changes and additions to the scope of services required to complete the final design of the WWTP. These changes include:
• Replenishing Existing Task Budgets October 2024-January 2026 $338,77.00 • Fiscal Sustainability Plan $11,812
• PG&E Permitting Support $21,728
• Detailed Design – 100% Draft PS&E ($760,277) and Bid Set PS&E ($194,152) =$954,429 • Engineering Services During Bidding Phases: Cost escalation to 2026 Rates $3,697 • Engineering Services During Construction Phases: Cost Escalation 2027-2029 Rates $135,600
• Extended Project Management 2026-2029 $150,680
The requested increase is for a not to exceed price of $1,616,726.00, with a final Design contract total of $6,428,228.00.

Original Budget Amendment #1 (P) Amendment #2 Total Budget $4,185,566.00 $625,936.00 $1,616,726.00 $6,428,228.00
68 Additional detail is included in the attachment. Staff has reviewed the request and recommends approval.

The amount requested to be supplementally appropriated for FY 25/26 per the table below, the remainder will be budged as appropriate through the City’s budgeting process:

Subject: Wastewater Treatment Plant Upgrade Project, City of Greenfield Amendment No. 2
Dear Jamie:

HydroScience is pleased to provide this proposal to amend our existing contract to provide engineering services for the Wastewater Treatment Plant Upgrade Project (Project). This amendment is proposed to update the project budget to complete the engineering services required to complete the execution of the executed contract, originally dated October 11, 2022, which was also amended on March 3, 2024.

Work on the existing contract continued in earnest per the contract through October 2024. At that time, design work was paused while the City negotiated an agreement with the State Water Resources Control Board, Division of Financial Assistance (DFA) to help fund the Project. This work is helping the City receive approximately $111M in grant and low interest loan financing from the DFA to help fund the Project. However, this also resulted in HydroScience performing significant work that was outside of the original and amended scope of work, in concurrence with direction received from the City. During the period when design work was paused, October 2024 to February 2026, HydroScience continued ongoing support of the implementation of the City’s WWTP project, including the following tasks. Following each task, the approximate budget for each bullet item is itemized.
• Additional FEMA coordination, CLOMR support, and HEC-RAS modeling. An approved CLOMR was received from FEMA. $45,000
• Support for the procurement, preparation, review, and implementation of the new Sewer Rate Study. $16,000
• Ongoing CWSRF support, including completing the General, Financial, Technical, and Environmental CWSRF Packages to submit to the DFA. $25,000 • Ongoing technical support for the coordination with the City on regulatory items, particularly relating to the building moratorium and RWQCB compliance support. $32,000 • Preparation of options to both phase and value engineer the Project in anticipation of repricing the project for a range of potential capital costs. $121,000 • Analysis of potential options relating to improving the existing treatment system and responding to current wastewater treatment plant conditions. $43,000 • Ongoing project coordination and meetings. $56,776.60 In total, HydroScience invoiced the City a total amount of $338,776.60 for work during the October 2024 through January 2026. This amount was taken from existing task budgets for other efforts, and is proposed to be replenished based on the estimated cost to complete the work associated with the Amendment No. 2 Scope of Work. 74 City of Greenfield

Scope of Work
Our proposed scope of work for Amendment No. 2 is presented below.

Task 2 – CWSRF Support and Reporting: HydroScience will provide ongoing technical support for items relating to the City fully completing the CWSRF Packages. To date, we have completed every package and certification in accordance with DFA requirements.

Elements that are part of Task 2 are presented below.

Fiscal Sustainability Plan: As part of the ongoing certification process, the City has committed to completing a Fiscal Sustainability Plan as set forth in Section 603(d)(1)(i) of the Clean Water Act by May 31, 2026. The Fiscal Sustainability Plan needs to include the following elements:
• An inventory of critical assets that are a part of the treatment works; • An evaluation of the condition and performance of inventoried assets or asset groupings; • A certification that the agency has evaluated and will be implementing water and energy conservation efforts as part of the plan; and
• A plan for maintaining, repairing, and, as necessary, replacing the treatment works and a plan for funding such activities
HydroScience will prepare the Fiscal Sustainability Plan for City review and approval. The City will review and approve the Fiscal Sustainability Plan, then certify that they will implement the water and energy conservation efforts that are part of the plan. Following the plan review and certification, HydroScience will upload the completed plan to the FAAST website.

Progress Reports: The Draft IFA contains a requirement to prepare progress reports with each reimbursement request. Each progress report must contain the following:
• A description of the progress since the previous report • A percent construction complete
• The percent the Contractor has invoiced
• The percent of the schedule that has elapsed
• Description of compliance with environmental requirements 75 City of Greenfield
Amendment No. 2 – Wastewater Treatment Plant Upgrade Project

Page 3 ends

• Listing of change orders, including the amount, description of the work, and change in contract amount and schedule.
• Any problems encountered, proposed resolution, schedule for resolution, and status of previous project resolutions.

These progress reports will be handled by the Construction Manager as part fo their work.

Deliverables:
• Fiscal Sustainability Plan (Draft and Final)
• As-needed Reports and Permitting Support, as required Task 3 – Permitting Support: HydroScience will update coordination activities with PG&E to support the New Service Application for the Project. The updates to the PG&E coordination will include both the temporary and permanent new service connections, timing, and cost for the new services. HydroScience will include requirements in the contract documents for the sequencing, timing, and coordination of PG&E installation.

The electrical service design on the utility end will ultimately be designed by the utility. The City will pay any necessary fees for the new electrical service.

Deliverables:
• PG&E Application Materials
Task 4 – Detailed Design: The 90% PS&E were completed in October 2024, but will require various updates to reflect modifications to equipment, code updates, and items requested or required by the City, Engineer, and Vendors. The intent for completing the Detailed Design phase of work is to finish completing the contents of those plans, in accordance with our existing scope of work, and update the plans as noted below.
1) Update the MBR package system design to incorporate design modifications and innovations adopted by the selected MBR vendor since the 90% plans were completed.

These modifications include:
a. Modification of the Zeeweed 500D membrane modules to the new Zeeweed 500EV.

This change to the module changes the membrane surface area, flux, and results in small changes to the mechanical, instrumentation, and equipment contained within the packages.
b. Modifications to the standard permeate pump, membrane aeration blower, and FAS pumps.
c. Changing chemical metering pump vendor from Blue-White to Watson Marlow 2) Change the 3W pumping configuration from using vertical turbine pumps to submersible pumps. This would minimize the required wet well depth, improve access, and reduce project cost.
3) Provide better access to the valve vault. The valve vault would use a suction lift style grit pump to install at grade, or submersible.
76 City of Greenfield
Amendment No. 2 – Wastewater Treatment Plant Upgrade Project

Page 4 ends

4) Modify the equalization basin to remove the ramp. This will increase the basin volume and minimize long-term maintenance of the basin.
5) The existing clarifiers, buildings, and facilities would not be demolished as part of this phase of construction. Demolition of the existing plant, and converting portions of the plant to an emergency storage basin would be deferred to a future phase. Provisions would be incorporated in the design to allow portions of the existing plant tankage to be used as an emergency storage basin, should a location to store influent be required during an emergency in the future.
6) Incorporate design and construction of the furniture within the administration and operations building into the project.
7) Paving of Walnut Avenue would be incorporated as a revocable bid item until an agreement for the long-term ownership, operation, and maintenance of the roadway is negotiated with the County of Monterey. Absent an agreement, Walnut Avenue would have the electrical, water, recycled water, and sanitary sewer improvements installed, but would not be paved into a standard City road.
8) The 90% PS&E includes a fully redundant Drypac unit to provide sludge storage and dewatering. Provisions to install a second Drypac unit would be incorporated into the design in the future, but only one Drypac unit would be installed during this phase.

We expect that the detailed design will take the existing 90% PS&E, and be further developed into two detailed design submittals. A 100% Draft PS&E for City review, and a Bid Set PS&E.

The 100% Draft PS&E will incorporate all comments, input, and feedback collected from the completion of the 90% PS&E, and include the updates to the scope of work contained in this proposal. The Bid Set PS&E will also include front end specifications to allow for the advertisement of the Contract Documents in accordance with Clean Water SRF funding requirements. Technical Specifications will be updated in accordance with current codes and updated equipment/design standards as appropriate.

Comments on the 100% Draft PS&E from the City will be consolidated, and a page turn meeting will be held with the City to review and discuss comments. The outcome of those comments will be incorporated into the Bid Set PS&E, which will be the Contract Documents used for advertisement to Contractors.

The Contract Documents will include the following:
• Wet stamped and signed final drawings in half and full size formats. We anticipate submitting reproducible loose hard copies and electronic copies in PDF/DWG formats. • Special provisions, bid schedule, and technical specifications with stamped title page suitable for advertisement, plus PDF and Word sets
• Updated construction cost estimate
• Reference electronic files for the project, including utility information, geotechnical information, and other associated project information to be transmitted to the City. 77 City of Greenfield

Task 5 – Engineering Support During the Bidding Phase: The scope associated with this task will not change. The adjustment to the budget is solely to allow for this work to take place during the 2027 calendar year.

Task 6 – Engineering Support During the Construction Phase: The scope associated with this task will not change. It is expected that this task will require replenishment of the existing budget, extension of the period of work to reflect work through 2029, and escalation of the budget to the 2027 through 2029 calendar years.

Task 7 – Project Management: HydroScience will manage the project with an emphasis on diligence, tracking and verification, efficiency, effective communication, management of budget, and delay avoidance.

Elements of our project management efforts will include:

Schedule: HydroScience will produce a master project schedule at the project outset, and then update the project schedule as needed as the project moves forward. Efforts and decisions by the project team and how they impact schedule will be analyzed by HydroScience.

Project meetings: Curtis will conduct bi-weekly virtual meetings with the City to coordinate project activities throughout the project duration. During the bidding and construction phase, meetings are expected to be led by the City’s Construction Manager with support from HydroScience.

We will boil down communications to key issues by doing our homework first and communicating in a concise and focused manner. In-person workshops will be used to coordinate tasks with the City at key milestones and solicit input. Every workshop will include handouts and visual aids to move quickly through the presentation portion, fully inform the City and encourage productive discussion. Agendas will be prepared for all meetings and distributed in advance, and minutes distributed within three days of every meeting.

We expect that project management services will be extended through 2029 as the project moves through the design, bidding, and construction phases. We have typically held biweekly, and issue-specific meetings since project kickoff, and those services will continue through the duration the expected completion of construction in July 2029. 78 City of Greenfield
