DISCUSSION OF A CITY-WIDE BANNER DISPLAY POLICY AND PROGRAM Staff report was given by City Manager Wood.

Michael Bloom, resident of Greenfield, stated that he wanted to address two parts of the banner proposal. He stated that last year was the first year they put banners up for Veterans’ Day, a celebration for all Veterans that honorably served the community, state and nation in the armed forces. He stated that he was charged with going through the database looking for and verifying their service and contacting the families as well as getting images. He stated that next project was how they would do Memorial Day and he stated that they would use the same criteria of verifying the facts of those members that were killed in action, missing in action, never had been accounted for or have passed away. He stated that he understood that the Council was not satisfied with the fact that they served honorably but they also wanted each Veteran to go through a background check. He stated that this should not apply in this situation; it was about serving our country honorably and each individual should be recognized for their service. He stated that his Veterans served this country and as for he wanted them on display.

Julie stated that she agreed with Mr. Bloom and stated that everyone should learn to forgive. She stated that everyone had skeletons in their closet, but some were just better at hiding them. She stated that this should not be personal and should be about the Veterans that served for us. She stated that everyone should be united and not pick and choose. She also stated that the rules and regulations should have been passed prior to putting up the banners and not now when someone did not want a person up there.

Dorthy Jones asked that decisions should not be made out of hatred and do it the right way.

Natalia asked how big the banners were and does the City have to cut trees to put them up. Mayor White stated that the banners were already up and trees might have to be trimmed so the banners could be more visible. Public Works Director Tugel stated that the banners were 2’x5’. Natalia stated that with the criminal record issue, she stated that if they served their time then it didn’t matter because they had got justice for their crimes.

Mayor Pro-tem Rodriguez stated that she asked that a formal policy be placed on the agenda and wanted to respond. She stated that she was contacted by two residents about a banner that was being flown on Veterans’ Day. She stated that she was not familiar with the individual or about the situation until the residents brought it to her attention, so she spoke with City Manager Wood about it. She stated that her perspective on this, specifically on registered sex offenders, as a city and spending city resources was that the City was condoning or celebrating and honoring whoever was up there. She said that being approached by victims of sexual assault put it in a different light. She stated that it was not an attack on a person but as for her, a victim of sexual assault and having members of her family as victims of sexual assault, this issue gave her a different perspective. She stated that everyone had their own opinions and she respected everyone for that; however, this was hers. She stated that she was talking about this particular crime and was not talking about any other criminal offenses. She stated that she understood that a person that fought for our freedom might come back home with different things that she would never understand. She stated that she was very narrow and specific of what she was thinking when she brought this up for a policy and information that was publicly accessible for people that were registered sex offenders on Megan’s Law website and should be excluded from the banner program. She stated that she did not ask for it to be placed on the agenda to attack anyone; however, she stated that she stood on her own personal convictions and that was something that she stood for.

Councilmember Garcia stated that she was not elected to be a judge. She stated that this was a hard topic because the banner program was not about a person, it was about Greenfield celebrating what they believed was good. She stated that she acknowledged that pedophiles were not good but that she was not the one that was going to look and check backgrounds on everyone. She stated that this was brought to our attention and that she believed in the victims and if a child saw that person, she believed that they needed to be protected too. She stated that this required a lot of reflection and asked what the values of Greenfield were. She stated that the City did value the Veterans, but she did not like the idea of a child seeing someone on a banner that hurt them.

Councilmember Ortiz stated that the longevity of the banners was not long because the wind, the banners do rip easily. She stated that even before the banners were up for the first time; she had asked what the guidelines were as well as a schedule and had not received any. She stated that some months were busier than others and stated that she was trying to be considerate of when they put up the banners because it was not easy putting them up and currently the City did not have a lift and had to rent one. She stated that there were some poles that did not have brackets and they were willing to supply them. She stated that she did like the idea of having zones, especially in the month of May because they put up banners for Memorial Day as well as the graduating seniors. She stated that with a policy in place, staff would know how many banners would go up and when they would go up and a schedule would be very important. She stated that the banners probably would not be going up this November because she did not know what criteria she needed to follow and how to check each individual. She stated that she spoke with their attorney, and he suggested putting 19 City Council Minutes

something on their application stating that they had not done anything bad or committed a crime against a child.

Councilmember Ortiz gave a brief background on how the banner program started. She stated that she came from a family of Veterans and POWs and felt very strongly about this program. She stated that when she got the first names from POST 635, she did not think anything about anybody. She stated all she knew was that they served and that she was going to honor them and create banners. She stated that she spoke with the organizer of the banner program with the City of Salinas and followed what they did; however, they did not have anything on their application regarding people that could or should not be on a banner. She stated that after this situation came up that she contacted several cities with banner programs regarding the situation, and she did find out that another banner program faced this same situation and they chose to do it very discreetly and contact the individual’s family and the family agreed to remove the banner. She stated that she had had a conversation with the gentleman in question here in town and he told her to remove his banner. She told a story about her two brothers regarding their experience in Vietnam. She stated that she was an advocate for sexual assault victims and was herself a survivor and currently planning a conference next year for victims because it was so important to help our community. She stated that she was a supporter of the Veterans and does not like to have to take somebody’s banner down but if that’s what the Council decided to do, then that’s what the program would do. She stated that she was very happy that there was going to be a policy in place so that everyone could know where they stand and that the program was started to honor Veterans, nothing more.

Mayor White stated that the whole idea of the banners was to build community spirit and honor individuals of our community. He stated that honoring Veterans were first, high school seniors were second and then decorations were next. He stated that after a lot of reflection he believed that if somebody was a registered sex offender their picture should not be up there. He stated that the criteria needed to be very narrow, such as being on the Megan’s Law website because the City needed to respect the victims as well.

Mayor Pro-tem Rodriguez thanked everyone for having this discussion.

City Council reviewed the policy and directed staff to finalize the policy.

28 AGENDA DATE: September 18, 2026
MEETING DATE: September 22, 2026
TO: Mayor and Councilmembers
PREPARED BY: Jennifer Thompson, City Attorney
TITLE: DISCUSS AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF GREENFIELD AMENDING SECTIONS 10.12.030 AND

17.58.040 OF THE GREENFIELD MUNICIPAL CODE RELATED

TO RECREATIONAL VEHICLE PARKING

BACKGROUND
At the June 25, 2024, City of Greenfield (“City”) Council meeting, the City Council directed staff to add an item to a future City Council meeting agenda to discuss citizen concerns related to recreational vehicle (“RV”) parking on City streets. At the July 23, 2024, City Council meeting, the City Council directed staff to create an RV, boat, and trailer parking pilot program. On September 10, 2024, the City Council approved the RV, Boat, and Trailer Parking Pilot Program which includes allowing RVs, boats, and trailers to park in front and side street yards.

On May 12, 2026, City Council discussed the effectiveness of the program and found it to be largely successful in promoting orderly parking on City streets. The City Council wishes to formally codify the RV, Boat, and Trailer Parking Pilot Program. The City is currently in the drafting stage of the new ordinance.

On July 14, 2026, and July 28, 2026, City Council considered amendments to the Municipal Code to extend the RV, Boat, and Trailer Parking Program indefinitely. During the July 14, 2026 meeting, City Council asked for additional information regarding whether recreational vehicles must be parked on paved or other solid surfaces. During the July 28, 2026, meeting, City Council asked for additional information regarding whether the Municipal Code restricts where recreational vehicles may be parked on private property.

EXISTING MUNICIPAL CODE SECTIONS RELATED TO RECREATIONAL

VEHICLE PARKING AND PROXIMITY TO RECREATIONAL PARKING
On July 28, 2026, an Ordinance Amending Sections 10.12.030 and 17.58.040 was introduced to City Council. The City Council identified as a public safety consideration, that regulations should be considered to restrict RV parking directly adjacent to windows and exterior doors.

Mr. Mugan served the City of Greenfield as Community Development Director for over ten years and is remembered as a dedicated City employee, a loving husband and father, and a strong supporter of the Greenfield Chamber of Commerce and its work in the community.

The Chamber is seeking the Council's public support for the memorial concept before moving forward. Chamber representatives will present a mock-up of the proposed bench and the two 32 potential locations. This agenda item allows the Council to consider the tribute publicly and provide city direction before the Chamber proceeds with fundraising and implementation.

PROPOSED BENCH AND LOCATION
The Chamber has identified two potential locations for Council consideration: an alcove in front of the Greenfield Police Department and the square in front of City Hall. The final location has not been established. The bench mock-up will be presented so the Council can consider the design together with the visibility, accessibility, and operational needs of each site.

Following Council direction, staff can coordinate with the Chamber and the appropriate City departments to confirm practical installation details, including:
• Pedestrian circulation, accessibility, and compatibility with existing site improvements. • Landscaping, irrigation, utilities, and other location-specific considerations. • Bench anchoring, site preparation, and installation requirements. • Responsibility for installation, repair, long-term maintenance, and any City obligations associated with the selected site.

The Heart of the Valley Chamber of Commerce will spearhead the project and solicit private donations from the community. Following Council direction, the Chamber and City staff can coordinate final placement and installation details.

FISCAL IMPACT
There is no immediate fiscal impact associated with receiving the Chamber's presentation and providing direction. The Chamber will spearhead the project and collect private community donations for the memorial bench. No City funding is requested at this time. Any limited staff coordination or site-related work can be identified before installation.

CONCLUSION
The proposed memorial bench provides an opportunity to recognize Paul Caras Mugan's service to the City, support of the Chamber of Commerce, and lasting connection to the community.

Council consideration of the concept, mock-up, and potential locations will provide the Chamber with public direction before it moves forward with fundraising and project coordination. 33 34

37 MEMORANDUM: September 17, 2026
AGENDA DATE: September 22, 2026
TO: Mayor and City Council
FROM: Paul Wood, CPA – City Manager
TITLE: A RESOLUTION AMENDING THE ENGAGEMENT
AGREEMENT AND DISCLOSURE LETTER WITH KENNETH L.

DIEKER AND DEL RIO ADVISORS, LLC FOR FINANCIAL
ADVISORY SERVICES; AUTHORIZING THE CITY MANAGER

TO EXECUTE THE AGREEMENT, AND AUTHORIZING

ADMINISTRATIVE ACTIONS NECESSARY TO IMPLEMENT
THE AGREEMENT.

BACKGROUND
The City retained Del Rio Advisors to provide municipal advisory services related to the wastewater enterprise, including financial analysis for potential wastewater loans or bonds; preparation of multiyear projections for revenues, expenditures, capital needs, debt-service coverage, and unrestricted cash; development of a financial plan; review of federal and state loan documents; and assistance with staff reports, presentations, and financing-team procurement.

The engagement extends through December 31, 2028, unless terminated earlier by either party.

As the City evaluates interim financing alternatives, the municipal advisor may need to perform transaction-specific work beyond general planning and analysis. The amended engagement defines that work and establishes compensation in advance, allowing the City to obtain those services without negotiating a separate engagement after a financing has been identified.

City Council Memorandum
599 El Camino Real Greenfield CA 93927 (831) 674-5591
www.ci.greenfield.ca.us
38 DISCUSSION
Added Interim Financing Services
The amendment adds the following direct-placement transactional services:
• Assist, if needed, in negotiating and obtaining bids from bond counsel, a placement agent, and a trustee. • Prepare an interested-parties list and financing schedule. • Draft or review the term sheet distributed to prospective lenders. • Review lender responses and recommend a lender to the City or related financing authority. • Prepare staff reports, presentations, and a detailed cost-of-issuance budget. • Review financing documents; coordinate delivery, printing, final approval, and closing certificates; and attend requested meetings and calls.

Compensation Structure
The amendment preserves the existing time-and-materials arrangement for general services and adds the following contingent direct-placement fee schedule:

Financing Amount Low Financing Amount High Closing Fee
$0 $5,000,000 $32,500
$5,000,001 $10,000,000 $37,500
$10,000,001 $20,000,000 $42,500
$20,000,001 $50,000,000 $47,500
More than $50,000,000 No upper limit stated $52,500
Note: The direct-placement fee is contingent upon successful closing. Normal reimbursable expenses may be added in an amount not to exceed $750.

City Control and Future Approvals
The City retains control over whether to proceed with a financing and whether to accept any lender proposal. The agreement authorizes advisory work and establishes compensation; it does not commit the City to borrow funds. Any financing documents, debt authorization, lender selection, or other action requiring City Council approval must return to the Council as required by law and City policy.

FISCAL/FINANCIAL IMPACT
General advisory services will continue at $200 per hour, with total time-and-materials fees and standard expenses capped at $10,000 under the engagement. If an interim direct placement closes, the City will incur a transaction fee ranging from $32,500 to $52,500, based on the financing principal amount, plus normal reimbursable expenses not to exceed $750. Because the fee is contingent on closing, approval of the amendment alone does not create an immediate obligation for the direct-placement fee. The appropriate payment source and budget authority should be identified as part of the financing and closing approval. 39 CONCLUSION
The proposed amendment expands the existing engagement to include transactional advisory services for an interim financing structured as a direct placement with a commercial bank or other direct lender. The existing general advisory compensation remains unchanged at $200 per hour, with time-and-materials fees and standard expenses capped at $10,000. If the City proceeds with a direct placement, the agreement establishes a separate fee of $32,500 to $52,500 based on the principal amount financed, payable only upon a successful closing, plus normal reimbursable expenses not to exceed $750.

Approval of the amendment will allow Del Rio Advisors to continue supporting the wastewater enterprise financial plan and, if directed, assist the City through lender solicitation, evaluation, documentation, and closing of an interim financing. Approval does not select a lender, approve final financing terms, or authorize the issuance of debt.

RECOMMENDATION
Staff recommends that the City Council approve this agreement. The language of the motion might be as follows:

I MOVE TO APPROVE/DENY RESOLUTION #2026-91, A RESOLUTION OF THE

CITY COUNCIL OF THE CITY OF GREENFIELD APPROVING AN AMENDED ENGAGEMENT AGREEMENT WITH KENNETH L. DIEKER AND DEL RIO ADVISORS, LLC FOR FINANCIAL ADVISORY SERVICES; AUTHORIZING THE

WHEREAS, the amended agreement establishes a direct-placement fee ranging from $32,500 to $52,500 based on the principal amount financed, payable only upon successful closing, together with normal reimbursable expenses not to exceed $750; and
WHEREAS, approving the amended engagement does not select a lender, approve final financing terms, authorize the issuance of debt, or otherwise obligate the City to complete a financing; and
WHEREAS, the City Council finds that the amended engagement will provide continuity of municipal advisory services and establish the scope and compensation for transaction-specific work before any interim financing proceeds to closing.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GREENFIELD AS FOLLOWS:

The foregoing recitals are true and correct and are incorporated into this Resolution by this reference.

General services remain subject to an hourly rate of $200 and a $10,000 cap for time-and-materials fees and standard expenses. This Resolution approves the municipal advisory engagement only. It does not approve a lender, final financing terms, financing documents, the issuance of debt, or a borrowing by the City or any related authority. The City Manager is authorized to execute the amended agreement, subject to approval as to form by the City Attorney, and the City Manager and designees are authorized to make non-substantive revisions and take administrative actions necessary to implement the agreement, provided that such revisions do not materially increase the City's financial obligations or expand the approved scope.

SECTION 6. California Environmental Quality Act.

The City Council finds that approval of the amended professional services engagement is an administrative and fiscal activity that will not result in a direct or reasonably foreseeable indirect physical change in the environment and therefore is not a project subject to the California Environmental Quality Act.

SECTION 7. Effective Date.

This Resolution shall take effect immediately upon adoption.

51 MEMORANDUM: September 17, 2026
AGENDA DATE: September 22, 2026
TO: Mayor and City Council
FROM: Paul Wood, CPA – City Manager
TITLE: A RESOLUTION AMENDING THE FISCAL YEAR 2026–2027
ADOPTED BUDGET TO APPROPRIATE $60,000 FROM THE
WATER FUND TO ACCOUNT NO. 504-390-86206 FOR THE
CITY’S SHARE OF COSTS ASSOCIATED WITH THE

MANAGEMENT OF THE ARROYO SECO GROUNDWATER
SUSTAINABILITY AGENCY.

BACKGROUND
The City participates in the Arroyo Seco Groundwater Sustainability Agency (ASGSA) as part of its ongoing responsibility to support the sustainable management of groundwater resources serving the community and surrounding groundwater basin.

The ASGSA is responsible for activities associated with groundwater sustainability planning and implementation, including administration, coordination among participating agencies and stakeholders, technical analysis, monitoring, data management, regulatory compliance, and other activities necessary to implement the applicable Groundwater Sustainability Plan (GSP).

The City has historically included funding for its share of these activities as part of the annual Water Fund budget. The City's contribution supports, among other activities, a portion of the cost of the ASGSA General Manager as well as professional and technical assistance necessary for the continued development, administration, and implementation of the GSP.

During preparation of the Fiscal Year 2026–27 budget, the funding normally provided for this purpose was inadvertently omitted from the adopted Water Fund budget. The omission was administrative in nature and did not represent a policy decision to discontinue the City's participation in or financial support of the ASGSA.

City Council Memorandum
599 El Camino Real Greenfield CA 93927 (831) 674-5591
www.ci.greenfield.ca.us
52 Staff is therefore requesting a supplemental appropriation of $60,000 to restore this recurring expenditure to the FY 2026–27 budget.

DISCUSSION
Groundwater is an important component of the City's long-term water supply, and effective groundwater management requires continued coordination among the agencies and stakeholders that rely upon the groundwater basin. The City's participation in the ASGSA provides a mechanism for regional coordination and for meeting the planning, technical, administrative, and implementation requirements associated with groundwater sustainability.

The requested $60,000 appropriation will provide funding for the City's anticipated share of ASGSA activities during FY 2026–27. These expenditures include two primary areas.

First, a portion of the funding supports the ASGSA General Manager function. The General Manager provides administrative and organizational support necessary for the operation of the GSA, including coordination among participating agencies, meeting preparation, implementation activities, regulatory coordination, budgeting, stakeholder communication, and management of consultants and technical work.

Second, the funding provides for technical assistance associated with the Groundwater Sustainability Plan. Groundwater sustainability planning is an ongoing process rather than a one-time preparation of a planning document. Continued technical work may include groundwater monitoring and analysis, data collection and management, groundwater modeling, evaluation of groundwater conditions, preparation of required reports and plan updates, assessment of sustainability indicators, and development or evaluation of projects and management actions.

Maintaining adequate funding for these activities is important to ensure that the City remains an active participant in regional groundwater management and that the ASGSA has sufficient administrative and technical resources to carry out its responsibilities.

The proposed budget amendment does not represent a new program, new service level, or expansion of an existing City program. Rather, the requested appropriation restores funding for an existing and recurring obligation that would ordinarily have been included as part of the City's annual Water Fund budget.

Had the expenditure been included during preparation of the FY 2026–27 budget as intended, the $60,000 would already be reflected in the adopted expenditure appropriations for the Water Fund. The supplemental appropriation is therefore necessary to correct the omission and establish the appropriate expenditure authority for the current fiscal year.

FISCAL/FINANCIAL IMPACT
Approval of the recommended action will increase FY 2026–27 Water Fund expenditure appropriations by $60,000.
53 The appropriation will be made as follows:

Fund: Water Fund – Fund 504
Account: 504-390-86206
Supplemental Appropriation: $60,000
Funding Source: Water Fund unrestricted/unassigned fund balance The action will reduce the available unrestricted/unassigned fund balance of the Water Fund by $60,000 relative to the currently adopted FY 2026–27 budget.

Because this expenditure is normally included during the annual budget process and was inadvertently omitted, the requested action should be viewed as a correction to the FY 2026–27 Water Fund budget rather than an unanticipated expansion of Water Fund operations.

Future annual budgets should continue to include an appropriate appropriation for the City's participation in the ASGSA and its share of groundwater sustainability planning and implementation costs.

CONCLUSION
The $60,000 requested for the Arroyo Seco Groundwater Sustainability Agency represents a recurring Water Fund expenditure that was intended to be included in the FY 2026–27 budget but was inadvertently omitted during the budget preparation process.

Approval of the supplemental appropriation will correct the budget omission, provide expenditure authority for the City's anticipated share of ASGSA General Manager and technical assistance costs, and allow the City to continue participating in regional groundwater sustainability planning and implementation.

Staff therefore recommends that the City Council adopt the accompanying resolution amending the FY 2026–27 budget and appropriating $60,000 from Water Fund 504 unrestricted/unassigned fund balance to Account No. 504-390-86206.

RECOMMENDATION
Staff recommends that the City Council approve this agreement. The language of the motion might be as follows:

WHEREAS, the City annually contributes its proportionate share toward the administrative and technical costs of the ASGSA, including a portion of the cost of the ASGSA General Manager and professional and technical assistance related to the GSP; and WHEREAS, funding for the City’s share of these costs is normally included within the annual Water Fund budget; and
WHEREAS, during preparation of the Fiscal Year 2026–27 Adopted Budget, the appropriation for these recurring expenditures was inadvertently omitted from the Water Fund budget; and WHEREAS, the omission was administrative in nature and did not represent a policy decision by the City Council to discontinue the City’s participation in our financial support of the ASGSA; and WHEREAS, staff has determined that an appropriation of $60,000 is necessary to provide sufficient expenditure authority for the City’s anticipated share of ASGSA General Manager services and technical assistance during Fiscal Year 2026–27; and
WHEREAS, sufficient unrestricted/unassigned fund balance is available within the Water Fund (Fund 504) to fund the requested supplemental appropriation; and WHEREAS, the City Council desires to amend the Fiscal Year 2026–27 Adopted Budget to restore funding for this recurring expenditure and provide for the City’s continued participation in regional groundwater sustainability planning and implementation.
