1 Rev 10-3-2023
This Employment Agreement (hereinafter called the “Agreement”) made and entered into for reference purposes on April 20, 2026, by and between the City of Gridley, California, a general law city, (hereinafter called the “City”) and Elisa Arteaga, City Administrator (hereinafter called the “Employee”) with respect to employment as the City Administrator of Gridley, and supersedes and amends that certain Employment Agreement dated December 2023.
1. Appointment of the City Administrator:
The City Council of the City of Gridley seeks to amend the terms of employment of the Employee as the City’s Administrator. Furthermore, the City Council of the City of Gridley is the sole appointing body of the position of City Administrator, as per the adopted City ordinance(s), resolution(s) and City policy manual.
2. At Will Employment:
Employee is an “at will” employee who shall serve at the pleasure of the City Council.
Accordingly, the City Council may terminate Employee’s employment at any time, with or without cause. The provision may not be altered except by a written instrument by Employee, and formally approved by the City Council, which specifically references this Agreement and section.
3. Term of Agreement:
The Employee acknowledges that she serves in the position of City Administrator at the discretion and pleasure of the Gridley City Council. The parties of this agreement may terminate the Agreement pursuant to the provisions of paragraphs 6 and 7 below.
4. Duties and Responsibilities:
a) Employee shall serve as the City Administrator of the City of Gridley and she shall be vested with the powers, duties and responsibilities set forth in the City’s adopted job description for City Administrator and shall be responsible for directing, administering and coordinating the administrative functions of the City of Gridley. b) Employee agrees to devote her productive time, ability and attention to the City business.
For the duration of this Agreement, Employee shall not hold secondary employment, unless it is vocational training as it relates to City management and cannot be done to encumber any City time, resources or facilities. The secondary employment must be so de minimis that it is transparent that it is for the continuing education of the Employee and to benefit the leadership and education of the Employee as the City Administrator.
The de minimis secondary employment shall not constitute interference with or a conflict of interest with his responsibilities under the Agreement. The City Council shall be the sole body that authorizes any de minimis secondary employment. 2 c) As an exempt employee and subject to City resolution regarding administrative leave, the Employee shall not receive any overtime or compensation for work performed outside of normal business hours.
5. Hours of Work:
It is recognized that the Employee must devote a great deal of time outside the normal office hours on business for the City, and to that end the Employee shall be allowed to establish an appropriate work schedule. The Employee will normally work 80 hours per (two week) pay period.
6. Performance Evaluation:
The City shall review the performance of the Employee annually subject to a process, form, criteria, and format for the evaluation which shall be mutually agreed upon by the City and Employee. The process at a minimum shall include the opportunity for both parties to: (1) prepare a written evaluation, (2) meet and discuss the evaluation, and (3) adopt an appropriate improvement plan and/or goals.
7. Termination of Employment and Severance:
a) Per Section Two (2) of this Agreement – At Will Employment - Employee understands and acknowledges that Employee serves at the pleasure and discretion of the City Council and that Employee may be terminated at any time for any reason (or no reason at all) by the City Council. Except upon the event that the City terminates Employee’s employment for being guilty of: a crime, the commission of an act of moral turpitude, the commission of any act constituting an abuse of Employee’s public office under the laws of the State of California or the performance of an act of gross negligence (any of which shall be deemed as being reason(s) to terminate Employee’s employment under this Agreement as being “for cause”), then, in all such other circumstances of Employee’s termination, Employee shall receive three (3) month’s severance pay. This severance payment will be made in three (3) monthly installments to the Employee beginning at the date of termination. Employee understands and acknowledges that in the event City terminates Employee’s employment with City “for cause” as defined above, Employee will not be eligible to receive said three (3) month severance pay. b) In a like manner, nothing in this contract shall interfere with the right of the Employee to resign at any time.
c) Prior to payment by the City of any Severance, and as an express condition to receiving such Severance or Supplemental Severance, Employee shall sign and deliver to the City a waiver in the form of a release that fully releases the City (including employees, officers and agents) from any and all claims by Employee.
8. Compensation Benefits:
a) Employee shall be paid a base salary of $15,881 per month ($190,572 per year) effective 3 as of the adoption date of this Agreement. The salary shall be payable in installments at the same time the other management employees of the City are paid. b) Consideration shall be given on an annual basis to increase compensation based upon the evaluative process discussed in Section Six (6) – Performance Evaluation above. c) City shall not at any time during the term of this contact reduce the salary, compensation, or other benefits of the City Administrator below the initial offer of compensation, except to the degree of such reduction for all management employees of the City. d) Retirement: Employee shall continue to pay the Employee’s Public Employees’ Retirement System (PERS) contribution of seven-percent (7%) effective the first pay period after the adoption of this agreement.
e) Sick Leave/Vacation/Holidays: Sick leave, vacation and holiday accruals and their use shall be the same as provided to Management employees of the City as stated in Resolution 2016-R-011. Out of recognition of Employee’s historical employment history with the City, Employee shall retain her current existing sick leave, vacation and holiday accruals upon commencement of the position of City Administrator. f) Health, Dental and Vision: City agrees to pay insurance premiums for health, dental and vision plans Employee participates in, including coverage for her family. g) Professional Memberships: Subject to approval by the City, the City agrees to provide for membership in any trade appropriate and position appropriate associations and/or organizations. The Employee is also authorized participation in two (2) annual conferences and meetings of organizations, which provide professional information to Employee relative to her performance as City Administrator of the City of Gridley. Attendance and participation in any conference(s) or symposium(s) shall be subject to City Council approval, availability of funds and within the fiscal year’s budget. h) Cell Phone Allowance: City agrees to provide a cell phone allowance to the Employee in an amount not to exceed $75 per month or, in the alternative to such cell phone allowance, to provide Employee with a cell phone sourced by and paid for by the City which such phone will remain the property of the City.
i) Administrative Leave: Per current resolution there is available to the Employee one hundred twenty (120) hours of paid administrative leave each fiscal year. All unused administrative leave shall be paid out at the standard hourly rate. There shall be no accrual of administrative leave from one fiscal year to another. j) Car Allowance: City agrees to provide the Employee with a vehicle for use.
9. Indemnification
4 a) Beyond that required under Federal, State or Local Law, Employer shall defend, save harmless and indemnify Employee against any claim or demand or other legal action arising out of an alleged act or omission occurring in the performance of Employee’s duties as City Administrator or resulting from the exercise of judgment or discretion in connection with the performance of program duties or responsibilities, unless the alleged acts or omissions include or involve allegations of intentional, willful or wanton conduct which, if established by a preponderance of the evidence, would support Employee’s termination for cause. Employee may request and the Employer shall not unreasonably refuse to provide to Employee independent legal representation at Employer’s expense of Employer’s choosing. Legal representation, provided by Employer for Employee, shall extend until a final determination of the legal action including any appeals brought by either party. The litigation expense payments and indemnification obligations shall continue beyond Employee's service to the Employer as long as litigation is pending. Any settlement of any claim must be made with prior approval of the Employer in order for indemnification, as provided in this Section, to be available. b) Employee recognizes that Employer shall have the right to compromise or settle any claim or suit. If the compromise or settlement is of a personal nature to Employee, Employee may request that the settlement include a statement that the Employee denies any wrongdoing. Further, Employer agrees to pay Employee reasonable travel expenses when Employee serves as a witness, advisor or consultant to Employer regarding pending litigation if the Employee is no longer employed by the Employer.

Employment Agreement
Public Works Director
1 Rev 10-3-2023
This Employment Agreement (hereinafter called the “Agreement”) made and entered into for reference purposes on April 20, 2026, by and between the City of Gridley, California, a general law city, (hereinafter called the “City”) and Jerry Cox, Public Works Director (hereinafter called the “Employee”) with respect to employment as the Public Works Director of Gridley, California.
1. Appointment of the Public Works Director:
The City Administrator and City Council of the City of Gridley seek to offer the terms of employment of the Employee as the City’s Public Works Director to serve and perform such duties at such times and places and in such a manner as the City may from time to time direct.
Furthermore, the City Council of the City of Gridley is required to approve the appointment of position of Public Works Director, as per the adopted City ordinance(s), resolution(s) and City policy manual.
The Employee acknowledges that he serves in the position of Public Works Director at the discretion and pleasure of the Gridley City Council. The parties of this agreement may terminate the Agreement pursuant to the provisions of paragraphs 6 and 7 below.
4. Duties and Responsibilities:
a) Employee shall serve as the Public Works Director of the City of Gridley and he shall be vested with the powers, duties and responsibilities set forth in the City’s adopted job description for Public Works Director and shall be responsible for directing, administering, and coordinating the public works department functions of the City of Gridley.
b) Employee agrees to devote his productive time, ability and attention to the City business.
For the duration of this Agreement, Employee shall not hold secondary employment, unless it is vocational training as it relates to City management and cannot be done to encumber any City time, resources or facilities. The secondary employment must be so de minimis that it is transparent that it is for the continuing education of the Employee and to benefit the leadership and education of the Employee as the Public Works Director.
3 a) Employee shall be paid a base salary of $12,460 per month ($149,520 per year) effective as of the adoption date of this Agreement. The salary shall be payable in installments at the same time the other management employees of the City are paid. b) Consideration shall be given on an annual basis to increase compensation based upon the evaluative process discussed in Section Six (6) – Performance Evaluation above. c) City shall not at any time during the term of this contact reduce the salary, compensation, or other benefits of the Electric Director below the initial offer of compensation, except to the degree of such reduction for all management employees of the City. d) Retirement: Employee shall continue to pay the Employee’s Public Employees’ Retirement System (PERS) contribution of seven-percent (7%) effective the first pay period after the adoption of this agreement.
e) Sick Leave/Vacation/Holidays: Sick leave, vacation and holiday accruals and their use shall be the same as provided to Management employees of the City as stated in Resolution 2016-R-011. Out of recognition of Employee’s historical employment history with the City, Employee shall only retain his current existing sick/personal leave, vacation and holiday, accruals upon commencement of the position of Public Works Director. f) Health, Dental and Vision: City agrees to pay insurance premiums for health, vision and dental plans Employee participates in, including coverage for his family as stated in the 2026 MMCU Agreement.
g) Professional Memberships: Subject to approval by the City, the City agrees to provide for membership in any trade appropriate and position appropriate associations and/or organizations. The Employee is also authorized participation in two (2) annual conferences and meetings of organizations, which provide professional information to Employee relative to his performance as Public Works Director of the City of Gridley.
9. Indemnification
a) Beyond that required under Federal, State or Local Law, Employer shall defend, save harmless and indemnify Employee against any claim or demand or other legal action 4 arising out of an alleged act or omission occurring in the performance of Employee’s duties as Public Works Director or resulting from the exercise of judgment or discretion in connection with the performance of program duties or responsibilities, unless the alleged acts or omissions include or involve allegations of intentional, willful or wanton conduct which, if established by a preponderance of the evidence, would support Employee’s termination for cause.

Subject: Expansion of Public Benefit Programs - Informational Presentation Recommendation
Finance staff is seeking feedback from the City Council and the public regarding the development and implementation of additional programs designed to increase participation in energy efficiency and utility assistance initiatives and provide greater overall benefit to Gridley residents.
Background
The City of Gridley currently offers an energy efficiency program that provides rebates to residential and commercial customers who purchase or install energy-efficient appliances or complete qualifying home improvements. These programs are intended to reduce energy consumption, lower utility costs, and support broader sustainability goals.
Despite the availability of these offerings, participation rates remain lower than anticipated.
The City has taken steps to improve accessibility, including transitioning to digital applications and increasing program promotion; however, utilization has not significantly increased. This suggests that additional program options, simplified participation pathways, and expanded outreach efforts may be necessary to better meet community needs.
To address current gaps and improve program engagement, City staff recommends introducing new program offerings that align with resident needs and statewide energy and electrification goals. Proposed programs include:
• HVAC Tune-Up Program
Providing low- or no-cost heating and cooling system tune-ups to improve efficiency, extend equipment lifespan, and reduce energy bills.
• Electric Vehicle (EV) and EV Charger Program
Offering incentives for the purchase of electric vehicles and installation of residential EV charging stations to support clean transportation adoption. • Electrification Offerings
Expanding incentives for transitioning from gas-powered appliances to electric alternatives, including heat pumps, induction stoves, and electric water heaters.
X Regular
Special
Closed
Emergency
• Panel Upgrade Program
Assisting residents with electrical panel upgrades necessary to accommodate modern electrical loads and electrification improvements.
• Annual One-Time Income-Qualified Utility Assistance Program Establishing a targeted assistance program for income-qualified households to help offset utility costs. (Application attached)
Additional program details and potential offerings are outlined in the PowerPoint presentation accompanying this staff report.
Financial Impact
No financial impact for now as this is informational. A future staff report will include the financial impact if approved.

Staff Report
Date: April 20, 2026
To: Mayor and City Council
From: Christopher Smith, Principal Planner
Subject: Adoption of Resolution No. 2026-R-014 Forming Maintenance Assessment District No. 8 (Steffen Estates Subdivision), Confirming the Engineer’s Report, and Levying Annual Assessments
Recommendation
City staff respectfully recommends that the City Council:
1. Confirm the Engineer’s Report for Maintenance Assessment District No. 8 (Steffen Estates Subdivision);
2. Determine that no majority protest exists pursuant to Article XIII D of the California Constitution;
3. Adopt the Resolution No. 2026-R-014 Forming Maintenance Assessment District No. 8; and
4. Levy the annual assessment for Fiscal Year 2026–2027 and authorize collection on the County tax roll.
Background
On March 2, 2026, the City Council adopted a Resolution of Intention declaring its intent to form Maintenance Assessment District No. 8 (Steffen Estates Subdivision) and setting a public hearing in accordance with the Landscaping and Lighting Act of 1972 and Article XIII D of the California Constitution (Proposition 218).
Maintenance Assessment District No. 8 was required as a condition of approval of Tentative Subdivision Map No. 1-25 and is intended to fund the ongoing maintenance, operation, repair, and replacement of subdivision-specific public improvements, including:
• Storm water detention basin (Lot “X”) landscaping and irrigation; • Street lighting improvements;
as described in the City Engineer’s Report
In this case, there is only one owner. Notice and assessment ballot were mailed to the record property owner within the proposed District at least forty-five (45) days prior to the public hearing.
Engineer’s Report Summary
The Engineer’s Report establishes:

• Total Annual District Cost: $23,041.98
Steffen Estates Report_012026
• Number of Lots: 45
• Annual Assessment per Lot: $512.04

• Equal apportionment methodology based on proportional special benefit • CPI-based annual adjustment mechanism
• Credit mechanism for excess revenue in any fiscal year The assessment funds only the reasonable cost of maintenance and replacement of improvements that provide special benefit to parcels within the District.
Financial Impact
There is no impact to the City’s General Fund, as the District is self-funded by the benefiting properties.
Compliance with City Council Strategic Plan or Budget Goals Formation of the Maintenance Assessment District ensures that subdivision-specific infrastructure is maintained in a fiscally responsible manner without imposing financial burden on the General Fund, thereby supporting sustainable infrastructure management and long-term service delivery.

MAINTENANCE ASSESSMENT DISTRICT NO. 8
Maintenance Assessment District Improvements
As a condition of approval of Tentative Subdivision Map No. 1-25, commonly known as Steffan Estates Subdivision, it is necessary to form a maintenance assessment district and assess the expenses of maintenance and operation of the improvements of special benefit to that subdivision. The boundary of Maintenance Assessment District No. 8 (District) is described in Exhibit “A” and delineated in Exhibit “B” attached hereto and by this reference incorporated herein. The annual assessment shall be used for the purpose of funding the annual costs of maintenance and operation of the following public improvements:
1. Storm water detention basin (Lot “X”) improvements including landscaping and irrigation.
2. Street lighting.
Annual Assessment
The assessment cost breakdown is shown in Exhibit “C” attached hereto and by this reference incorporated herein. The total annual cost for the District is $ 23,041.98 .
Method of Apportionment
The method of apportionment is based on an equally proportionate benefit received by each lot within the maintenance assessment district. Each of the 45 lots shall be apportioned an equal share of the costs associated with Maintenance District No. 8.
Annual Assessment per Lot
Total annual contribution $ 512.04 per lot
Adjustment to Annual Assessments Based on Increases in Consumer Price Index Any increase in the amount of the total annual assessment as well as any increase in an annual assessment levied against a particular lot or parcel within the boundaries of this assessment district to account for inflation shall be calculated in the following manner:
If, on the first day of the City fiscal year commencing on July 1st following the establishment of a maintenance assessment district in the manner provided by the Improvement Act of 1911 (Streets and Highways Code Sections 5820 et seq.), and on the first day of each fiscal year thereafter that the assessment district remains in effect, there is an increase in the cost of operating and maintaining the public improvements to be funded with assessment district revenues, as measured by an increase in the consumer price index during such period of time, then the total annual assessment levied against all properties within the assessment district, as well as the proportional annual assessment levied against each lot or parcel within the boundaries of the assessment district shall also be increased in proportion to the increase in such costs. The determination of whether there has been an increase in such costs and the amount of the increase in such assessments which is proportional to the increase in such costs shall be made by the Director of Public Works and shall be based exclusively on the percentage increase during such period of time in the consumer price index published by the Federal Bureau of Labor Statistics for all Urban Consumers -- U.S. Cities Average (all items) or such other measure employed by the U.S. Department of Labor Statistics in lieu of such consumer price index which measures the cost of living in U.S. cities.
Credits Against Annual Assessments Based on Prior Year Maintenance Costs If the actual cost of operating and maintaining the public improvements funded by revenues from this assessment district during any year the assessment district remains in effect is less than the assessment levied for that year, the difference between the actual cost of operating and maintaining the public improvements and the assessment levied for that year shall be credited against the assessments levied during the next succeeding year in the manner prescribed as follows. If on the first day of the City fiscal year commencing on July 1st following the establishment of a maintenance assessment district in the manner provided by the Improvement Act of 1911 (Streets and Highways Code Sections 5820 et seq.), and on the first day of each fiscal year thereafter that the assessment district remains in effect, the total annual assessment levied during the preceding fiscal year exceeded the actual cost of operating and maintaining the public improvements to be funded with assessment district revenues during such preceding year, then the total annual assessment levied against the property within the assessment district during the ensuing fiscal year shall be reduced by a credit equal to the difference between the total annual assessment levied during the preceding fiscal year and the actual cost of operating and maintaining the public improvements to be funded with assessment district revenues during such preceding fiscal year.
In particular, the total annual assessment levied against all property within the maintenance assessment district shall be reduced during the ensuing fiscal year, and only during the ensuing fiscal year, by an amount equal to the difference between the total annual assessment levied during the preceding fiscal year and the total cost of operating and maintaining the public improvements to be funded with assessment district revenues during such preceding fiscal year, and the annual assessment levied against each individual lot or parcel within the boundaries of the assessment district shall be reduced during the ensuing fiscal year, and only during such ensuing fiscal year, by a portion of such amount which is calculated by the Director of Public Works using the method of apportionment set forth in the City Engineer's Report as approved by the City Council at the time the district was established.
Termination Date of the Assessment District
Maintenance Assessment District No. 8 shall continue from year to year until dissolved by the City Council of the City of Gridley.
Engineer’s Statement
I do hereby assess and apportion said amount to be assessed upon the assessable lots within the “Steffan Estates Subdivision” upon each lot, severally and respectively, in accordance with the special benefits to be received by such lots and more particularly set forth in Exhibit “A”, Exhibit “B” and Exhibit “C” attached hereto.

Subject: Quota Park Addition Request
Recommendation
Quota Club is requesting that City Council authorize the addition of an archway to the path towards the fountain. In addition, they are partnering with Friends of The Library to place a little library on the premises.
It is recommended that the City Council approve the archway and little library, as proposed.
Staff have reviewed the plans proposed by the Quota Club and find the additions to be safe for the public, add aesthetic value to the park, and provide a community service.
Background
The inspiration for this project comes from the passing of two Quota Club members in 2021.
The community reached out with donations so the Quota Club may do something in their honor. A wrought iron archway is how they are using those donations.
The desired location is the entrance of the walkway that leads to the fountain, and as a result, visually framing the fountain upon approach. They plan to bolt the archway into the concrete and plant jasmine on either side to grow up the sides and over the top of the archway.
However, the details of how the arch is affixed will require review by the County Building Department to ensure public safety.
The Quota Club believes that this addition will add aesthetic value to the park, and serve as a desirable site for event photos, such as prom or Quinceañeras. As sponsors of the park, members regularly tend to the cleanliness and maintenance, and intend to maintain this feature as they have the fountain and the rest of the grounds.
The Quota Club has also partnered with Friends of The Library to add a little library to the park as well. A little library is a free book sharing service where the community can take a book or leave a book. Anyone can take or donate without any fees, membership, or library card. The purpose of little libraries is to promote literacy, reading, community connection and engagement, and equitable access to reading materials.
The structure is proposed to be closer to the outer sidewalk, easily accessed by foot traffic.
They are often designed to resemble little houses, kiosks, or classic libraries mounted to the top X Regular

of a pole that is secured to the ground. This would also require review and approval by the County Building Department, and due to the location on public land, be subject to the American Disabilities Act (ADA).
Financial Impact
Both additions are paid for by their sponsors, and do not propose a fiscal impact to the City of Gridley.
Compliance with City Council Strategic Plan or Budget Goals As proposed, these additions do not impact the budget. They encourage community building and park beautification.
